Scipio Town Board Meeting This public meeting was called to order at 7:00 PM on Wednesday May 10, 2017 by Supervisor Mutchler with the following people present. Supervisor: Gary Mutchler Town Clerk: Tom Olenych Town Board Members: Howard Nelson Highway: Mark Chamberlain Leslie Baxter Code Enforcement: Mick Piechuta Mark Ferrari Gary Whitten Guests: Meryl Mendillo, Duane Allen, Bruce Besner & Don Barber. Motion to approve agenda for May 10, 2017 town board meeting. (Whitten / Baxter) All in favor. Issues to come before the board from town residents and guests. Duane Allen attended the town board meeting to get approval to direct the rain fall, off what will be a new cow barn, into existing ditches through a 12” tile. Due to the size of the new barn, approximately 3 acres in area, and in light of recent heavy downpours it was estimated that as much as 90,000 gallons of water would result from a 1” rainstorm. After some discussion it was decided more information would be needed and Leslie Baxter would contact the appropriate county agencies to explain the situation and get their recommendations as to how to advise Allen’s Farm to proceed. Supervisor Mutchler introduced Don Barber, executive director of the Greater Tompkins County Municipal Health Insurance Consortium, who handed out a slideshow packet describing what his organization does and how it benefits the town as compared to other insurance carriers. Motion to approve the minutes of the April 12, 2017 town board meeting. (Mutchler / Whitten) All in favor. Town Board Members reports: Leslie Baxter reported the rules and regulations the WRR steering committee is working on were last updated in 1984. A series of public forums from watershed citizens and communities will be held to get feedback on the issues facing the Owasco Lake watershed. Leslie also said the WRR steering is also looking to add a non-dairy farmer committee member from the west side of the lake. She also said the final version of the new rules and regulations would be written by the Cayuga County Health Dept. and the Cayuga County Planning Board with completion expected to take between 6 and 12 months. Mark Ferrari told the board that as far as he knew the phone billing problems with Verizon had been straightened out and there should be no further problems. Howard Nelson reported that 77 residents signed in for Spring Clean Up Day. ---PAGE BREAK--- Howard also told the board that 8 residents took advantage of the new Wednesday transfer station hours. The only glitch was WeCare did not replace the recyclables container, from Saturday, in time for the new Wednesday hours. Howard will contact WeCare to see that this does not happen in the future. Howard also told the board that Chris Carrick of Solarize New York could not attend the meeting as scheduled because he was in Canada and that he will try to attend the June 14th. meeting. Prior to the June meeting Howard will forward to the board members the power point presentation Chris will give the board. The question of whether the town offices roof was sturdy enough to support solar panels was brought up and Howard told the board that Chris Carrick thinks it is. The new pickup truck for the town highway department is in at a cost of $38,335.70 much of which will be offset by a guarantee of $32,000.00 minimum for the old pickup truck given Mark Chamberlain by Teithworth Auction House. Town Supervisor’s report: Regarding the separation of the Scipio Fire Department from the Scipio-Venice-Ledyard fire district the audit needed to go forward would begin on May 22, 2017. Supervisor Mutchler went over the latest financial report and noted that due to the town’s last revaluation the town received an additional $4,500.00 in property taxes. Motion to approve the following transfer of funds. Transfer from: A1990.4 Contingent $2.00 To: A9040.81 Workers Comp Fire Dept. (Mutchler / Baxter) All in favor. Town Officers reports: There was no report from the town assessor. Dodie Rowlands the town historian submitted a written report that thanked the board for appointing her town historian and also got the board caught up on what she has been doing in that capacity. Tom Olenych reported the new community bulletin board was in and Mark Chamberlain will have someone from the highway department put it up next to the existing bulletin board. Mark Chamberlain told the board he would be attending OSHA training on 5/11/17. The town crews have been busy ditching as well as doing surface grinding in preparation for paving which is scheduled to begin the week of 5/15/17. Mark also told the board that the #2 truck needed a new radiator and the cost of that would be $700.00. Mick Piechuta submitted a written report detailing permits issued, inspection visits and any other information pertinent to his responsibilities.
