Scipio Town Board Meeting Wednesday February 11, 2015 This regular scheduled meeting was called to order at 7:02 pm on Wednesday, February 11, 2015 by Supervisor Janet Reohr with the following people present: Supervisor: Janet Reohr Town Clerk: Debra Kellogg Council Members: Howard Nelson Highway Superintendent: Mark Chamberlain Greg Rury Keith Welch Gary Whitten (absent) Visitors: Rick Nelson from Owasco Watershed Lake Association (OWLA) Supervisor Reohr reviewed the agenda. Issues to come before the board from town residents: Supervisor Reohr introduced Mr. R. Nelson , who asked the Town Board to pass a resolution showing support for OWLA’s request to have an Owasco Lake Watershed Restoration and Management plan be included in the NYS budget as a line item. If passed, this supportive resolution would be passed on to the regions senators, and representatives for consideration in the state budget. All governing bodies in the watershed are being approached in the same fashion. Resolution: that the town of Scipio is fully in support of the proposed OWLA Action Program as described in the resolution attached. (Welch/Rury) All in favor. Review of January 21, 2015 minutes Motion: to approve January 21, 2015 minutes as corrected. (Welch/Reohr) All in favor. Discussion was had about the Highway Employees personnel policy. Supervisor Reohr will retype the policy to reflect discussed minor adjustments. Motion: to approve the Highway Employees personnel policy as amended. (Nelson/Welch) All in favor. Motion: to appoint Mark Ferrari as a new Planning Board member. (Welch/Rury) All in favor. Supervisors Report: ---PAGE BREAK--- • Supervisor Reohr spoke with Time Warner about the cable franchise agreement. It was decided that the town will hold a public hearing on the matter on March11, 2015 and she will ask Chris Mueller to attend. • Supervisor Reohr spoke with Sharon VanOstrand about the Gould Cemetery. Sharon suggested that they provide an easement for the cemetery. Janet contacted the town attorney and he stated that the easement won’t work because the town already owns the cemetery. The Board spent some time looking over the old survey map. • Supervisor Reohr talked to Tom Olenych about the proposed zoning laws. Tom hopes to have them for the March board meeting. • Janet provided some clarification about the sales taxes identified at the last meeting. The county charged the $5193 difference between the total sales taxes due to Scipio to cover computer and handling fees. • Representatives from the Southern Cayuga School District will be at attendance for the March Board meeting to review the 2015-2016 school budget. • Southern Cayuga Instant Aid (SCIA) sent financials. A copy is available for Board Members to review. Highway Superintendent’s Report: • Mark talked to some of the surrounding towns regarding costs charged and work conducted for putting in driveways. . Each town sets its own policies about doing residents driveways. • Mark indicated they are very busy plowing and moving back snowbanks. They have had some equipment damage. The pickup with plow went in the ditch following #5 plow. The recent snowstorms have kept them very busy. • Mark went to a superintendents meeting. There was no more discussion on the mowing of County roads because no one from the county was present at the meeting. They have set up a breakfast meeting for more discussion. Mark stated there are 23 miles of county roads in the town. At an estimated $450 /mile and mowing three times per season that comes to $10,500 per season. He estimates a new tractor and mowers would cost around $80,000. A long discussion about feasibility ensued. Clerk’s Report: • The town clerk is planning on selling her home in April and has contacted the Association of Towns legal counsel. The attorney states that the moment residency is taken outside the town, the elected clerk must step down. The town needs to appoint a resident to step in for the remainder of the term effective May 1, 2015.
