Draft #1 Scipio Town Board Meeting This public meeting was called to order at 7:00 PM on Wednesday September 14, 2016 by Supervisor Gary Mutchler with the following people present: Supervisor: Gary Mutchler Town Clerk: Tom Olenych Council Members: Howard Nelson Highway: Mark Chamberlain Leslie Baxter Mark Ferrari Gary Whitten Visitors: Bob Baxter, Bruce Besner, Bradley Pattington and Keith Welch. Motion: to approve supervisor Mutchler’s agenda. (Whitten / Baxter) All in favor. Issues to come before the board from town residents: There were no issues from the town residents present at this point in the meeting. Approval of the minutes of August 10, 2016 (Whitten / Baxter) All in favor. Reports: A) Assessor: Heather Garner submitted a written report which is attached. B) Town Clerk: Tom Olenych asked the board to audit and sign off on the 2016 tax check book. This was delayed a couple of months because of a check that was returned as “insufficient funds” after the final payment to County Treasury had been made. This, the final payment to Treasury, resulted in a negative balance with Chemung Canal Bank penalties being assessed. Tom wanted to wait until he was sure all activity in that account had been concluded before having the town board audit this account. Tom also told the board he will be looking into using a new template for the town minutes as well as the town newsletter because of all the problems he’s been having saving documents in Word. C) Code Enforcement: Mick Piechuta informed the board that SUNY Albany has contracted a builder to erect a weather station on Burns Road in the town of Scipio. As of this meeting some work has begun but the project is not completed. Mick also gave the town board members a written report detailing the permits issued, the inspections / visits made for the previous month as well as his other activities for the month of August. D) Highway Supertendent: Mark Chamberlain was not present but submitted a written report which is attaced. Town Board Members Reports: A) Leslie Baxter informed the board that the Rabbis Clinic will be held on Sat. Oct. 15th. at the town offices using one of the highway equipment bays. Leslie also spoke about the blue / green algae which is appearing at the south end of Owasco. She wanted to make sure everyone was aware of this and its potential hazard to humans and pets. ---PAGE BREAK--- B) Mark Ferrari informed the board of the Sep. 26th. meeting at the Genoa town offices where county legislator Keith Batman will be speaking and updating town officials on the progress of the Clarity Connect / Broadband initiative. To date the tower erected on Center Road has not been powered up. The question of the $180.00 quarterly fee charged by Auburn Document Center for backup and anti-virus was raised and whether or not this was needed and if it was part of Jon Robson’s original proposal to the town. Mark told the board these programs were needed and yes they were part of the original proposal given the town. C) Howard Nelson told the board that Fall Clean Up day would be Sat. Oct. 1st from 10:00 AM until 4:00 PM at the town transfer station and that WeCare would be handling the scrap metal. Howard had e-mailed Chris Carrick regarding solar panels for the town offices but has not heard back from him. Discussion on the separation of the Scipio Fire Department from the Scipio – Venice – Ledyard Fire District. Supervisor Mutchler read a statement, attached, from Bob Baxter outlining the steps that need to be taken to go forward with the separation process. It was decided that a joint meeting between the Venice, Ledyard and Scipio fire chiefs, the town supervisors of Venice, Ledyard and Scipio as well as the five fire commissioners be scheduled to try and work out a mutually acceptable agreement between all parties. Resolution to table the town board vote until after this meeting. (Mutchler / Whitten) All in favor. Supervisor’s Report: A) Supervisor Mutchler is waiting for the final update and financial report from the Insurance Consortium before giving a final report to the town board. B) Gary Mutchler will act as director to the Consortium with Leslie Baxter acting as an alternate to the Consortium. C) Resolution to amend the budget: Transfer from A1990.41 Contingent $180.00 To A1620.46 Software Support. (Mutchler / Whitten) All in favor. D) The town is still waiting for the survey of the Gould Cemetery property before issuing the check to the VanNostrands. E) Mark Vorreuter, chair of the town planning board spoke with Supervisor Mutchler prior to the meeting regarding possible ways to more effectively deal with the problems of larger farm equipment and the harmed caused to town roads by this equipment. Basically what he said was to use the highway superintendents power to close off sections of town roads that might be affected as a result of the freeze / thaw cycle. Other business: there was no other business to be discussed. Vouchers: General 143 – 159 totaling $3,825.11 (Mutchler / Nelson) All in favor.
