VILLAGE BOARD MEETING JULY 9, 2018 · PLEDGE OF ALLEGIANCE Mayor Gary Mulvaney called the meeting to order at 7:00 p.m. followed by the Pledge of Allegiance. Trustees Gary Fickeisen, Chris Fulton, Nancy McGuerty, and Anthony Peppe were in attendance. Village Clerk Anne Riddell, Treasurer Susan Wade, Officer in Charge Rob Brown, and Richard Carter were also present. · PUBLIC TO BE HEARD Mayor Gary Mulvaney asked if there was anyone present that wanted to speak that was not on the agenda. Richard Carter asked if he could speak about getting water/sewer to a piece of property he owns in the Village. · MINUTES A motion was made by Trustee Fickeisen, seconded by Trustee McGuerty and carried with a 4-0 vote to approve the minutes for the June 25, 2018 Village Board Meeting, as amended. · BILLS A motion was made by Trustee McGuerty, seconded by Trustee Fulton and carried with a 4-0 vote to approve the following bills. (Trustee McGuerty abstained from Bills #42, 48, and 48 due to conflict of interest.) · DEPARTMENT REPORTS A motion was made by Trustee McGuerty, seconded by Trustee Peppe and carried with a 4-0 vote to approve the Treasurer’s Report for the month of June. A motion was made by Trustee Peppe, seconded by Trustee Fickeisen and carried with a 4-0 vote to approve the Public Works Report for the month of June. A motion was made by Trustee Peppe, seconded by Trustee Fulton and carried with a 4-0 vote to approve the Water Meter Replacement Report for the month of June. A motion was made by Trustee Fickeisen, seconded by Trustee Peppe and carried with a 4-0 vote to approve the Fuller Park Inspection Report for the month of June. A motion was made by Trustee Peppe, seconded by Trustee McGuerty and carried with a 4-0 vote to approve the Sewer Treatment Plant Report for the month of June. A motion was made by Trustee Peppe, seconded by Trustee McGuerty and carried with a 4-0 vote to approve the Vehicle Log Sheet Report for the month of June. A motion was made by Trustee Fickeisen, seconded by Trustee Peppe and carried with a 4-0 vote to approve the Dog Control Report for the month of June. A motion was made by Trustee McGuerty, seconded by Trustee Fulton and carried with a 4-0 vote to approve the Police Report for the month of June. A motion was made by Trustee Peppe, seconded by Trustee McGuerty and carried with a 4-0 vote to approve the Code Enforcement Report for the month of June. A motion was made by Trustee Fulton, seconded by Trustee Peppe and carried with a 4-0 vote to approve the Justice Building Inspection Report for the month of June. It was noted that there was no Justice Report for the month of June. ---PAGE BREAK--- · GLENSIDE WATER/SEWER DISTRICT AGREEMENTS Trustee McGuerty reported that the committee that was formed to discuss the Glenside Water/Sewer District Agreements would meet again on July 10, 2018 at 2:00 p.m. at the Village Office. This item was tabled until the next regularly scheduled Board meeting. · NEW METER REPLACEMENT Mayor Mulvaney noted that the Board received the report (see above). · VILLAGE ORDINANCES Mayor Mulvaney stated that the drafted Chicken and Livestock law has been forwarded to the Village of Moravia Planning Board for their review, per the direction of Village Attorney Charles Marangola. This item was tabled until the next regularly scheduled Board meeting. · SEWER BREAKS & FLOODING Mayor Mulvaney reported that there was nothing new to report on the South Main Street sewer line project. He stated that will be here Thursday, July 12, 2018 to check Adams Street for a possible water leak. This item was tabled until the next regularly scheduled Board meeting. · VILLAGE’S WATER/SEWER SYNOPSIS 2017 Mayor Mulvaney reported that there was no news on the Village’s Water/Sewer Synopsis 2017 from Mike Perkins (DPW). · MRB GROUP (SEWER USE LAW) The Board reviewed the two proposals from MRB Group. (Sewer Use Law Update and Wastewater Treatment Plant SPDES Permit Pretreatment Compliance Assistance) After some discussion, a motion was made by Trustee McGuerty, seconded by Trustee Fulton and carried with a 4-0 vote to approve MRB Group’s Sewer Use Law Update proposal for $9,800.00 and the Wastewater Treatment Plant SPDES Permit Pretreatment Compliance Assistance for $10,000.00 subject to the approval of Village Attorney Charles Marangola for funding. · RICHARD CARTER (WATER/SEWER REQUEST) Richard Carter addressed the Board stating that he owns approximately fifty (50) acres in the Village of Moravia behind the mobile home park and the school. He explained that he would like to build a single family home and a three car garage and would like Village water and sewer. After some discussion, the Board directed him to speak with the Department of Public Works, Wastewater Treatment Plant, and the Code Enforcement Officer. The Board thanked him for coming. · 2018/2019 FISCAL YEAR APPOINTMENTS A motion was made by Trustee Fulton, seconded by Trustee Peppe and carried with a 4-0 vote to approve the following annual appointments: (Trustee McGuerty abstained from voting on the Official Newspaper.) Acting Mayor – Gary Fickeisen Deputy Village Clerk – Susan Wade Acting Police Justice – Sheila Hargett-Kemp Code Enforcement Officer – Patrick Doyle Official Newspaper – Republican Register ---PAGE BREAK--- Official Bank(s) – First National Bank of Groton Official Village Board Mtg. Dates & Time – every 2nd & 4th Monday of every month at 7:00 p.m. Official Zoning Board Mtg. Dates & Time – every 1st Monday of the mo. at 7:00 p.m. as needed. Official Planning Board Mtg. Dates & Time – every 3rd Monday of every month at 7:00 p.m. Zoning Board Member – Vacant Planning Board Member – Vacant COMMITTEE APPOINTMENTS Water Department – Gary Mulvaney Sewer Department – Gary Fickeisen & Chris Fulton Police Department – Gary Mulvaney & Gary Fickeisen Streets & Sidewalks – Nancy McGuerty & Chris Fulton Equipment – Tony Peppe & Gary Fickeisen Intermunicipal Representatives – Nancy McGuerty & Tony Peppe Summer Recreation Program Representative – Tony Peppe The Village Attorney appointment was tabled until the next regularly scheduled Board meeting. · QUARTERLY FAIR HOUSING PUBLIC NOTICE A motion was made by Trustee Fulton seconded by Trustee McGuerty and carried with a 4-0 vote to approve the advertising of the Quarterly Fair Housing Public Notice. · CONFLICT OF INTEREST Village Clerk Anne Riddell distributed the Annual Conflict of Interest Disclosure Forms to the Village Board and to all the employees of the Village. Mayor Mulvaney requested that the forms be completed, signed, and returned at the meeting. · VILLAGE OF MORAVIA EMPLOYEE POLICY Each of the Trustees received a copy of the Village of Moravia’s Employee Policy for their review. After some discussion and two suggested changes, the Board agreed to review this policy and table this item until the next regularly scheduled Board meeting so that it can be reviewed further. · ANNUAL FINANCIAL REPORT 2017/2018 The Village of Moravia Annual Financial Report for 2017/2018 was on the table for Board review. After some discussion, a motion was made by Trustee McGuerty, seconded by Trustee Peppe and carried with a 4-0 vote to accept the Village of Moravia Annual Financial Report for 2017/2018 and file with New York State. · SEWER APPLICATION (GALBRAITH DRIVE) Each of the Trustees received a copy of a Sewer Application from Rowland Chaffin for 16 Galbraith Drive. (It was noted that he was moving a house from the corner of Adams Street and Main Street to Galbraith Drive.) A motion was made by Trustee McGuerty, seconded by Trustee Fickeisen and carried with a 4-0 vote to approve the Sewer Application from Rowland Chaffin for 16 Galbraith Drive. · INFORMATIONAL ITEMS Each of the Trustees received a copy of the following: - Community Rating System (ISO) 5 Year Visit results – FEMA 10% discount. ---PAGE BREAK--- On the table for Board review was: - Vehicle Log Sheets for the month of June. A motion was made by Trustee Peppe seconded by Trustee Fulton and carried with a 4-0 vote to enter Executive Session at 7:51 p.m. to discuss personnel.
