Village of Fair Haven Planning Board Special Permit Hearing March 26, 2015 The hearing began at 7:00 p.m. Planning Board members present: Heidi Smalling, Darrell Uetz, Paul Fallon, James Basile and Larry Cosser. Also present Clerk Terri DiGregorio, Code Enforcement Officer Stan Walter Krehling and Barnes. MINUTES: The December 2, 2014 hearing minutes were approved on a motion by Darrell Uetz and seconded by Jim Basile. All aye, motion carried. COMMUNICATIONS: Jim Basile asked for a confirmation that the Board of Trustees discussed the Grants RV Park site plan from the previous Special Permit Hearing and if the owners have to come back to the Planning Board to fill more RV sites. Clerk DiGregorio stated Carroll Grant need only to provide the Village with a revised site plan map. The site plan has not been turned in as of this date. The Board of Trustees requests the fee schedule for building permits be updated. NEW BUSINESS: The purpose of the hearing was to hear the request by Snowden Properties LLC d/b/a Fair Point Marina for a Special Permit to add 9 more RV sites to the marina side of the property known as Fair Point Marina 14990 West Bay Rd., tax map #5.16-1-1.231. Barnes manager of Fair Point Marina explained the plan to add 9 RV sites to the property over the next few years. These sites will be in the area where docks are presently stored in the winter. Each site will house a tow behind RV’s no longer than 40 feet. The RV site pads are 65 feet long and whatever space is left would be for parking a vehicle. The Cayuga County Health Department is in receipt of the site plans and have approved them. There will be no park models in this area. All sewer lines installed up to this point were above the water table. Additional sewer lines will be installed for the new sites. Darrell Uetz commented he had spoken with the Cayuga County Water & Sewer Authority and they had been in communication with the Cayuga County Health Department regarding the capability of connecting all sites to the public sewer. He was also concerned about storage of the portable docks. It was noted the property is zoned bay front. Suggestions were given to adjust the position of the proposed sites. On a motion by Paul Fallon and seconded by Larry Cosser approval was given to issue a Special Permit for site B8. All aye, motion carried. Heidi Smalling suggested Fair Point Marina submit a Full Environmental Assessment Form for the rest of the project. This form would cover all aspects of the area and notify the proper agencies with the Village of Fair Haven as the lead agency. The Board was in agreement with this NEW BUSINESS: Cayuga County Planning offers classes on April 29th, July 15th and November 18th to satisfy the 4 hour per year training requirement. The next Planning Board meeting is scheduled for June 18th at 7:00 ADJOURNMENT: The meeting was adjourned at 7:43 p.m. on a motion by Heidi Smalling and seconded by Jim Basile.
