VILLAGE BOARD MEETING SEPTEMBER 25, 2017 · PLEDGE OF ALLEGIANCE Mayor Gary Mulvaney called the meeting to order at 7:00 p.m. followed by the Pledge of Allegiance. Trustees Nancy McGuerty, Gary Fickeisen, Chris Fulton, and Anthony Peppe were in attendance. Village Clerk Anne Riddell, Treasurer Susan Wade, Village Attorney Charles Marangola, Joshua and Carol Clark, and Officer in Charge Robert Brown (entered 7:02 p.m.) were also present. · PUBLIC Mayor Gary Mulvaney asked if there was anyone present that wanted to speak that was not on the agenda. No one spoke. (Officer in Charge Robert Brown entered.) · MINUTES A motion was made by Trustee McGuerty, seconded by Trustee Fulton and carried with a 4-0 vote to approve the minutes for the September 11, 2017 Village Board meeting. · BILLS A motion was made by Trustee Peppe, seconded by Trustee McGuerty and carried with a 4-0 vote to approve the following bills. · TRANSFER A motion was made by Trustee Fickeisen, seconded by Trustee Peppe and carried with a 4-0 vote to approve the following transfer: From: G1990.4 Contingent To: G81302. Equipment $ 1,000.00 · PURCHASE ORDER A motion was made by Trustee Peppe, seconded by Trustee Fickeisen and carried with a 4-0 vote to approve the Purchase Order for up to $10,000.00 to Vitale/Robinson for concrete for the North Main Street Project (Sewer). · GLENSIDE WATER/SEWER DISTRICT AGREEMENTS Mayor Mulvaney reported that there was no news on the Glenside Water/Sewer District Agreements. · NEW METER REPLACEMENT Mayor Mulvaney noted that no new water meters were installed. · VILLAGE ORDINANCES Each of the Trustees received a copy of the Village Ordinance, Chapter 2, Section 8, information, and sample laws pertaining to bicycles on sidewalks at the last Village Board meeting. There was discussion amongst the Board and Joshua and Carol Clark pertaining to the safety of children on bicycles. After some deliberation, due to the safety concerns for children riding on the roads, a motion was ---PAGE BREAK--- made by Trustee Fulton, seconded by Trustee Peppe and carried with a 3-1 vote (Trustee Fickeisen voted against) to abolish Chapter 2, Section 8 of the Village Ordinances. · SEWER BREAK AND FLOODING Mayor Mulvaney stated that Sean Cochran (WWTP) is setting up so that the concrete can be poured at the North Main Street sewer line break. He also stated that the line has been repaired and reconnected and it is working. Mayor Mulvaney stated that the MRB Group was sending out Request For Proposals to contractors for the South Main Street sewer line repair and would keep the Board posted. · MEDICAL DROP BOX Village Justice June Shepardson stated that she had not talked to the Undersheriff pertaining to her concerns with the Medical Drop Box located in the front entrance of the Village Justice Center. She reported that there were times that she had found the doors to the building unlocked while no officer was on duty. Officer in Charge Robert Brown stated that he would address this and noted that this was a new routine for the Police Department. Judge Shepardson stated that she believed that the building was sometimes not secured and was concerned. Mayor Mulvaney asked Officer in Charge Robert Brown to be more diligent about checking to be sure that the doors were locked. The Board agreed that the Medical Drop Box would stay as it is and would be covered on court night. He directed Village Clerk Anne Riddell to keep this agenda item under old business so that it can be reviewed on a regular basis. Judge June Shepardson stated that she would report to her “higher ups” on this situation. (Judge June Shepardson exited at 7:32 p.m.) · FULLER PARK Joshua and Carol Clark addressed the Board stating that they were interested in starting a committee for Fuller Park. After some discussion the Board agreed that it would be good to have a committee for Fuller Park, as there had been in the past. The Clarks stated that they would keep the Board updated. The Board thanked them for coming. (Joshua and Carol Clark exited at 7:55 p.m.) · CIVIL SERVICE (ABOLISHING POSITIONS – RESOLUTION) Each of the Trustees received a copy of a list of Civil Service positions within the Village of Moravia that have been vacant for years of which Cayuga County Civil Service suggested the positions be removed. A motion was made by Trustee McGuerty, seconded by Trustee Peppe and carried with a 5-0 vote to approve the following resolution: BE IT RESOLVED, as follows: 1. That the Village Board of the Village of Moravia, Cayuga County, New York, hereby abolishes the positions set forth in Exhibit A attached to this Resolution and made a part of this Resolution, and hereby removes such positions from the Village’s Civil Service Rolls; and 2. That this resolution shall take effect immediately upon its adoption. A motion was made by Trustee Peppe, seconded by Trustee Fickeisen and carried with a 4-0 vote to accept and place on file the employment application from Marcus Crandall. · CORRECTION WARRANTY DEED (OLD FIREHOUSE) Village Attorney Charles Marangola addressed the Board with a Correction Warranty Deed for the old firehouse on Main Street that the Village had sold to Mueller’s in 2010. (He distributed a copy of the Correction Warranty Deed to each of the Board members.) Attorney Marangola reported that there was an error made in the deed description in 2010 that needed to be corrected. A motion was made by Trustee McGuerty, seconded by Trustee Fickeisen and carried with a 4-0 vote to authorize Mayor Mulvaney to sign the Correction Warranty Deed and any other necessary paperwork. · SEWER REPAIR RESERVE FUND (RESOLUTION) A motion was made by Trustee Fulton, seconded by Trustee McGuerty and carried with a 4-0 vote to approve the following resolution: RESOLVED, The Village of Moravia Board of Trustees do hereby appropriate money from the Sewer Repair Reserve Fund in the amount not to exceed $ 40,000 for the purpose of paying for Engineering Services and cost for the North Main Street Sewer Line Repair Project pursuant to section 6-d of the General Municipal Law. · VILLAGE BOARD – HOLIDAYS (10/09/17 & 11/11/17) ---PAGE BREAK--- A motion was made by Trustee McGuerty, seconded by Trustee Fulton and carried with a 4-0 vote to reschedule the Monday, October 9, 2017 Village Board meeting to Tuesday, October 10, 2017 at 7:00 p.m. due to Columbus Day being observed on Monday, October 9, 2017. The Board also agreed to have Veterans Day that is on Saturday, November 11, 2017 to be a “floating holiday” for the Village of Moravia employees. · INFORMATIONAL ITEMS Each of the Trustees received a copy of the following: - NYCOM Fall Training School Synopsis (Sue & Anne). - Copy of letter from Park Street resident to Moravia Central School. - Copy of letter from Mayor to Finch. - Justice Center Inspection Report (09/21/17). - Email from Cayuga County Health Department (Algal Bloom). Village Clerk Anne Riddell reported that the Village had received a check for $2,500.00 for the NYSERDA grant that the Planning Board had applied for to put towards completing an updated Comprehensive Plan with the Cayuga County Economic and Planning Department.
