SUPERVISION RECEIVED Works under general supervision of the Administrative Services Director. SUPERVISION EXERCISED: None ESSENTIAL FUNCTIONS Coordinates and performs daily operations related to the management of city-wide LAN/WAN systems; resolves complex issues; participates in needs analysis with department directors and city administrators; facilitates alternative solutions to IT problems. Performs the installation, maintenance and tuning of systems software and hardware; prioritizes, schedules resources, and completes various software and hardware projects involving multiple complex computer and server functionality software programs. Resolves complex software problems; assesses systems software conditions and determines appropriate action; minimize costly down time of the system; implements procedural changes and reassigns resources as needed to expedite return to service and operational status of the system. Coordinates Helpdesk function to provide first level of support for all computer system users; coordinates continuous computer operations. Assists in preparing and conducting end-user training. Assist Network/Communications Administrator in evaluating and recommending hardware and software acquisitions; evaluating and monitoring system capacity; predicts and estimates hardware and software performance for current and future operations volume; assures hardware and software capability to continually handle changing information and storage requirements; participates in the review, development and implementation of new or revised programs, systems, procedures, reports and methods of operation. Provides recommendations for improving operational efficiency throughout the City. Participates in the development of the IT/Communications budget, by making recommendations for purchases, upgrades and new technology. Assist with performing various complex technical assistance for end users; performs various installation projects related to hubs, switches, routers, etc.; sets up new users, monitors and work groups; assures proper configurations for system and end user work stations. Assist with performing a variety of complex technical duties as needed to install, maintain and monitor telecommunications system and radio systems. Assists in the maintenance of system integrity, assures privacy and security for the system software and database; assigns and maintains passwords and log ins. Performs other related duties as required. MINIMUM QUALIFICATIONS 1. Education and Experience: A. High school diploma or GED AND B. two years of college studies in computer science, information systems, network administration or related field: AND ---PAGE BREAK--- B. One year of experience performing above or related duties; OR C. An equivalent combination of education and experience. 2. Knowledge, Skills, and Abilities: Working knowledge of system design concepts, Networking (LAN/WAN) system management concepts; methods and standards for project control; hardware configurations and capabilities; operating system fundamentals; data communication concepts; documentation procedures; technical writing. Working knowledge of negotiation techniques; "Helpdesk" support methods, organization and procedures, automated operations, job scheduling, report distribution, etc. Ability to draft technical reports; analyze a variety of Network issues and problems and make recommendations; communicate effectively verbally and in writing; establish and maintain effective working relationships with professionals, department heads, co-workers, vendors and the public; work independently and deal effectively with stress caused by work load and time deadlines. 3. Special Qualifications: Preference in hiring shall be given for one or more technical certifications MSCE, CNA, CNI, CNE, CISCO, MCSE, MCNE, Security+,etc.). 4. Work Environment: Incumbent of the position performs in a controlled indoor setting. Tasks require variety of physical activities, sometimes involving muscular strain, such as walking, standing, stooping, sitting and reaching. Talking, hearing and seeing essential to the performance of essential functions. Common eye, hand, finger, leg and foot dexterity also utilized in performance of daily tasks. Must regularly lift 10 pounds and occasionally lift up to 50 lbs. Mental application utilizes memory for details, emotional stability, discriminating thinking and creative problem solving. Periodic out of town travel may be required in the position.
