1 Village of Fair Haven Board of Trustees Meeting October 10, 2017 The meeting was called to order at 7:00 p.m. followed by the Pledge of Allegiance. Board members present Mayor James Basile, Deputy Mayor Walter Krehling, Trustee Judith Dunaway and Trustee Pete Hanford. Trustee Holley Webster-Goolden was excused. Also, present Village Clerk-Treasurer Terri DiGregorio, CCWSA O&M Waste Water Collections Operator Jay Sawyer and 7 guests. Deputy Mayor Krehling opened the meeting with a moment of silence to honor those that died in the mass shooting in Las Vegas. Mayor Basile was on his way to the board meeting as he had been attending a meeting with NYS officials regarding Lake Ontario issues. COMMUNICATIONS: • In receipt of 2018 Excellus medical insurance rates for village employees. The Village presently offers two plans. • Village Accountant Kevin Clark presented to the Board of Trustees at the October 5th agenda meeting, the Annual Financial Update Document with financial statements and supplementary information for fiscal year ending 5/31/2017. He stated the Village of Fair Haven was fiscally sound and in good shape. • In receipt of “Application for extension of required sewer hookup date” from Colleen Ayers. She was present at the meeting and explained she was still waiting on estimates from contractors to perform the digging. She is also trying to obtain a grant from Bishop Sheen. A letter will be sent to Ms. Ayers instructing her to either have her private septic system dye tested, pumped or have her water shut off. Paper work reflecting the dye testing or pumping must be turned in to the village office before an extension is granted. PUBLIC FORUM: • Susan Gately brought up the disposal of sandbags. She feels they are a health hazard and inquired what the Village would do about getting rid of them. Mayor Basile stated everyone is welcome to dispose of the sandbags on the small village owned lot at the end of Wilcox Street. If the residents can get them up near the side of the road, the Village DPW will work on picking them up. Others are keeping them in place in case the water rises again next spring. • Bonnie Bridson, on behalf of the Book Nook, raised $600.00 to make improvements to the West Barrier Bar Park and presented the check to the Board of Trustees. The funds will be deposited in a special reserve account established for this purpose. • Mike Federici approached the Board to discuss the proposed water line for his property at 14669 Fancher Ave. He acknowledged he would need a 20-foot easement where the water line will be installed and would like it narrowed down to 15 feet to accommodate his proposed house. Mayor Basile will speak with the Village Attorney on this matter and get back to Mr. Federici. • Frank Perkins gave a brief report that the community center is used quite a bit by the seniors. The bus trips are very enjoyable and everyone thanks the Village for their contribution. MINUTES: • The September 7th and 18th meeting minutes were approved on a motion by Trustee Dunaway and seconded by Trustee Hanford. All aye, motion carried. ABSTRACT #5 VOUCHERS: The following vouchers and budget modifications were approved on a motion by Trustee Dunaway and seconded by Trustee Hanford. All aye, motion carried. • General Fund: $52,899.01 • Water Fund: $4,281.20 • Trust & Agency: $2,805.10 • September Payroll: $56,094.70 Budget Modifications: Transfer $41.14 from general fund contingent to unemployment insurance Transfer $99.50 from water contingent to workers’ comp insurance Transfer $13.72 from water contingent to unemployment insurance Transfer $11.07 from water contingent to NYS Disability insurance ---PAGE BREAK--- 2 COMMITTEE REPORTS: • The attached September DPW report was submitted by Roger Granatiero and accepted on a motion by Trustee Dunaway and seconded by Trustee Hanford • The attached Treasurer’s report was submitted by Terri DiGregorio for period ending 09/30/2017. General fund balance $612,122.18 which includes WBB $4,239.11, Water fund $113,776.49, Trust & Agency $871.91, and CDBG $1.00. The report was accepted on a motion by Trustee Hanford and seconded by Trustee Dunaway. All aye, motion carried. • The attached September Ambulance report was submitted by Stan and accepted on a motion by Trustee Dunaway and seconded by Trustee Hanford. All aye, motion carried. • The August Code Enforcement report was submitted by Stan and accepted on a motion by Deputy Mayor Krehling and seconded by Trustee Dunaway. All aye, motion carried. UNFINISHED BUSINESS: • The electric charging station has been installed near the pavilion. There are two sides to charge cars and one side is presently out of order. The vendor has been contacted and will send a new head if the electrician deems it defective. NYSERDA has received the submission by the Village of Fair Haven for the High Impact Action Item of Clean Fleets. This is the 4th item that needed to be submitted to qualify for a NYSERDA grant to obtain LED street lighting. A letter will be sent to RG&E regarding number of streetlights in the village. • Mayor Basile is working on an employee evaluation form to be compliant with section 405 in the employee handbook. • Policies will be established regarding use of village credit cards, vehicle use and mileage, etc. • Attorney Norm Chirco attended the October 5th agenda meeting. He has revised Chapter 139 Vehicles and Traffic of the Village Code and is working on revisions to Chapter 113-13 Sewers. He will contact Cayuga County Planning for assistance in revising the zoning. NEW BUSINESS: • Mayor Basile briefed the Board on the status of the water levels on Lake Ontario. He had just come from a meeting with New York State officials. The International Joint Commission will make no changes and continue with the plan regarding the level of Lake Ontario. • The Board signed the voucher to pay for membership to the Fair Haven area Chamber of Commerce. • There is a proposed 30% increase in the 2018 Worker’s Compensation rates for volunteer fire departments. The Village of Fair Haven pays the Volunteer Firefighter Benefits Workers Compensation policy for the Fair Haven Fire Department • A letter was received from the home owner of water account A0030 regarding high water usage. The Board decided to wait to make a decision on reducing the bill as there was confusion regarding the reading of the meter. This matter will be researched and tabled until the next board meeting. FINAL COMMENTS: Jay Sawyer informed the Board of Trustees that the power mole, purchased by the Village some time ago for pushing water lines under roads, works very well. It was recently used to push conduit for electrical lines and was very successful. Mr. Sawyer did point out that the set up for these jobs is quite time consuming. EXECUTIVE SESSION: • On a motion by Trustee Dunaway and a second by Deputy Mayor Krehling the Board entered into executive session at 8:38 p.m. to discuss the employment history of a particular person. All aye, motion carried. • On a motion by Deputy Mayor Krehling and seconded by Trustee Hanford the Board exited executive session at 9:09 p.m. All aye, motion carried. • No decisions were made during executive session.
