VILLAGE BOARD MEETING June 11, 2018 · PLEDGE OF ALLEGIANCE Mayor Gary Mulvaney called the meeting to order at 7:00 p.m. followed by the Pledge of Allegiance. Trustees Gary Fickeisen, Chris Fulton, Nancy McGuerty, and Anthony Peppe were in attendance. Village Clerk Anne Riddell, Treasurer Susan Wade, Officer in Charge Rob Brown (entered 7:02 Patty Reynolds, Carmen Branca (New Visions), David Nelson (Cayuga County Planning Department) were also present. · PUBLIC TO BE HEARD Mayor Gary Mulvaney asked if there was anyone present that wanted to speak that was not on the agenda. Patty Reynolds (Village property owner) stated that she was present to hear about the agenda item pertaining to chickens and livestock. · MINUTES A motion was made by Trustee McGuerty, seconded by Trustee Fulton and carried with a 4-0 vote to approve the minutes for the May 29, 2018 Village Board Meeting. · BILLS A motion was made by Trustee Fulton, seconded by Trustee Fickeisen and carried with a 4-0 vote to approve the following bills #25 (year-end). (Trustee McGuerty abstained from Bills #452 and 457 due to conflict of interest.) A motion was made by Trustee Fickeisen, seconded by Trustee McGuerty and carried with a 4-0 vote to approve the Public Works Report for the month of May. A motion was made by Trustee Fickeisen, seconded by Trustee McGuerty and carried with a 4-0 vote to approve the Water Meter Replacement Report for the month of May. A motion was made by Trustee Peppe, seconded by Trustee Fulton and carried with a 4-0 vote to approve the Fuller Park Inspection Report for the month of May. A motion was made by Trustee Fickeisen, seconded by Trustee McGuerty and carried with a 4-0 vote to approve the Sewer Treatment Plant Report for the month of May. A motion was made by Trustee Peppe, seconded by Trustee Fickeisen and carried with a 4-0 vote to approve the Vehicle Log Sheet Report for the month of May. A motion was made by Trustee McGuerty, seconded by Trustee Fickeisen and carried with a 4-0 vote to approve the Dog Control Report for the month of May. A motion was made by Trustee McGuerty, seconded by Trustee Fulton and carried with a 4-0 vote to approve the Police Report for the month of May. Mayor Mulvaney told Officer in Charge Rob Brown that he would send him a memo pertaining to the upcoming Fair and Parade in July. A motion was made by Trustee Peppe, seconded by Trustee Fulton and carried with a 4-0 vote to approve the Code Enforcement Report for the month of May. A motion was made by Trustee Peppe, seconded by Trustee McGuerty and carried with a 4-0 vote to approve the Justice Report for the month of May. A motion was made by Trustee Fulton, seconded by Trustee Fickeisen and carried with a 4-0 vote to approve the Justice Building Inspection Report for the month of May. · GLENSIDE WATER/SEWER DISTRICT AGREEMENTS Trustee McGuerty reported that the committee that was formed to discuss the Glenside Water/Sewer District Agreements would meet on June 19, 2018 at 2:00 p.m. at the Village Office. This item was tabled until the next regularly scheduled Board meeting. ---PAGE BREAK--- · NEW METER REPLACEMENT Mayor Mulvaney noted that the Board received the report (see above). · VILLAGE ORDINANCES Mayor Mulvaney stated that there was no update from Village Attorney Charles Marangola in the drafting of the law that has been discussed pertaining to Chickens and Livestock. Patty Reynolds addressed the Board and after reading the drafted law, she stated she was concerned about how the animals would be controlled. The Board stated that they would look into it and see about including that in the law. The Board thanked her for her input. This item was tabled until the next regularly scheduled Board meeting. · SEWER BREAKS & FLOODING Mayor Mulvaney reported that the South Main Street sewer line project was almost complete except for the driveways and paving across Adams Street. This item was tabled until the next regularly scheduled Board meeting. · VILLAGE’S WATER/SEWER SYNOPSIS 2017 Mayor Mulvaney reported that there was no news on the Village’s Water/Sewer Synopsis 2017. · DAVIS-ULMER QUOTE (JUSTICE SPRINKLER SYSTEM) Mayor Mulvaney reported to the Board that he had verified that the Justice Center sprinkler system inspection that the Board approved at the last meeting is done every five years by Davis-Ulmer. · DAVID NELSON (CAYUGA COUNTY PLANNING DEPT.) David Nelson (Cayuga County Planning Department) addressed the Board about the recent grant the Village of Moravia received to update the Comprehensive Plan. He reviewed the upcoming process and also about wanting 12-13 members on the Steering Committee that would meet once a month for approximately 16 meetings. He currently has 4 Village residents that that have volunteered and was looking for more. After some discussion, the Board thanked him for coming. (Mr. Nelson exited at 7:50 p.m.) · CARMEN BRANCA (NEW VISIONS) Carmen Branca, President-CEO of New Visions Communications, addressed the Board. Mr. Branca stated that his company received a grant to install fiber network in and around the Moravia area. After some discussion, the Board thanked him for coming and stated that they looked forward to working with New Visions. (Mr. Branca exited at 8:41 p.m.) · ANNUAL CONTRACTS – SENIOR CITIZENS, YOUTH RECREATION A motion was made by Trustee McGuerty, seconded by Trustee Fulton and carried with a 4-0 vote to approve the following annual contracts: Moravia Senior Citizens $1,500.00 Town of Moravia (Youth Recreation) $8,500.00 ---PAGE BREAK--- A motion was made by Trustee Fulton, seconded by Trustee McGuerty and carried with a 4-0 vote to approve adding Moravia Senior Citizens ($1,500.00) and Town of Moravia ($8,500.00) to Bills · PROPOSED VILLAGE OF MORAVIA FEES SCHEDULE Each of the Trustees received a copy of the proposed Village of Moravia Fees Schedule. A motion was made by Trustee Peppe, seconded by Trustee Fickeisen and carried with a 4-0 vote to approve the Village of Moravia Fees Schedule dated June 11, 2018. (It was noted that there was no increase in the fees.) · SETTLEMENT AGREEMENT (VERIZON) Each of the Trustees received a copy of a Settlement Agreement between the Village of Moravia and Verizon. A motion was made by Trustee McGuerty, seconded by Trustee Fulton and carried with a 4-0 vote to authorize Mayor Mulvaney to sign the Settlement Agreement with Verizon. (It was noted that this was for an additional $1,000.00 that was found to be owed the Village in Verizon’s gross receipts.) · UNDERWATER SOLUTIONS PROPOSAL (SKINNER HILL WATER TANK) Each of the Trustees received a copy of the Underwater Solutions Proposal. A motion was made by Trustee McGuerty, seconded by Trustee Fulton and carried with a 4-0 vote to authorize Mayor Mulvaney to sign the proposal with Underwater Solutions to inspect/clean the Skinner Hill water tank for $4,490.00. · ANNUAL SOFTWARE SUPPORT CONTRACTS (WILLIAMSON LAW) Each of the Trustees received copies of the annual agreements for the Tax Collection Software, Municipal Accounting Software, and the Water/Sewer Billing software from Williamson Law Book Company. A motion was made by Trustee McGuerty, seconded by Trustee Fulton and carried with a 4-0 vote to approve the following annual contracts with Williamson Law Book Company: Tax Collection Software ($416.00), Municipal Accounting Software ($1,038.00), and Water/Sewer Billing Software ($968.00). · COPIER MAINTENANCE AGREEMENT Each of the Trustees received a copy of the annual Maintenance Agreement from Copier Products for the Village Office’s copier. A motion was made by Trustee Fulton, seconded by Trustee Fickeisen and carried with a 4-0 vote to approve the maintenance agreement with Copier Products Sales & Service, Inc. at the cost of $840.00 per year. · INFORMATIONAL ITEMS Each of the Trustees received a copy of the following: - Quarterly Open Agenda Items. - Cayuga County Association of Village’s Agenda (06/26/18). - Zoning Board of Appeals Minutes (05/07/18). On the table for Board review was: - Vehicle Log Sheets for the month of May. ---PAGE BREAK--- - Email pertaining to Moravia wells. A motion was made by Trustee Fickeisen seconded by Trustee Peppe and carried with a 4-0 vote to enter Executive Session at 8:53 p.m. to discuss contracts and personnel. (Village Clerk Anne Riddell was invited to stay.) A motion was made by Trustee Fickeisen, seconded by Trustee McGuerty and carried with a 4-0 vote to exit Executive Session at 9:17 p.m. A motion was made by Trustee Fickeisen, seconded by Trustee McGuerty and carried with a 4-0 vote to authorize Mayor Mulvaney to sign the New Position Duties Statement from Cayuga County Civil Service Commission. A motion was made by Trustee Peppe, seconded by Trustee McGuerty and carried with a 4-0 vote to authorize Mayor Mulvaney to sign a letter to the Cayuga County Civil Service Commission requesting a reinstatement of a Part-Time Police Officer.
