Cook CITY ADMINISTRATOR 1338 Rumsey Avenue P.O. Box 2200 Cody, Wyoming 82414 (307) 527-7511 FAX (307) 527-6532 December 14, 2018 Re: Four-Way Stop Installation Intersection of 12th Street and Rumsey Avenue Dear Property Owners, Business Owners, and Members of the Public: Over the past several months, the City of Cody has received calls and comments expressing concern about the safety of the 12th Street and Rumsey Avenue intersection. The current configuration of the intersection is a two-way stop with all vehicles on Rumsey Avenue having the “STOP” condition and all vehicles on 12th Street having a continuous through movement. The calls and comments received have indicated that when vehicles come to a stop on Rumsey Avenue, it is difficult to see the on-coming traffic from both directions on 12th Street and drivers need to “creep out” into the intersection to see the approaching traffic. This condition has led to a number of near-miss incidents and an increased level of concern about the intersection. City staff have examined the intersection and found that the existing street widths and geometric configuration contribute to the concerns expressed. City Council has discussed the existing conditions and potential improvements at Work Session Meetings held in October and November. Based on the staff recommendation provided at these work sessions, the City Council approved the installation of a four-way stop at the intersection. It is planned that the City Streets Crew will install new signs at the intersection in early January 2019 to create a four-way stop condition. In addition, temporary signage will be placed in the immediate vicinity to alert drivers to the change. It is the City’s intent to monitor the performance of the four-way stop to ensure that safety for both vehicles and pedestrians is improved. To assist in this monitoring effort, an email address has been established to receive comments regarding the intersection. If you have any comments about the intersection, please email them to [EMAIL REDACTED]. Thank you for your patience and understanding as we implement this modification. Please email any comments to the address above, or call City Hall at (307) 527-7511 with any questions. Phillip M. Bowman Public Works Director
