Town of Venice Board Meeting May 17th, 2018 The regular scheduled board meeting was called to order on May 17th, 2018, at 7:00 pm by Town Supervisor, John Grover, (rescheduled from May 10th, 2018). All stood for the Pledge of Allegiance. Roll call found the following present: Supervisor, John Grover; Councilmen, Stefan McGonagle; Brian Sheils; & Rodney Donald; Highway Superintendent, Stephen Fedrizzi & Town Clerk, Kim Franklin Absent: Councilman Stephen Talcott Guest in attendance: none Resolution 18-2018 ~ Approval of Minutes: Motion made by Councilman Donald and seconded by Councilman Sheils to approve the minutes from April 12th, 2018 with a correction to the new September 1, 2018 Unspayed/Unneutered fee, from $10.00 to $12.00 ($10.50 currently charged + $1.50 increase). Voted: All in favor Report(s) of Town Officials: Code Officer’s Reports: from April & May copied to each board member, he’s working on revising the NYS Unified Solar Permit to present to the board & he attended the NYS Planning Federation Annual Education Conference April 22-24, in Lake George. Clerk’s report: shows 10 dog licenses, 1 DECAL, 2 marriage licenses, 1 certified copy & 8 building permits with receipts of $581.38 paid to the supervisor, $10.00 paid to Ag & Markets, $23.62 to DEC & $45.00 to Dept. of Health for a total distribution of $660.00 through April 30th, 2018 and the Town received email verification that Amy Elser & Kenton Patchen attend Board of Assessment Review Training on May 2, 2018. Justice’s report: shows 14 tickets with $2,118.00 collected in fines for April (ck#210 to supervisor) & April audit report was reviewed and approved by board members. Assessor’s: report copied to board members, she’s listed the hours she’ll be sitting in the Venice Office with the tentative roll prior to the Board of Review being held on May 30th. Highway Superintendent: reports his Bridge Fund NY application has been submitted (might hear status in September 2018); working on Myers Road & grinding it in June; paving Mathers Road in late June & shortly after they’ll oil & chip; he presented the board with stainless sander prices (vs. Steel at previous meeting) and one Rexroth Automated Hook Up for a total of $23,193.00 as the Town has 2 that really need replacing (he’d hold off looking to replace ½ ton truck until next year); he presented quotes from a NYSEG Clean Energy Program to replace the garage buildings & exterior lights with LED bulbs which NYSEG indicates we currently pay approximately $2,415.00 year, by doing this our bill should reduce to approximately $725.00 year; cost of replacement is $6,821.00 – $2,192.00 NYSEG subsidy = $4,629.00 Town share & the office building $1,367.00 - $418.00 NYSEG subsidy = $949.00 Town share with approximately a $307.00 annual savings; he ordered fuel on state bid at $2.4383; he made the Board aware that he’ll be on vacation from May 23rd to June 1st; highway employee, David Earl, will be out for 4-8 weeks due to minor surgery; and lastly they discussed the Town mowing roadsides for the County under the new contracted rate of $250.00 per centerline mile which the Board opted not to mow for the County at this time. Resolution 19-2018 ~ Purchase of Two Sanders: Motion made by Councilman McGonagle, seconded by Councilman Donald to replace the two sanders, one with a new Rexroth hook up system and with stainless for $23,193.00. Voted: All in favor Resolved that the town agreed to replace two sanders, one with new hook up system Resolution 20-2018 ~ NYSEG Clean Energy LED Program ---PAGE BREAK--- Motion made by Councilman Sheils, seconded by Councilman Donald to replace the garage buildings & exterior lights with LED bulbs but not the office building at this time. Voted: All in favor Resolved that the Board agreed to replace bulbs in the garage buildings & exterior lights. The Supervisor’s: report was reviewed and approved by board members. The Town made know its sincere sympathy for Justice Quinn’s mother who passed away and a $50.00 donation to SCIA was made in her honor. He received 1st quarter sales tax check for $91,671.17 & the Cayuga County Snow Plowing check for $38,010.00 for 2017 and lastly, he let everyone know that there is a Cayuga County Shared Services Event on 5/18/18 @ 4:00 at BOCES, future dates and time available. Councilman McGonagle & Councilman Donald gave a brief update of the SVL Fire District Public Hearing they attended with Attorney Hughes on May 14th. Sounds like Scipio Fire Department it still set on splitting away; assets over $100,000 would have to have public vote to allow transfer to new Scipio Fire District; the Town of Scipio might have a say as they would be immediately affected if split occurs; down to five commissions to vote on split… Resolution 21-2018 ~ Audit of Claims: Motion made by Councilman Donald, seconded by Councilman McGonagle to accept Audited Abstract General vouchers #126 – 160 in the amount of $19,167.82; Highway vouchers #066 - 078 in the amount of $15,897.21 & Poplar Ridge Light at $31.64. Voted: All in favor Resolved that the bills of the evening were presented, reviewed & approved. Councilman Donald moved to adjourn and meet again on June 14th, 2018, at 7:00 pm at 2479 State Route 34 in Venice Center and seconded by Councilman Sheils.
