Village of Fair Haven Board of Trustees Meeting June 12, 2017 The meeting was called to order following the Pledge of Allegiance at 7:00 p.m. Board Members present, Mayor James Basile, Deputy Mayor Walther Krehling, Trustee Judith Dunaway and Trustee Pete Hanford. Trustee Holley Webster-Goolden was absent. Also, present, Deputy Clerk Johanne Van Der Linden, DPW Superintendent, Roger Granatiero and 5 guests. COMMUNICATIONS: • Arbor Day Grant – all trees planted and final check of $500.00 for a total amount of $1000.00, received on 6/8/17. It was suggested that the Village reapply for the tree grant next year. • Attorney Norman Chirco is now on board. His fees will be $125.00 an hour and the Board will determine who may have access to him. • Everyone urged to attend the CCAV meeting on June 20th at Sabin Hall to hear CC Legislature Chair Keith Batman talk about Shared Services. • Semi-annual mortgage tax received from Cayuga County in the amount of $ 10,590.69. • In receipt of ZBA minutes from May 2, 2017. • In receipt of Planning Board minutes from May 30, 2017. PUBLIC FORUM: • Susan Parsons asked where the 4th of July fireworks would be launched this year. Trustee Hanford said no decision was made yet. Someone from Rochester would be coming on Tuesday the 13th to look at a few sites, but it most probably be at the south end of the bay. Flares will be out on the bay and Mayor Basile will call the Auburn paper and Syracuse.com to advertise our fireworks once the location has been set. • Nanda Speciale asked about zoning laws regarding camping trailers on private land. There is no specific ruling in the zoning laws regarding camping trailers. Mayor Basile explained that himself and Stanley went all over the zoning laws and could not find anything regarding this matter. Mayor Basile will ask our attorney to update the zoning laws. • Nanda also was asking if the Sheriff would be on the bay on the 4th of July weekend to enforce the speed limit on the Bay. This past weekend was very busy and no one was there to enforce the law. The Sheriff department has had problems with manpower and also the high-water issues as they could not launch their boat, but all issues have been resolved; they will be there for the 4th. Chris Drogi did build a ramp over our dock at the Little Sodus. No invoice was produced, but should the Village be reimbursed, Mr. Drogi will be paid for his work. The Village appreciates his help. MINUTES: The May 4th, May 8th, and May 30th meeting minutes were approved on a motion by Trustee Dunaway and seconded by Deputy Mayor Krehling. All aye, motion carried. ABSTRACT # 1 VOUCHERS: Payment of the following vouchers were approved on a motion by Deputy Mayor Krehling and seconded by Trustee Pete Hanford. All aye, motion carried. • General Fund: $ 69,687.29 • Water Fund: $4,394.10 • Trust & Agency: $377.94 • May Payroll: $ 40,596.28 ABSTRACT # 13 AMENDMENTS: On a motion by Trustee Dunaway and a second by Deputy Mayor Krehling, Abstract #13 Amendments were approved. All aye, motion carried. • General Fund: $7,618.30 was approved, should have been $7,649.10, $ 30.80 more. • Water Fund: $2,295.41 was approved, should have been $1,872.11, $423.30 less. • Trust & Agency: No vouchers were approved, should have been $3,469.64. ---PAGE BREAK--- COMMITTEE REPORTS: The attached May DPW report submitted by Roger Granatiero was accepted on a motion by Deputy Mayor Krehling and a second by Trustee Dunaway. All aye, motion carried. Roger informed the Board that the Pavilion was all ready for the 4th. If there are more problems with the electricity, we will call Scriba Electric to check the whole electrical system. The Water break on June 8th involved 3 houses. Water tests were submitted to the Health Department and results should be received on June 13th. If tests negative for bacteria, the Boil Water rule will be removed. Water line in Central Park will be done for July 4th. Work is a little behind due the flood emergency. In August, the DPW will go forward with water line for Anchor Laundromat and right-of-way changes at 14669 Fancher Ave. Residents still picking up sandbags on the Stafford St. lot. Water tank inspection scheduled for the week of July 10th. Mayor Basile mentioned 3 electrical boxes needed covers at the Central Park Pavilion. Roger asked to remove the backboards in the Pavilion, request accepted. Tree at corner of Main St. and Lake St. needs to be trimmed as view is obstructed. We should think of planting a different type of tree at this location. The Water car is in poor condition, not safe to drive outside the Village. We will not replace it at this time, but Mayor Basile asked that it be put on the budget for next year. Roger also mentioned that it might be the last year for the prisoners to come and help on the 4th of July due to budgetary problems. Trustee Dunaway commented on the new Library sign and the renovations to the public bathrooms; told the DPW they did a great job. The attached May Treasurer’s report submitted by Terri DiGregorio was approved on a motion by Trustee Dunaway and a second by Trustee Hanford. All aye, motion carried. The attached May Ambulance & May Code Enforcement reports submitted by Stanley were approved on a motion by Deputy Mayor Krehling and seconded by Trustee Hanford. All aye, motion carried. UNFINISHED BUSINESS: Mayor Basile commented on the handouts on Shared Services. We are already doing a lot of shared services and we will have an option to opt out of the NYS Plan as many other villages will be doing. Mayor Basile again once urged the Board to look at these handouts and attend the CCAV meeting on the 20th. We should be getting more information from Mr. Batman. The Planning Board met with the Community Planning Group to discuss zoning laws and the Comprehensive Plan. The will meet and refer their question to our attorney when necessary. Sharon McLeod was appointed as an alternate ZBA member on a motion by Trustee Dunaway and a second by Trustee Hanford. All aye, motion carried. Sharon Basile was appointed a full time ZBA member on a motion by Deputy Mayor Krehling and a second by Trustee Hanford. All aye, motion carried. Priority items for Attorney Chirco were discussed. Mayor Basile will contact the attorney to get an estimate on a full review of zoning laws. If too expensive, we will first focus on zoning laws for camping trailers. Sewers, Chapter 113 and Chapter 139 Vehicles and Traffic Article IV will follow. NEW BUSINESS: Revisions to employee’s handbook are being done and will be given to employees shortly. One of the revision relates to compensation time. All of the employees will have to agree to compensation time for this to take effect. One of the employee requested that his overtime be converted to comp. On a motion by Trustee Dunaway and a second by Trustee Hanford compensation time in the amount of 15 hours was granted. All aye, motion carried. On a motion by Trustee Dunaway and a second by Deputy Mayor Krehling fees for a Variance were revised: Non-Conforming lots: $150.00 plus advertising costs and Conforming lots: $350.00 plus advertising. All aye, motion carried. The meter was found for Water Account C2160. It is buried and will have to be uncovered and checked for problems; in the meantime, late fees will be waived. Should the meter be in good working order, a payment plan will be offered. The application for a corrected Village tax roll Tax ID: 9.17-1-48 will have to be researched. Mayor Basile will contact the Town Assessor and will proceed accordingly. ---PAGE BREAK--- FINAL COMMENTS: Trustee Dunaway was wondering if we should ask Thoma to write a grant application for the DEC Grant for funding to repair flood damage for municipalities only. The Board decided to set a special meeting on Monday June 19th at 6:30 p.m. to discuss available grant funding through DEC and hiring of Thoma Firm. Mayor Basile to print all the information we could gather on the DEC website. Deputy Mayor Krehling requested that Cayuga St. and Church St. be made one way for the night of the Parade. Vehicles will only be allowed to go north on Cayuga and south on Church streets that evening. The meeting was adjourned at 8:35 p.m. on a motion by Trustee Dunaway and seconded by Trustee Hanford.
