TOWN OF NILES PLANNING BOARD Niles Town Hall, New Hope, New York July 20, 2017 MEMBERS PRESENT: Terry Green, Chairwoman Bill Stinson Bob DeWitt Sara Finizio, Secretary ABSENT: D’Allah Laffoon Nate Hatfield OTHERS PRESENT: Charlie Mellor, Marilyn Mellor, Jonathan Jayne The meeting was called to order at 7:30PM. Ms. Green asked everyone to stand for the Pledge of Allegiance. Sara Finizio read the June 2017 minutes. Mr. Stinson made a motion to accept the minutes as read and Mr. DeWitt seconded the motion. All approved. NEW BUSINESS: • Charlie Mellor approached the Planning Board for approval of three separate requests. REQUEST A: Cabin Lot Mr. Mellor is requesting final approval of a minor subdivision of 10.918 acres located at 109 Sunrise Hill, Skaneateles, New York. Tax map # 148.04-1-5.1. The request is to separate the cottage from the main residence. The cottage will contain 0.977 acre and the residence 9.941 acres. The cottage split meets Town requirements of lake frontage in excess of 75 feet and depth in excess of 200 feet. o Forms Received:  Application for Subdivision  Short Environmental Assessment Form (negative declaration)  Survey Map A motion was made by Mr. DeWitt and seconded by Mr. Stinson for approval. All approved. REQUEST B: Wheat Subdivision The Planning Board reviewed this request and found the subdivision would only have 69.19 feet of lake frontage. This request is tabled until David Wheat can attend a future meeting to do a split and merger together with Mr. Mellor to meet the Town of Niles codes. ---PAGE BREAK--- REQUEST C: Mellor Farm Split and Merger Mr. Mellor is requesting final approval of a split and merger. Mr. Mellor requested to split 2.412 acres from tax map #148.04-1-5.1 located at 109 Sunrise Hill, Skaneateles, New York. The same parcel to be merged with tax map # 148-01-20 consisting of 23.20 acres of farm land. Total new acreage will be 25.612 acres at the same location. o Forms Received:  Application for Subdivision  Short Environmental Assessment Form (negative declaration)  Parcel Merger  Survey Map A motion was made by Mr. Stinson and seconded by Mr. DeWitt for approval. All approved. • Jonathan Jayne approached the Planning Board for final approval of a minor subdivision of 2.2 acres of land from a 43.52 acre parcel. Property located at 3643 Old Salt Road, Moravia, New York. Tax map #167.00-1-25.1. The 2.2 acres meets all requirements and includes the residence. o Forms Received:  Application for Subdivision  Short Environmental Assessment Form (negative declaration)  Survey Map A motion was made by Mr. DeWitt and seconded by Mr. Stinson for approval. All approved. OTHER DISCUSSION: • Ms. Green discussed the need for a representative from the Town of Niles to attend the meeting held by the Cayuga County Planning Board. Ms. Green has agreed to attend for the remainder of the year. • Mr. Stinson hosted the Skaneateles Lake Association meeting at his residence on July 9, 2017. Over 250 people attended to discuss ways to preserve the quality of Skaneateles Lake. The next meeting is scheduled for August 17, 2017 at 7:30PM.
