PUBLIC HEARING FEBRUARY 16, 2016 WASTEWATER TREATMENT FACILITY UPGRADE & EXPANSION – PHASE I CLEAN WATER STATE REVOLVING FUND LOAN ---PAGE BREAK--- HOW DOES THE CURRENT WASTEWATER TREATMENT FACILITY FUNCTION? • THE CURRENT FACILITY WAS CONSTRUCTED IN 1987. • THE CURRENT FACILITY TREATS ONE MILLION GALLONS PER DAY. • THERE ARE TWO PRIMARY CELLS AND 5 CLARIFYING CELLS THAT TREAT THE RAW SEWAGE. • THE INFLUENT ENTERS THE FIRST PRIMARY CELL, CONTINUES TO THE SECOND PRIMARY CELL, PROCEEDS THROUGH A CLARIFIER CELL AND DISCHARGES TO THE RIVER. THE CLARIFIER CELLS ARE ROTATED. ---PAGE BREAK--- ---PAGE BREAK--- CURRENT ISSUES: • BIOSOLIDS/SEDIMENT ARE ACCUMULATING IN THE TWO PRIMARY CELLS AND HAVE DECREASED THE CAPACITY BY 20%. • FOR 1½ MONTHS EACH YEAR, DURING THE SPRING TURNOVER OF THE PRIMARY CELLS, THE CITY IS VIOLATING THE DISCHARGE PERMIT REQUIREMENTS AS PERMITTED BY THE DEPARTMENT OF ENVIRONMENTAL QUALITY. • INCREASING COSTS FOR POWER CONSUMPTION DUE TO INCREASED SEWAGE LOADINGS AND AERATORS RUNNING LONGER HOURS. • FLOATABLES IN CELLS CAUSING MECHANICAL PROBLEMS WITH AERATORS. FLOATABLES MUST BE MANUALLY REMOVED SINCE THEY ARE A SOURCE OF ODORS. ---PAGE BREAK--- CURRENT ISSUES: • NO METERING FOR MEASURING SEWAGE INFLUENT. • POWER COSTS HAVE INCREASED SIGNIFICANTLY OVER TIME. • ANTICIPATED POPULATION GROWTH AND SUMMER TOURISM INCREASE WILL PUT ADDITIONAL STRAIN ON EXISTING SYSTEM. • TECHNOLOGY IS OLD AND THERE IS A LACK OF REDUNDANCY AND FLEXIBILITY WHEN MAINTENANCE IS NEEDED. • EPA/DEQ ARE PROJECTED TO CHANGE REGULATIONS THAT WILL HAVE AN IMPACT ON OUR OPERATIONS. ---PAGE BREAK--- WHAT WILL PHASE 1 AND 2 UPGRADES DO? • A PRETREATMENT BUILDING WILL INCORPORATE FINE BAR SCREENING TO REMOVE FLOATABLES AND SOLIDS LOADING BY APPROXIMATELY 30% BEFORE THE FIRST TREATMENT CELL. • THE NEW FIRST TREATMENT CELL WILL REMOVE BOD AND AMMONIA TO KEEP THE DISCHARGE TO THE RIVER IN COMPLIANCE WITH THE EPA/DEQ. • EXISTING CELL 1 WILL BE USED FOR SLUDGE STORAGE. • TWO NEW BLOWER BUILDINGS UTILIZING SOLAR ENERGY WILL PROVIDE AERATION FOR THE NEW FIRST TREATMENT CELL AND CELL 2. ---PAGE BREAK--- WHAT WILL PHASE 1 AND 2 UPGRADES DO? • POWER COSTS WILL BE DECREASED BY 28% DUE TO NEWER TECHNOLOGY AERATORS AND INFLUENT PRETREATMENT. • PROVIDE INFLUENT MEASURING. • ULTRAVIOLET DISINFECTION OF EFFLUENT SO EFFLUENT CAN BE USED FOR IRRIGATION OF THE WWTF. • USING EFFLUENT FOR IRRIGATION WILL DECREASE THE AMOUNT OF EFFLUENT DISCHARGING INTO THE RIVER. • THE NEW FACILITY WILL DOUBLE THE FACILITIES TREATMENT VOLUME TO 2 MILLION GALLONS PER DAY. ---PAGE BREAK--- WHAT WILL PHASE 1 AND 2 UPGRADES DO? • BRING THE WWTF INTO COMPLIANCE FOR OUR DISCHARGE PERMIT • PREPARE WWTF TO MEET THE NEW EPA/DEQ REGULATIONS FOR NITROGEN REMOVAL. • AN IMPROVED AERATION SYSTEM BY UTILIZING FINE BUBBLE DIFFUSERS IN THE NEW CELL AND CELL 2. • NEW AERATION, CURTAINS, AND BAFFLE WALLS IN THE NEW CELL AND CELL 2. • UPGRADED SCADA SYSTEM. ---PAGE BREAK--- WHY COMPLETE UPGRADES IN TWO PHASES? • PHASING CONSTRUCTION WILL HELP MINIMIZE DISRUPTIONS TO THE DAILY ACTIVITIES AT THE WWTF. • CONSTRUCTING PHASE 1 WILL CONSTRUCT THE COMPONENTS THAT ARE CRITICAL AND NECESSARY FOR THE FULL DEVELOPMENT OF THE AERATION PLAN. • PHASED CONSTRUCTION WILL ENCOURAGE PARTICIPATION FROM LOCAL CONTRACTORS. ---PAGE BREAK--- WHAT IS THE COST OF PHASE 1? • PHASE I OF THE PROJECT IS $3.6 MILLION. THE CITY WILL UTILIZE FUNDING FROM THE FOLLOWING THREE SOURCES: 1. THE CITY’S WASTEWATER UNRESTRICTED RESERVES. $915,250 OF THE RESERVES WILL BE UTILIZED IN PHASE I. 2. A MINERAL ROYALTY GRANT IN THE AMOUNT OF $800,000 FROM THE STATE LANDS AND INVESTMENT BOARD. THIS IS LESS THAN THE APPLIED AMOUNT OF $1,769,500, BUT THE CITY IS LUCKY TO HAVE RECEIVED ANY GRANT FUNDING. 3. A LOAN FROM THE STATE LANDS AND INVESTMENT BOARD CLEAN WATER STATE REVOLVING FUND. DUE TO A REDUCTION IN AVAILABLE GRANT FUNDS, THE CITY REVISED THE LOAN PORTION OF THE FUNDING PACKAGE FROM $915,250 TO $1,884,750. ---PAGE BREAK--- CLEAN WATER STATE REVOLVING FUND LOAN TERMS AND ANNUAL REPAYMENT • THE LOAN TERM IS 20 YEARS AT 2.5% INTEREST. • THE ANNUAL PAYMENT WOULD BE $120,901.30. • INTEREST FOR THE LIFE OF THE LOAN WOULD BE $533,276
