Rental Housing Inspection Checklist Smoke/Carbon Monoxide Detectors: o Properly installed and operable o Max 10 years old and UL or ETL listed Furnace: o Gas shut-off valve and on/off switch o Vent secured and properly pitched o Filters are replaced/cleaned regularly o Operable, provides minimum 68 degrees o Adequate surrounding clearance Water Heater: o Gas shut-off valve o Proper pop-off valve and drop pipe o Vent secured and properly pitched o Operable, with no rust holes or leaks o Adequate surrounding clearance Electrical Panel: o Service amps adequate for usage o Properly grounded and in good condition o No open circuits in box o All circuits labeled and readable o If fuses - proper sizes o Adequate clearance and easy access General Electrical: o Covers on switches, junction boxes, and outlets o Splices to code in covered boxes o Wire in conduit where required o GFCIs where required and operable o Switches, outlets, and fixtures operable o Minimum 2 outlets in all rooms, properly spaced o Adequate light fixtures, with globes as required o Buffer space between lights and combustibles o Safe, limited use of extension cords o Exterior service lines secure and protected General Plumbing: o Installed correctly with no leaks o Proper venting o Functioning drains with proper traps and covers Sinks, Bathtubs, & Showers: o Proper number and location o Operable, with hot and cold water o Functioning drains with proper trap o No leaks or drips o Garbage disposal operable if present Toilets: o Operating properly o No overflow to sewer from tank o No leaks or continuous running Laundry: o Proper dryer vent to exterior with cover o Gas shut-off valve, end of line capped if unused o Proper and grounded electrical connection o Washtub faucet backflow prevention present Note: This is not a comprehensive list of all requirements. Windows: o Proper locations and sizes for light and ventilation o Proper for egress and lockable o Snug fit, operable, and not broken or cracked o Screens installed between June 1 and October 1 o Egress windows for basement bedrooms o Bathrooms have operable window or a vent fan Doors: o Bedrooms and bathrooms require privacy doors o Bedroom doors - no padlocks or inside keyed o Exterior doors - correct for egress and lockable o Exterior doors - snug fit, operable, and unbroken Rooms: o Walls, floors and ceilings intact and maintained o Unobstructed egress within and out of home o Proper square footage, ceiling height and layout o Fireplaces, wood stoves operable and maintained o No rubbish or garbage accumulation, infestations o Basement bedrooms comply with all safety codes Stairways: o Must be lighted, no stored items blocking egress o Steps stable, unbroken, and of adequate strength o Handrails required if 5 or more steps o Guardrails on open stairs over 30" high Building Exterior: o Roof waterproof and maintained, gutters work o Walls, foundations, chimney maintained o Porches solid and maintained o No openings for animal infestation o Guardrails on porches or stairs over 30" high o Handrails required if 5 or more steps o House numbers present and readable from street Garage: o Proper electrical service, wiring, fixtures, etc. o Structure solid & maintained Yard: o Fences built to code and maintained o Grass, shrubs, trees maintained to code o Accessory buildings maintained to code o Pools maintained and secure from child entry o Outdoor trash kept in solid, covered containers o No junk, trash, or building materials stored outside o No inoperable or stored vehicle parts/tires o No improper vehicle, RV, or trailer parking o No unsafe or unsanitary conditions o Pet waste must be removed regularly General: o Permits pulled for repairs or new work as required Note: It is recommended that a fire extinguisher be provided for safety. City of Midland rental inspections do not include inspection for mold, airborne contaminates, or other possible contaminates.
