1 Village of Fair Haven Board of Trustees Public Hearing & Meeting June 19, 2018 The Board of Trustees Public Hearing was called to order at 7:00 p.m. followed by the Pledge of Allegiance. Board members present, Mayor James Basile, Deputy Mayor Walter Krehling, Trustee Judith Dunaway, Trustee Chris Drogi and Trustee Hope Wojtowicz. Also present, Village Clerk-Treasurer Terri DiGregorio and 8 guests. Mayor Basile read the resolution to adopt the updated Village of Fair Haven portion of the Sterling & Fair Haven Comprehensive Plan. The hearing was then opened for public comment. • Debra Rose spoke on behalf of the Planning Board. She explained the project of updating the Comprehensive Plan was a large undertaking. They received a lot of assistance from the public by holding many meetings and listening to comments. They thank the Board for funding to hire Amy D’Angelo of Sterling Planning Services as her assistance was of great value. They are now working with Kari Terwilliger from Cayuga County Planning. Debra noted the concept map on page 70 of the original document was not updated due to possible upcoming changes. • The updating of the Comprehensive Plan was submitted to Cayuga County Department of Planning and Economic Development for a GML§239 l, m & n Review which was heard on 6/14/2018. The findings were that the project appears to have no intermunicipal concerns and to be of local concern only. A comment made at the review by a member of the committee was to consider revising text that singles out a specific industry type (i.e. national chains). The Planning Board was advised not to take action on the comment. • Trustee Drogi commented that he would have to abstain from voting on adopting the updated Comprehensive Plan due to the fact he has business property on Main Street and does not want to jeopardize any future plans he has for said property. He believes the rezoning could possibly affect these future plans and must protect his own interests in this matter. • Trustee Wojtowicz appreciates all of the hard work the Planning Board put into this project and is in favor of the updated Comprehensive Plan. • Deputy Mayor Krehling also thanked the Planning Board for all their time and effort with a special thank you to Joe Martin for all the leg work and time. • Trustee Dunaway thanked the Planning Board also commenting on all the time the Planning Board has put into this project. • Mayor Basile also thanked the Planning Board for all the work they did and realizes they are already starting to revise the zoning • The public hearing was closed at 7:24pm. Resolution Updating the Village of Fair Haven Section of the Sterling & Fair Haven Comprehensive Plan WHEREAS the Village of Fair Haven was approached by the Town of Sterling to update the Village section of the Town of Sterling & Village of Fair Haven Comprehensive Plan; and WHEREAS the Village of Fair Haven Board of Trustees directed the Fair Haven Planning Board to take on the task of updating the Comprehensive Plan; NOW THEREFORE BE IT RESOLVED that the Village of Fair Haven Board of Trustees hereby fully and formally adopts the updated Village of Fair Haven sections 12a, 60-68, 69a and 69b, of the Town of Sterling & Village of Fair Haven Comprehensive Plan. ---PAGE BREAK--- 2 On a motion by Deputy Mayor Krehling and a second by Trustee Dunaway the resolution was approved in accordance with the following vote: Voting on Resolution Yes No Absent/Abstained James Basile, Mayor [ ] [ ] [ ] Walter Krehling, Deputy Mayor [ ] [ ] [ ] Judith Dunaway, Trustee [ ] [ ] [ ] Christopher Drogi, Trustee [ ] [ ] [ ] Hope Wojtowicz, Trustee [ ] [ ] [ ] ______Terri M. DiGregorio________ Terri M. DiGregorio Clerk-Treasurer • Trustee Dunaway was approached regarding the deep ditch on the west side of Lake St. near the north end. Most homeowners aren’t capable of maintaining deep ditches at the edge of their properties. Mayor Basile stated that part of the street has a definite problem with run- off when heavy rain occurs and plans to have the DPW address this. • Trustee Wojtowicz brought up the village residents that had been served appearance tickets to connect to the sewer. Mayor Basile stated everyone must comply with the local law stating all village residents had to be connected by 10/20/2017. Jay Sawyer who is with the CCWSA stated there are still well over 10 residents who have not connected. • Jay Sawyer brought up a property that the CCWSA is looking at on Fair Haven Road for a possible location for a storage building. It is still in the talking stages with possibilities for a shared services project. The Board of Trustees entered into executive session at 7:58pm to discuss collective negotiations pursuant to article fourteen of the civil service law, on a motion by Deputy Mayor Krehling and seconded by Trustee Drogi. All aye, motion carried. The Board of Trustees existed executive session at 8:23pm on a motion by Trustee Wojtowicz and seconded by Deputy Mayor Krehling. All aye, motion carried. There were no decisions made during executive session. The meeting was adjourned at 8:36pm on a motion by Trustee Wojtowicz and seconded by Deputy Mayor Krehling. All aye, motion carried.
