TOWN OF MENTZ REGULAR MEETING MAY 15, 2018 Supervisor Nielens called the meeting to order at 7:00 PM and led the Pledge of Allegiance to the Flag and asked for a moment of silence. Members Present: Supervisor Nielens, Councilman Mark Emerson, Councilwoman Barbara Clancy, Councilman Jeff Mills and Councilman Matt Poyneer. Others Present: Attorney Kevin Cox, Town Clerk Charleen Wood, Deputy Town Clerk/Cemetery Superintendent Lucy Ware, Highway Superintendent David Nielens, Historian Mike Riley and Jeff Emerson. Public Hearing: Motion made by Mark Emerson and seconded by Barbara Clancy to open the following public hearings. Motion carried 5-0. Abolishment of Local Law of 1991 establishing Clerk’s hours Releasing of reserve funds for the NYC Bridge from DA5120.4C - $25,000 Minutes Approval: Minutes of the April 17, 2018 Meeting: Motion made by Jeff Mills and seconded by Mark Emerson to approve/accept the minutes as presented. Motion carried 4-0-1 with Matt Poyneer abstaining. Transfer of Funds: Motion made by Jeff Mills and seconded by Barbara Clancy to transfer $500.00 from A1990.4 to A1220.4. Motion carried 5-0. Audit of Bills: Motion made by Jeff Mills and seconded by Mark Emerson to approve the following audit of bills with Richard Nielens abstaining from A136. Motion carried 5-0 General A $ 7,824.03 VO 112-137 Highway DB $24,004.39 VO 35-38 General B $ 135.00 VO 10 HF $ 175.00 VO 6 TA $ 1,645.82 VO 9-10 DA $22,955.32 VO 16 Supervisor stated that sales tax check for $49,665.65 had been received as well as $22,924.18 to highway from county. Old Business: Swim Lessons – Tabled ---PAGE BREAK--- New Business: Motion made by Barbara Clancy and seconded by Matt Poyneer to put the DROT on Auctions International. Motion carried 5-0. Motion made by Matt Poyneer and seconded by Mark Emerson to approve the co-location application. Motion carried 5-0. Repair of stone wall on Maiden Lane Cemetery -discussion on the method of repair and materials needed. More research is needed so this item is tabled Highway Department Cell – discussion on forwarding highway cell to personal cell of highway superintendent. More information in needed and this item was tabled. Cemetery Stone Repair - Jeff Emerson has been has been repairing old stones that have been broken with glue. This glue is $6.00 per tube to date he has used 2 tubes. He would like permission from the board to continue this project. Motion made by Matt Poyneer and seconded by Barbara Clancy to purchase 2 cases of glue to continue this project. Motion carried 5-0. Refund of plot purchase – Cemetery Superintendent stated that she had a request from Jim Bona for the Town of buy back a plot that was purchased in 1985 in the amount of $175.00. This is in an unusable location. Motion made by Mark Emerson and seconded by Matt Poyneer to purchase the plot back from Jim Bona. Motion carried 5-0. Mosquito Spraying – question asked were mosquitos out and did we need to spray now. Decision was made to monitor situation but spray before graduation. The Supervisor stated that the engineering fees for the Re-Watering of the canal were $500,000, and that a meeting between all municipalities involved will be needed, as the Village of Port Byron was backing out of the project. Reports: Highway Department – David Nielens – Written Report Roads & Bridges – Matt Poyneer – No Report Code Enforcement – Jay Moose – No Report Buildings & Grounds – Mark Emerson – gutters have been installed as well as new LED lights Dog Control – Lucy Ware – Written Report Youth, Parks & Rec. – Jeff Mills – stated that Little League playing; he will meet with fencing company so that fence can be installed behind houses; infield of softball field not level; soccer nets to be put up shortly; asked what is going on with park grant?? – Supervisor will try and find details. Landfill & Recycling – Mark Emerson – all going smooth Cemetery – Lucy Ware – Written Report Town Clerk – Charleen Wood – stated she attended conference April 22-25 and attended DEC, Marriage License, EDR classes and other classes that were offered. ---PAGE BREAK--- Planning Board – Dwight Wethey/Mike Riley – ZBA re-write going on. ZBA Board – Lucy Ware – No Report Historian – Mike Riley – stated Erie Heritage Park Open Village Liaison – Richard Nielens – stated that a meeting of municipalities involved with the re-watering needs to be scheduled Veteran’s Memorial – Joe Felice/Lucy Ware – stated that the committee met on May 10 and discussed the sidewalks, rock to be placed in center, plaques to be put on flag poles and bricks to be ordered. Landscaping to be done by J & J Landscaping. Next meeting scheduled May 31, 2018 at 6 PM. Attorney for Town: Kevin Cox Stated that they are still looking for Mr. Cooper to advise him of potential buyer. Communications/Reminders: Mike Riley stated that the Erie House is looking for a used mower. The Town has a John Deere lawn tractor that is useable and could be sold. We will offer it to the Erie House at a price to be determined. Motion made by Barbara Clancy and seconded by Matt Poyneer to adjourn at 8:50 PM. Motion carried 5-0. Charleen Wood Town Clerk
