Performs various working level technical duties as needed to assure compliance with city codes, ordinances, regulations and other legal issues related to licensing, weeds, pests, hazards, animal waste, signs and watering issues. SUPERVISION RECEIVED Works under general supervision from the Assistant Police Chief and/or Police Chief. SUPERVISION EXERCISED None. ESSENTIAL FUNCTIONS Animal Control: Patrols city; observes for at large dogs and cats and apprehends the same; transports dogs and cats to animal shelter for impoundment until ownership can be determined; may return dog(s) and cats to known owner(s); utilizes specialized equipment such as "catch-all poles", tranquilizer guns and serums; picks up strays and delivers to shelter compound; removes dead or injured animals from city streets; investigates animal abuse or cruelty complaints; issues citations for violation of various ordinances. Establishes cooperative relationships with Wyoming Game and Fish, Park County Humane Society, Wyoming Livestock Board and other local animal advocate organizations. Investigates citizen complaints concerning ordinance violations through field investigations; responds to citizen complaints; answers questions and inquiries in person and via phone and radio. Delivers public education programs as needed to inform the public of local ordinances and problems; attends meetings at local schools to educate children regarding animal control ordinances. Assists veterinarians with clinics; follows specific procedures for dog-bite cases and other animal bites; quarantines dogs guilty of biting to observe for rabies and other diseases; makes court appearances as necessary. Maintains and cleans firearms, uniforms, vehicles and other specialized equipment. Code Enforcement: Receives daily complaints from citizens regarding alleged violations of city ordinances, codes, and regulations; determines nature of the allegation and apprises callers of possible investigation schedule. Advises property owners as needed to apprise appropriate parties of concerns and potential violations; obtains facts necessary to determine proper course of actions; coordinates and monitors solutions. Conducts field investigations and property inspections to determine extent of violations; prepares various investigative reports; initiates legal proceedings where appropriate and coordinates the same with city legal staff; may administer preliminary sanctions as allowed by ordinance or code. Coordinates code enforcement activities with other city departments as necessary; works closely with Assistant Police Chief, Police Chief and City Attorney regarding interpretations and enforcement of codes. Conducts regular review of codes, ordinances and regulations; receives legal interpretations as needed to direct enforcement of compliance; makes recommendations related to practical application of codes and ordinances; assists in adapting, modifying or rewriting codes as needed. Prepares and provides written and oral reports to city council, boards, committees, and public interest groups as required to explain code enforcement activities and program needs; gives testimony in a court of law as an expert witness. ---PAGE BREAK--- Community Service Officer, page 2 MINIMUM QUALIFICATIONS 1. Education and Experience: A. Graduation from high school or GED AND B. Two years of general work experience preferably in a field related to above duties; OR C. An equivalent combination of education and experience. 2. Required Knowledge, Skills, and Abilities: Working knowledge of local animal control ordinances, procedures, techniques and equipment; applicable federal, state, county, and city laws and ordinances and departmental rules and regulations; legal liabilities associated with animal control and code enforcement; local geography; the operation of motorized vehicles; basic animal care; basic procedures and cautions used in dealing with disturbed animals; city and state codes and ordinances related to animal control and nuisances; legal system and securing sanctions for violations; of interpersonal communication skills. Skill in record keeping and report writing; skill in the use of specialized animal control equipment; skill in the use and application of tranquilizers and lethal drugs; the art of diplomacy and cooperative problem solving; skill in operation of a personal computer including software programs such as Microsoft Office, Excel, Outlook and Record Information Management System law enforcement software. Ability to deal effectively with stress related to public safety employment and animal control; maintain accurate records; be firm and courteous with the public; develop effective working relationships with supervisors, fellow employees and the public; use discretion and good judgment; follow written and verbal instruction; operate a two-way radio; understand common radio code; quickly learn the laws, ordinances and regulations governing animal control; work in an environment where exposure to all weather conditions would be expected in the performance of the job; perform moderate amounts of physical labor; communicate effectively, verbally and in writing. 3. Special Qualifications: Must possess a valid Wyoming Driver's License. Preference may be given for certification through the National Animal Control Association and Wyoming Humane Society in the use and application of various animal control equipment. 4. Work Environment: Varying work schedule to include a variety of days, shifts, weekends and holidays. Including working more hours during the months of May through September (approximately 28 hrs/week) and less during the months of October through April (approximately 20 hrs/week). Tasks require a variety of physical activities periodically involving muscular strain related to walking, running, standing, stooping, sitting, pulling and reaching. Constant patrol in vehicle. Essential functions require talking, hearing and seeing. Mental application utilizes memory for details, emotional stability and discriminating thinking and creative problem solving. Elements of the job pose various degrees of hazard uncertainty common to animal control and animal impoundment. Common eye, hand, finger dexterity required to perform essential functions.
