VILLAGE BOARD MEETING APRIL 27, 2015 · PLEDGE OF ALLEGIANCE Mayor Gary Mulvaney called the meeting to order at 7:00 p.m. followed by the Pledge of Allegiance. Trustees Nancy McGuerty, Gary Fickeisen, Chris Fulton and Anthony Peppe were in attendance. Village Clerk Anne Riddell and Treasurer Susan Wade were also present. · PUBLIC TO BE HEARD Mayor Gary Mulvaney asked if there was anyone present that wanted to speak that was not on the agenda. No one spoke. · MINUTES A motion was made by Trustee McGuerty, seconded by Trustee Fulton and carried with a 4-0 vote to approve the minutes for the April 13, 2015 Village Board Meeting. · BILLS A motion was made by Trustee Fulton, seconded by Trustee Fickeisen and carried with a 4-0 vote to approve the following bills. · TRANSFER A motion was made by Trustee Fulton, seconded by Trustee McGuerty and carried with a 4-0 vote to approve the following transfer. From: A1990.4-Contingent $120.00 To: A1110.4-Village Justice- Cont. $100.00 A5142.1-Snow Removal-Pers. $ 20.00 · DEPARTMENT REPORT A motion was made by Trustee Peppe, seconded by Trustee Fulton and carried with a 4-0 vote to approve the Police Report for the month of March. · GLENSIDE WATER/SEWER DISTRICT AGREEMENTS Mayor Mulvaney reported that there was no update on the Glenside Water/Sewer District Agreements. · PLANNING BOARD AND ZONING BOARD MEMBERS Each of the Trustees received a copy of two Zoning Board member applications from Village residents, Michael Coolbaugh and Paul Levesque. A motion was made by Trustee Peppe, seconded by Trustee Fickeisen and carried with a 4-0 vote to appoint Michael Coolbaugh and Paul Levesque to the Village of Moravia Zoning Board. It was noted that both the Planning Board and the Zoning Board vacant positions were now filled. · NEW METER REPLACEMENT Mayor Mulvaney stated that there was no update on new water meter replacements. ---PAGE BREAK--- · VILLAGE ORDINANCES After some discussion, the review of the Village Ordinances was tabled until the next regularly scheduled Village of Moravia Board of Trustees meeting so that the Trustees could review Chapter 4, Sections 4, 5, and 8 and also to receive an opinion from Officer In Charge Robert Brown pertaining to the Penalties for Offenses. · GARBAGE, RUBBISH AND RECYCLING REMOVAL CONTRACT Each of the Trustees received a copy of the Village’s contract with WeCare Waste & Recycling for 2015-2016. A motion was made by Trustee Fulton, seconded by Trustee Fickeisen and carried with a 4-0 vote to approve and authorize Mayor Mulvaney to sign the contract for WeCare Waste & Recycling for $47,320.00 from June 1, 2015-May 31, 2016. · COURT CASE (SOVOCOOL – UNREIGSTERED MOTOR VEHICLE) Mayor Mulvaney reported that the Village had withdrawn its complaint in the Sovocool case as the vehicle had been since registered and licensed per confirmation from Code Enforcement Officer Fred Delaney and Village Attorney Charles Marangola. · ADD DELINQUENT WATER/SEWER CHARGES TO TAXES A motion was made by Trustee McGuerty, seconded by Trustee Fulton and carried with a 4-0 vote to approve adding the delinquent water and sewer charges to the 2015 Village Tax Roll in the amount of $15,028.95 for collection. · VILLAGE ELECTION INSPECTORS APPOINTMENT A motion was made by Trustee Fickeisen, seconded by Trustee McGuerty and carried with a 4-0 vote to appoint the following Election Inspectors for the June 16, 2015 Village Election at the rate of $8.75/hour: Linda Arcangeli – Democrat Linda Badman – Republican Marjory Wade – Republican Marjorie Marks – Democrat Mary Donovan – Alternate - Republican Arlene Murphy – Alternate – Democrat · DISCHARGE OF MORTGAGE (MOREY) Each of the Trustees received a copy of a Discharge of Mortgage for Matthew and Kimberly Morey, 46 Congress Street. (It was noted that the CDBG Loan had been paid in full.) A motion was made by Trustee McGuerty, seconded by Trustee Fulton and carried with a 4-0 vote to approve and authorize Mayor Mulvaney to sign the Discharge of Mortgage for Matthew and Kimberly Morey, 46 Congress Street. · SUBORDINATION AGREEMENT (GIBSON) ---PAGE BREAK--- Each of the Trustees received a copy of a Subordination Agreement for Daniel and Tracy Gibson. Mayor Mulvaney explained that the Village of Moravia would still remain in second place and received approval from Village Attorney Charles Marangola. A motion was made by Trustee Peppe, seconded by Trustee Fulton and carried with a 4-0 vote to approve and authorize Mayor Mulvaney to sign the Subordination Agreement for Daniel and Tracy Gibson, 15 East Cayuga Street. · INFORMATIONAL ITEMS The Village Board of Trustees each received a copy of the following: - Letter from Village resident (re: Spring Clean-Up). - Email from OWLA and flyer (re: Grant Approval and Owasco Lake Day). - Letter from Village Board to Leland Rogers (re: thank you). - Village Zoning Board unapproved minutes (4/14/15). - Cayuga County Association of Villages minutes (3/24/15 & 4/21/15). - FOIL Request and a letter of the Village’s denial. - Street Paving – Spring 2015. (After some discussion, a few streets were mentioned to possibly add to the list. Mayor Mulvaney stated that he and Mike Perkins of the DPW would look at them.) · CROSSING GUARD After some discussion, a motion was made by Trustee Fulton, seconded by Trustee Fickeisen and carried with a 4-0 vote to hire Shawn Mitchell as Part-Time School Crossing Guard (was Part-Time Substitute School Crossing Guard) at the rate of $16.46/day effective immediately. (It was noted that the pay for the Part-Time School Crossing Guards would be the same at both locations since both School Crossing Guards were now performing the same job duties.) After reviewing the 2015-2016 salaries for Part-Time School Crossing Guards, a motion was made by Trustee Fulton, seconded by Trustee McGuerty and carried with a 4-0 vote to increase the Part-Time School Crossing Guards salary to $18.00/day effective June 1, 2015. A motion was made by Trustee McGuerty, seconded by Trustee Fulton and carried with a 4-0 vote to adjourn at 8:07 p.m. Anne Riddell – Village Clerk
