1 Village of Fair Haven Board of Trustees Meeting May 9, 2016 The meeting was called to order followed by the Pledge of Allegiance. Board members present Mayor James Basile, Deputy Mayor Walter Krehling, Trustee Holley Webster-Goolden, Trustee Judith Dunaway and Trustee Pete Hanford. Also present Village Clerk-Treasurer Terri DiGregorio, Deputy Clerk Johanne Van Der Linden, DPW Superintendent Roger Granatiero, Ambulance Supervisor- Zoning Officer Stanley was excused due to an ambulance call, Village Historian Susie Parsons, Cayuga County Director of Community Health Services Andrea Simmons, Frank Perkins, Bill McVea, Kat Lange, Don Chamberlain, Ed Robinson, Marty Child, Louis Speciale, Nanda Speciale, Vivian Sciarabba, David and Bonnie Bridson. Andrea Simmons Director of Community Health Services for Cayuga County gave a presentation on the Zika Virus. Information about the Zika Virus was handed out and the information phone number for the NYS Health Department given [PHONE REDACTED]. COMMUNICATIONS: The 2015-2016 fiscal end of year meeting will be held at 10:00 a.m. on May 26th. The purpose of this meeting is to sign vouchers for payment of final bills. Cayuga County Association of Villages May meeting hosted by Aurora will be held at the Aurora Inn on May 31st. The Highland Search & Rescue Team are featured speakers. RSVP by 5/25. The June CCAV meeting will be hosted by Fair Haven at 6:30 p.m. on June 21st at Fair Haven Beach State Parks Sabin Hall catered by the Corner Stone. Andrea Simmons Director of Community Health Services for Cayuga County will speak on the Zika Virus. In receipt of $79,604.23 quarterly sales tax from Cayuga County (up by $234.72 for the year). Town of Sterling will hold a hearing May 23rd at 7:05 p.m. on Local Law #1 of 2016 Protection of Ground Water Resources. New York Main Street Technical Assistance Grant kick off meeting will be held at 7:00 p.m. May 10th at the Fair Haven Village hall meeting room and is open to the public. The 4/21/16 Planning Board minutes were accepted on a motion by Trustee Webster-Goolden and seconded by Deputy Mayor Krehling. All aye, motion carried. In receipt of a NYCOM communication on the 2016-2017 adopted state budget impacting funding for cities and villages. In receipt of 3/31/16 Open Claim Quarterly Loss Run Report from Wright Risk Management. Cayuga County Health Department will no longer be issuing sanitary inspection letters due to village wide connection to the public sewer by 2017. Zoning Officer is in the process of sending violation letters to the property owners that should have connected last fall. American Legion/Community Center is looking for volunteers to mow this summer. In receipt of announcement of $50,111.11 in funds available to the Village for street improvements by the Consolidated Local Street and Highway Improvement Program (CHIPS) for the 2016-2017 NYS fiscal year. The Village will request 2 students to work at the village this summer under the Cayuga County Summer Youth Program. In receipt of letter from Alberta Kanya regarding paper leaf bags. The Board decided everyone must comply by using paper bags to dispose of unwanted leaves with no exceptions after June 1st. In receipt of a letter from the Town of Sterling informing the Village that a ZBA hearing will be held on May 16th for a Town resident that wishes to construct two 8’x12’ platforms. Clerk- Treasurer DiGregorio will call the ZBA clerk to inquire who is requesting the variance. PUBLIC FORUM: Bonnie Bridson asked why the picnic tables were removed from the West Barrier Bar. DPW Superintendent Granatiero responded they were brought to the garage for repairs and six additional picnic tables were built. They will all be brought over to the WBB Park before Memorial Day. Don Chamberlain requested the corner of Lake St. and Wildwood be mowed. Ed Robinson thanked the DPW for the brush and leaf pick up and asked when something would be done with the vacant property next to his once known as “Mayview”. It is in a constant state of disrepair with tall grass, small trees and piles of stone. Deputy Mayor Krehling informed Mr. Robinson the owner stated they would take care of the mowing but failed to do so. When the grass reaches 10” tall the Village will send a violation letter to the owner. Clerk-Treasurer DiGregorio stated she had received a phone call that the property was going up for sale but no further information at this time. ---PAGE BREAK--- 2 Nanda Speciale spoke about the black knot disease on the small fruit trees along Main Street the NYSDOT planted a few years back. She had been in touch with Tree & Landscape who stated there wasn’t much that could be done other than removing the branches. DPW Superintendent Granatiero agreed as he had spoken to pesticide applicators who will not treat trees in public areas. Possibly new trees could be purchase through Rainbow Moon who will be having a tree auction soon. Frank Perkins thanked the Board of Trustees for allocating funds in the budget for the upcoming Sterling Silver Swingers bus trips as it helps defer the cost to the seniors. He submitted a copy of the trips planned for this year to the Board. Vivian Sciarabba is concerned about the sound system for the Memorial Day service. The microphone works properly when the speaker holds it close to their mouth. This information will be passed on to this year’s speaker. She suggested buntings be placed on the bandstand for the summer. The Board was very receptive to this and measurements will be taken to order buntings. MINUTES: On a motion by Trustee Webster-Goolden and a second by Trustee Dunaway the April 11th meeting minutes were accepted. All aye, motion carried. ABSTRACT #12 VOUCHERS: The following vouchers and payroll from abstract #12 were approved for payment on a motion by Deputy Mayor Krehling and seconded by Trustee Hanford. All aye, motion carried. General Fund: $24,518.53 Water Fund: $4,502.69 Trust & Agency: $5,315.74: 2013 CDBG: $40,970.64 2001 CDBG: $750.00 April Payroll: $37,938.73 General Fund Budget Modifications: The following general fund budget modifications were approved on a motion by Deputy Mayor Krehling and seconded by Trustee Webster-Goolden. Transfer $33.58 from contingent & $3,296.82 from transmission & distribution contractual to water administration personal services Transfer $412.87 from contingent to unemployment insurance Transfer $500.26 from contingent to hospital & medical insurance COMMITTEE REPORTS: April DPW report submitted by Roger Granatiero: Checked Pump house daily; Took water samples to Lab in Auburn; Read Water Meters; Finished distributing door knob tags for placing leaves in paper bags starting this year; Finished Street Sweeping roads; Picked up leaves & chipped brush; Put the plows away for the winter; Seasonal Water Turn-ons; Final Water Reads; Looked into Meter Leak at Giuseppe’s; York raked & rolled out plow damage in various areas in the village, topsoil and seeded; Stored the Snow blower and Street Sweeper away for the season; Empire Tree came and finished cutting and trimming the trees that were on the list for this year; Started mowing and weed eating for the season; Sprayed weed control throughout the village; Fixed fencing in Standbrook park; Hauled away shrubs, debris and garbage on West Barrier bar. The boiler that services the village hall didn’t pass inspection by the Hartford Steam Boiler Company contracted by NYMIR. Roger notified the company that installed the boiler and they will remedy the situation and install the part needed. Roger reminded the Board he will be away attending training for 4 days next week. He will be sure the DPW employees have a schedule of tasks to be completed while he is away. The owners of Grant’s Vacation Park must be notified to remind their tenants the village only picks up brush and leaves. The report was accepted on a motion by Deputy Mayor Krehling and seconded by Trustee Webster- Goolden. General fund balance $303,529.71, Water fund $68,478.29, 2001 CDBG $1,013.65, Trust & Agency $783.82, $3,888.07, 2013 Victory St. CDBG $1.00. The report was accepted on a motion by Trustee Hanford and seconded by Trustee Webster-Goolden. All aye, motion carried. April Ambulance report submitted by Stan The ambulance service answered 32 calls: 3 BLS, 17 ALS, 7 no transport, 5 cancelled calls. Total calls to date 134. Of these 32 calls 11 in the Village, 7 in the Town of Sterling, 3 in the Town of Martville, 10 mutual aid to Lakeshore Ambulance, 2 mutual aid to CIMVAC. Vehicles responding to calls: 20 Ambulance 1 Ambulance 12 Medic Car, 5 both the medic car and ambulance together. The response time was 3.12 minutes. The report was accepted on a motion by Deputy Mayor Krehling and seconded by Trustee Webster-Goolden. All aye, motion carried. April Code Enforcement report submitted by Stan 4 building permits issued; 7 violation letters sent for an illegal sign, non compliant sewer, rubbish; 3 fire inspections conducted; 2 appearance tickets issued; 2 violations corrected; 4 village wide inspections performed The report was accepted on a motion by Trustee Webster-Goolden and seconded by Trustee Hanford. All aye, motion carried. UNFINISHED BUSINESS: The Board of Trustees resolved to begin billing the Fair Haven Beach State Park for water usage beginning with the August billing at a quarterly base rate of $42.40 and $4.60 per 1000 gallons. This new rate was calculated by using the new June 1st rates for village residents and non-village residents as the park is located in both the Town and Village. On a motion by Deputy Mayor Krehling and seconded by Trustee Webster Goolden, Mayor Basile was authorized to sign a letter notifying Fred Bonn of the Office of Parks, Recreation & Historical Preservation of these new rates. All aye, motion carried. Signage for 2 village boat ramps and ground cover for the Cottage St. boat ramp will be obtained. ZBA and Planning Board appointments: On a motion Trustee Dunaway and seconded by Trustee Webster-Goolden Christopher Drogi and Susan Stanistreet were reappointed to the Zoning Board of Appeals. All aye, motion carried. Mayor Basile appointed Christopher Drogi as ZBA Chairman. On a motion by Deputy Mayor Krehling and seconded by Trustee Webster-Goolden, Paul Fallon was appointed to the Zoning Board of Appeals. All aye, motion carried. Mark Cooper and Vivian Sciarabba were appointed to the Planning Board on a motion by Trustee Dunaway and seconded by Trustee Webster-Goolden. All aye, motion carried. Central Park clock inspection was performed on April 15th under a 3 year contract costing the Village $1,425.00. The Commemorative Park Foundation was billed $712.50, half the cost, as they were responsible for the donations to purchase the clock. Water rates break down: Activity worksheets for the DPW have been created to help determine how much time is spent on tasks related to water and other departments. This will assist in planning the 2017-2018 Village budget. The Board of Trustees will review the proposed Road Preservation law regarding village streets and discuss possible changes at the June meeting to prepare for a public hearing on the law. NEW BUSINESS: A parking concern on North Hadcock Drive was brought to the attention of the Board. The DPW has asked local law enforcement to issue parking tickets in the past as there is a “No Parking this Side of Street” sign in place. Mayor Basile will research this. Water account A0900 in the amount of $671.55 was levied to the village tax bill. In receipt of a request for a permanent water disconnect for account C2120 by Richard & Ilona Palmiere as they had a camp torn down. On a motion Deputy Mayor Krehling and seconded by Trustee Webster-Goolden the request was approved pending the meter is turned in to the Village. All aye, motion carried. A communication regarding the Lake Ontario National Marine Sanctuary Nomination has been received. A letter of support was signed by the entire Board of Trustees and will be mailed. A water system energy assessment was performed in November of 2015 by the New York Rural Water Association. The Board of Trustees will review the report regarding enhancements to the water system and pump house and research grants. Three quotes will be obtained to request a survey of the property where the pump house is located.
