VILLAGE BOARD MEETING JUNE 8, 2015 · PLEDGE OF ALLEGIANCE Mayor Gary Mulvaney called the meeting to order at 6:59 p.m. followed by the Pledge of Allegiance. Trustees Nancy McGuerty, Gary Fickeisen, Chris Fulton, and Tony Peppe were in attendance. Village Clerk Anne Riddell, Treasurer Susan Wade, Code Enforcement Officer Fred Delaney, and Patrick Oneill were also present. · PUBLIC TO BE HEARD Mayor Gary Mulvaney asked if there was anyone present that wanted to speak that was not on the agenda. No one spoke. · MINUTES A motion was made by Trustee McGuerty, seconded by Trustee Peppe and carried with a 4-0 vote to approve the minutes for the May 26, 2015 Village Board Meeting, as amended. · BILLS A motion was made by Trustee Fickeisen, seconded by Trustee Peppe and carried with a 4-0 vote to approve the following Bills #25 (year-end). (Trustee McGuerty abstained from Bill #448 due to conflict of interest.) A motion was made by Trustee Fickeisen, seconded by Trustee Fulton and carried with a 4-0 vote to approve the following Bills · TRANSFERS A motion was made by Trustee Fulton, seconded by Trustee McGuerty and carried with a 4-0 vote to approve the following transfers listed on Bills #25 (year-end). Sewer $6,000.00 To: G8130.4 Treat. & Dis. $6,000.00 · DEPARTMENT REPORTS A motion was made by Trustee Peppe, seconded by Trustee McGuerty and carried with a 4-0 vote to approve the Treasurers Report for the month of May. A motion was made by Trustee Peppe, seconded by Trustee Fulton and carried with a 4-0 vote to approve the Public Works Report for the month of May. A motion was made by Trustee Peppe, seconded by Trustee Fickeisen and carried with a 4-0 vote to approve the Water Meter Replacement Report for the month of May. A motion was made by Trustee McGuerty, seconded by Trustee Peppe and carried with a 4-0 vote to approve the Fuller Park Inspection Report for the month of May. ---PAGE BREAK--- A motion was made by Trustee McGuerty, seconded by Trustee Fickeisen and carried with a 4-0 vote to approve the Sewer Treatment Plant Report for the month of May. A motion was made by Trustee Peppe, seconded by Trustee Fulton and carried with a 4-0 vote to approve the Vehicle Log Sheet Report for the month of May. A motion was made by Trustee Peppe, seconded by Trustee Fickeisen and carried with a 4-0 vote to approve the Dog Control Report for the month of May. A motion was made by Trustee Peppe, seconded by Trustee McGuerty and carried with a 4-0 vote to approve the Police Report for the month of May. A motion was made by Trustee Peppe, seconded by Trustee Fulton and carried with a 4-0 vote to approve the written and verbal Code Enforcement Report for the month of May. A motion was made by Trustee McGuerty, seconded by Trustee Peppe and carried with a 4-0 vote to approve the Justice Building Inspection Report for the month of May. It was noted that there was no Justice Report for the month of May. · GLENSIDE WATER/SEWER DISTRICT AGREEMENTS Mayor Mulvaney reported that there was no news on the Glenside Water/Sewer District Agreements. · NEW METER REPLACEMENT Mayor Mulvaney stated that the Board received a May report for new meters replaced, as noted above. · VILLAGE ORDINANCES The review of the Village Ordinances was tabled until the next regularly scheduled Village Board meeting due to needing more information from the Moravia Police Officer In Charge Robert Brown. · WATER LEAK DETECTION UPDATE Each of the Trustees received a copy of the Leak Detection Report and Survey that was performed by New York Leak Detection, Inc. (NYLD). Mayor Mulvaney reviewed the report with the Trustees noting the fourteen (14) leaks that were found within the Village with the total loss of 272,500 gallons per day due to the leaks. Mayor Mulvaney reported that the Department of Public Works is addressing each of the leaks by priority and would keep the Board updated. · FOUR TOWN AMUBLANCE 2015-2016 CONTRACT Each of the Trustees received a copy of the Four Town Ambulance 2015-2016 contract. After much discussion, and questions on the contract amount, the Board directed Mayor Mulvaney to send a letter to Four Town ---PAGE BREAK--- Ambulance requesting some answers. This contract was tabled until the Board’s questions have been answered. · ANNUAL CONTRACTS – SENIOR CITIZENS, YOUTH RECREATION A motion was made by Trustee McGuerty, seconded by Trustee Peppe and carried with a 4-0 vote to approve the following annual contracts: Moravia Senior Citizens $1,500.00 Town of Moravia (Youth Recreation) $7,500.00 · 2015-2016 DOG CONTROL & SHELTER AGREEMENT Each of the Trustees received a copy of the 2015-2016 Dog Control Shelter Agreement. A motion was made by Trustee McGuerty, seconded by Trustee Fulton and carried with a 4-0 vote to authorize the Mayor’s signature and approve the 2015-2016 Dog Control & Shelter Agreement with Country Acres Pet Services, LLC. (It was noted that there was no increase.) · VILLAGE ATTORNEY ANNUAL AGREEMENT (LETTER OF ENGAGEMENT) Each of the Trustees received a copy of the 2015/2016 Village Attorney Charles Marangola’s Letter of Engagement in the amount of $6,250.00 per year to be paid quarterly. A motion was made by Trustee McGuerty, seconded by Trustee Fulton and carried with a 4-0 vote to approve and authorize Mayor Mulvaney to sign the Letter of Engagement from Village Attorney Charles Marangola for 2015-2016. · PROPOSED VILLAGE OF MORAVIA FEES SCHEDULE Each of the Trustees received a copy of the proposed Village of Moravia Fees Schedule. A motion was made by Trustee Peppe, seconded by Trustee Fulton and carried with a 4-0 vote to approve the Village of Moravia Fees Schedule dated June 8, 2015. (It was noted that there was no increase in the fees.) · 2015/2016 EMPLOYEE CARRY OVER TIME Each of the Trustees received a copy of the 2015/2016 Village of Moravia Employee Carry Over Time. A motion was made by Trustee McGuerty, seconded by Trustee Fulton and carried with a 4-0 vote to approve the 2014/2015 Employee Carry Over Time. · EMPLOYMENT APPLICATION & RESUME (MORRIS) An application for employment and resume from Avery Morris was on the table for Board review. A motion was made by Trustee Fulton, seconded by Trustee Fickeisen and carried with a 4-0 vote to accept and place on file the employment application and resume from Avery Morris. · LETTER TO VILLAGE BOARD FROM CURTIN & DEJOSEPH (EXPRESS MART) ---PAGE BREAK--- Each of the Trustees received a copy of letter to Mayor Mulvaney from Curtin & DeJoseph (attorneys for Express Mart) that was received on May 26, 2015. The letter requested that they be placed on the Village Board’s Agenda on June 22, 2015. The letter stated that they would like to “…discuss either the creation of a new water and sewer district or the extension of the existing one” to incorporate Spaulding’s property located on South Main Street at the Village limits. A motion was made by Trustee Fulton, seconded by Trustee Fickeisen and carried with a 4-0 vote to accept the letter from Curtin & DeJoseph and place them on the June 22, 2015 Village Board of Trustees Agenda. The Board also directed a letter be sent to Curtin & DeJoseph stating that they will be placed on the agenda. · LETTER TO VILLAGE FROM NORTH MAIN STREET PROPERTY OWNERS (FLOODING) Each of the Trustees received a copy of a letter dated May 18, 2105 from seven North Main Street property owners pertaining to repeated flooding on North Main Street. The letter was also addressed to the Town of Moravia and the County Department of Water Works. Mayor Mulvaney and the Board discussed the flooding issues and what was being done to try and correct the issue. After much discussion, the Board directed a letter be sent from the Village to each of the seven North Main Street property owners. · CITIZENS CAMPAIGN CANVASSING REQUEST Each of the Trustees received a copy of a letter from the Citizens Campaign for the Environment requesting permission to canvass the Village of Moravia. A motion was made by Trustee Fickeisen, seconded by Trustee Fulton and carried with a 4-0 vote to permit the Citizens Campaign for the Environment to canvass Village residents and to handout fact sheets, conduct membership drives, and do fundraising. · WILLIAMSON LAW BOOK ANNUAL CONTRACT (TAX COLLECTION) A motion was made by Trustee McGuerty, seconded by Trustee Peppe and carried with a 4-0 vote to approve the annual software support agreement for the tax program with Williamson Law for $363.00. (It was noted that there was no increase from last year.) · COPIER MAINTENANCE AGREEMENT Each of the Trustees received a copy of the annual Maintenance Agreement from Copier Products for the Village Office’s copier. A motion was made by Trustee Peppe, seconded by Trustee Fickeisen and carried with a 4-0 vote to approve the maintenance agreement with Copier Products Sales & Service, Inc. at the cost of $750.00 per year. (It was noted that this was a $95.00 increase from last year’s agreement.) · INFORMATIONAL ITEMS The Village Board of Trustees each received a copy of the following: - Quarterly Open Agenda Items. - Cayuga County Association of Villages Agenda (06/23/15). - 2015 Annual Inspection Wastewater Treatment Plant (NYSDEC). The Board directed a letter be sent to the Wastewater Treatment Plant employees commending them on the good report.
