VILLAGE BOARD MEETING FEBRUARY 12, 2018 · PLEDGE OF ALLEGIANCE Mayor Gary Mulvaney called the meeting to order at 7:04 p.m. followed by the Pledge of Allegiance. Trustees Gary Fickeisen, Chris Fulton, Nancy McGuerty, and Anthony Peppe were in attendance. Village Clerk Anne Riddell, Treasurer Susan Wade, Code Enforcement Officer Patrick Doyle, Officer in Charge Robert Brown, and Village Attorney Charles Marangola were also present. Gary Debele and Christopher Cottle entered at 7:34 p.m. · PUBLIC TO BE HEARD Mayor Gary Mulvaney asked if there was anyone present that wanted to speak that was not on the agenda. No one spoke. · MINUTES A motion was made by Trustee Fulton, seconded by Trustee Peppe and carried with a 3-0 vote to approve the minutes for the January 22, 2018 Village Board Meeting. (Trustee McGuerty abstained due to her absence at the January 22, 2018 Village Board Meeting.) · BILLS A motion was made by Trustee McGuerty, seconded by Trustee Peppe and carried with a 4-0 vote to approve the following bills. (Trustee McGuerty abstained from Bill #312.) · TRANSFER A motion was made by Trustee Fickeisen, seconded by Trustee Fulton and carried with a 4-0 vote to approve the following transfer. From: A1990.4 Contingent To: A3620.4 Code Enforcement $ 500.00 · DEPARTMENT REPORTS A motion was made by Trustee Peppe, seconded by Trustee McGuerty and carried with a 4-0 vote to approve the Treasurer’s Report for the month of January. A motion was made by Trustee Fickeisen, seconded by Trustee McGuerty and carried with a 4-0 vote to approve the Public Works Report for the month of January. A motion was made by Trustee Peppe, seconded by Trustee McGuerty and carried with a 4-0 vote to approve the Water Meter Replacement Report for the month of January. A motion was made by Trustee Fulton, seconded by Trustee McGuerty and carried with a 4-0 vote to approve the Sewer Treatment Plant Report for the month of January. A motion was made by Trustee Peppe, seconded by Trustee Fickeisen and carried with a 4-0 vote to approve the Vehicle Log Sheet Report for the month of January. A motion was made by Trustee Peppe, seconded by Trustee Fickeisen and carried with a 4-0 vote to approve the Police Report for the month of January. A motion was made by Trustee Peppe, seconded by Trustee Fickeisen and carried with a 4-0 vote to approve the written and verbal Code Enforcement Report for the month of January. Each of the Trustees had also received a ---PAGE BREAK--- revised draft of the Village of Moravia Building Permit Application prepared by Village Code Enforcement Officer Patrick Doyle. Mayor Mulvaney requested the Trustees review the draft prior to the next regularly scheduled Board meeting. A motion was made by Trustee Peppe, seconded by Trustee McGuerty and carried with a 4-0 vote to approve the Justice Report for the month of January. A motion was made by Trustee Fulton, seconded by Trustee Fickeisen and carried with a 4-0 vote to approve the Justice Building Inspection Report for the month of January. It was noted that there was no Dog Control Report for the month of January. · GLENSIDE WATER/SEWER DISTRICT AGREEMENTS Mayor Mulvaney reported that there was no news on the Glenside Water/Sewer District Agreements. · NEW METER REPLACEMENT Mayor Mulvaney noted that the Board received the report (see above). · VILLAGE ORDINANCES Mayor Mulvaney stated that the Zoning Board had not had a meeting in order to give their input. This item was tabled until the next regularly scheduled Board meeting. · SEWER BREAKS & FLOODING Each of the Trustees received copies of letters from Senator Seward requesting Congressmen and Senators to continue to pursue reviewing FEMA funding for Moravia and Sempronius from this past year’s floods. · GOODNOUGH PROPERTY (SKINNER HILL ROAD) Village Attorney Charles Marangola presented another survey map to the Trustees pertaining to the Goodnough property. He also discussed the two releases that Attorney Karpinski was requesting. Attorney Marangola agreed that it would be in the Village’s best interest to not release the drainage ditch as requested and to have a 15’ right of way on either side of an old water line that is on the Goodnough property. Attorney Marangola stated he would keep the Board updated on this item. This item was tabled until the next regularly scheduled Board meeting. · RIGHT OF WAY (20 EAST CAYUGA STREET) Village Attorney Charles Marangola stated he had not received any more correspondence from the Camardo Law Firm pertaining to the Board’s denial to release the Village’s Right of Way at 20 East Cayuga Street. A motion was made by Trustee McGuerty, seconded by Trustee Fulton and carried with a 4-0 vote to place this on the Quarterly Open Agenda Items. · VILLAGE’S WATER/SEWER SYNOPSIS 2017 This item was tabled until the next regularly scheduled Board meeting so that Mike Perkins of the Department of Public Works can discuss the 52% water loss. · VILLAGE ACTING JUSTICE POSITION ---PAGE BREAK--- This item was tabled until the next regularly scheduled Board meeting so that Mayor Mulvaney can discuss the Village Acting Justice position with Town Judge Sheila Schillawski. · JUSTICE CENTER USE Mayor Mulvaney reported that the Village had been approached by the Town of Moravia requesting to share space in the Village Justice Center for the Town Court. He stated that items would be moved from the current Town Court on Main Street to a room in the Village Justice Center the week of February 19, 2018. The Board agreed that there would be a signed contract between the Town of Moravia and the Village of Moravia. Mayor Mulvaney stated he would keep the Board updated. This item was tabled until the next regularly scheduled Board meeting. · EMPLOYMENT APPLICATION (LABORER/EQUIPMENT OPERATOR - HOWELL) An employment application from Jacob Howell for Laborer/Equipment Operator was on the table for Board review. A motion was made by Trustee McGuerty, seconded by Trustee Fulton and carried with a 4-0 vote to accept and place on file the employment application from Jacob Howell for Laborer/Equipment Operator. · 2018/2019 VILLAGE TAX ROLL A motion was made by Trustee McGuerty, seconded by Trustee Fulton and carried with a 4-0 vote to adopt the Village Tax Roll for 2018/2019 with a total taxable assessment of $ 51,714,398 as presented. · SEWER REDUCTION REQUEST (BAPTIST PARSAONAGE) Each of the Trustees received a copy of a letter from Daniel Hull pertaining to the water/sewer account for 3 Park Street (Baptist Parsonage). The letter stated that there was a problem with the water softener system, which had since been repaired and requested a reduction on the sewer bill. A motion was made by Trustee McGuerty, seconded by Trustee Peppe and carried with a 4-0 vote to credit the sewer bill #50530 for 3 Park Street in the amount of $50.63 per the Village policy. · VILLAGE’S UTILITY AUDIT Each of the Trustees received a copy of an email from Computel Consultants updating the Village on the Gross Receipt Tax (GRT) audit that they are performing for the Village. (Treasurer Susan Wade stated that this item was for informational purposes.) · PERMISSION FOR WINTER WORKSHOP PHOENIX) A motion was made by Trustee Peppe, seconded by Trustee McGuerty and carried with a 4-0 vote to authorize Kean and Dick Phoenix to attend W2Operator Training Group Winter Work Shop in Cortland on February 23, 2018. · INFORMATIONAL ITEMS Each of the Trustees received a copy of the following: ---PAGE BREAK--- - Cayuga County Association of Village’s Agenda (02/27/18) and save the date (03/26/18). (Trustee Peppe also gave a review of the last CCAV meeting pertaining to zombie properties.) - Senator Seward Highlights from his recent visit on January 23, 2018. - Email to Village (re: Cayuga County Master Plan meeting for 03/22/18). On the table for Board review was: - Vehicle Log Sheets for the month of January. - FEMA Levee Report. A motion was made by Trustee McGuerty, seconded by Trustee Peppe and carried with a 4-0 vote to enter Executive Session at 7:49 p.m. to discuss personnel. (Code Enforcement Officer Patrick Doyle, Village Attorney Charles Marangola, Gary Debele, and Christopher Cottle were in attendance.)
