VILLAGE BOARD MEETING FEBRUARY 26, 2018 · PLEDGE OF ALLEGIANCE Mayor Gary Mulvaney called the meeting to order at 7:00 p.m. followed by the Pledge of Allegiance. Trustees Nancy McGuerty, Gary Fickeisen, Chris Fulton, and Anthony Peppe were in attendance. Village Clerk Anne Riddell, Treasurer Susan Wade, Mike Perkins (DPW) and The Citizen Reporter Megan Ehrhart (entered at 7:01 pm.) were also present. · PUBLIC Mayor Gary Mulvaney asked if there was anyone present that wanted to speak that was not on the agenda. No one spoke. · MINUTES A motion was made by Trustee McGuerty, seconded by Trustee Peppe and carried with a 4-0 vote to approve the minutes for the February 12, 2018 Village Board meeting. · BILLS A motion was made by Trustee McGuerty, seconded by Trustee Peppe and carried with a 4-0 vote to approve the following bills. · TRANSFER A motion was made by Trustee Fickeisen, seconded by Trustee McGuerty and carried with a 4-0 vote to approve the following transfer. From: A1990.4 Contingent To: A5142.1 Snow Removal $ 3,000.00 · PURCHASE ORDERS A motion was made by Trustee Peppe, seconded by Trustee Fickeisen and carried with a 4-0 vote to approve $ 2,628.23 to CNY Farm Supply for the repair of the Department of Public Works’ 2014 Massey Tractor. A motion was made by Trustee Peppe, seconded by Trustee Fickeisen and carried with a 4-0 vote to approve $ 906.85 to Cummins Northeast for the Wastewater Treatment Plant’s generator to be looked at. (It was noted that this was an estimate.) · DEPARTMENT REPORT A motion was made by Trustee Fulton, seconded by Trustee Peppe and carried with a 4-0 vote to approve the Dog Control Report for the month of January. · GLENSIDE WATER/SEWER DISTRICT AGREEMENTS Mayor Mulvaney reported that there was no news on the Glenside Water/Sewer District Agreements. · NEW METER REPLACEMENT Mayor Mulvaney stated that there was no update on new water meter installations. · VILLAGE ORDINANCES ---PAGE BREAK--- Mayor Mulvaney stated that there was no update from the Zoning Board. This item was tabled until the next regularly scheduled meeting. · SEWER BREAK AND FLOODING Mayor Mulvaney reiterated that the North Main Street sewer line break had been repaired and that he, Sean Cochran, and Chris Leonard (C&M) were meeting tomorrow to discuss the future South Main Street sewer line break future project that needs to be repaired. Mayor Mulvaney reported that a major leak had been found and repaired recently at the intersection of Route 38 and Route 38A. Mayor Mulvaney also reported that since FEMA had denied an Emergency Declaration, Governor Cuomo requested that the SBA (Small Business Administration) be sent to Moravia (located at the Moravia Fire Department on Keeler Avenue) to assist people in applying for low interest loans that were affected by the floods this past summer. He stated that the SBA would be in Moravia through tomorrow afternoon. · GOODNOUGH PROPERTY (SKINNER HILL ROAD) Mayor Mulvaney stated that there was no news on the Goodnough property on Skinner Hill Road. This item was tabled until the next regularly scheduled meeting. · VILLAGE’S WATER/SEWER SYNOPSIS 2017 (MIKE PERKINS – DPW) Mayor Mulvaney reviewed the 52% water loss in 2017. Mike Perkins (DPW) stated that he believes that the Village should have the leak detection done of the entire Village every year. He told the Board of the leak that they recently fixed at the corner of Route 38 and Route 38A and that new meters were being put in throughout the Village. He suggested sending letters to the large users (those that have over a 1” meter) and request that they replace their meter since those meters are the responsibility of the property owner, not the Village. Mayor Mulvaney stated that there were still two major leaks that were detected two years ago that had not been repaired (North Main Street and West Cayuga Street). He also stated that NYLD (New York Leak Detection) believed it could be the meters and that right now we are only replacing the broken meters. The Board urged that replacing all the old meters was a top priority. Upon the direction and insistence of the Board and Mayor Mulvaney, Mike Perkins stated he would repair the two leaks immediately. Mayor Mulvaney stated that he would contact NYLD and request that they come and speak with the Board. Mayor Mulvaney stated that this agenda item would remain on the agenda under Old Business and be discussed/addressed at every Board meeting. (Mike Perkins exited at 8:04 p.m.) · VILLAGE ACTING JUSTICE POSITION (ACTING POLICE JUSTICE) Mayor Mulvaney stated that he spoke with Sheila Hargett Kemp and she had agreed to the position of Village Acting Police Justice. (She did note that she would not always be available due to her job during the weekday.) She also agreed to hold the position at the current pay for the remaining Village’s fiscal year with this being revisited for the Village’s 2018-2019 fiscal year. A motion was made by Trustee McGuerty, seconded by Trustee Peppe and carried with a 4-0 vote to appoint Sheila Hargett Kemp as Village Acting Police Justice. ---PAGE BREAK--- · JUSTICE CENTER USE (LEASE AGREEMENT) Each of the Trustees received a copy of the revised Lease Agreement with the Town of Moravia for the rental of the Village Justice Courtroom for Town Court. After some discussion pertaining to the rental fee, a motion was made by Trustee Fulton, seconded by Trustee Peppe and carried with a 4-0 vote to approve the Lease Agreement with the Town of Moravia and that Mayor Mulvaney would discuss the rental fee further with Town Supervisor Terry Baxter and report back to the Board. · PERMISSION FOR WINTER WORKSHOP (PERKINS, SMITH) A motion was made by Trustee McGuerty, seconded by Trustee Fickeisen and carried with a 4-0 vote to authorize Mike Perkins and Bill Smith to attend W2Operator Training Group Winter Work Shop in Cortland that was held on February 23, 2018. · STREET LIGHT (INTERSECTION OF ROUTE 38 & 38A) Mayor Mulvaney reported that the Village’s decorative street light on the corner of Route 38 and Route 38A had been hit by an unidentified vehicle. Each of the Trustees received a copy of the report from the Moravia Police Department. There was discussion as to whether or not to submit it to the Village’s insurance and replace the light. (The corner is well lit from the gas station that is on the corner, however for aesthetic purposes the Board wanted to consider replacing it.) No decision was made. This item was tabled until the next regularly scheduled Board meeting after the Trustees had looked at the area after dark. (This will be placed on the agenda under Old Business.) · BUILDING/ZONING PERMIT APPLICATION DRAFT Each of the Trustees received a copy of a revised Building/Zoning Permit Application that had been drafted by the Village’s Code Enforcement Officer Patrick Doyle. A motion was made by Trustee McGuerty, seconded by Trustee Fulton and carried with a 4-0 vote to approve the Building/Zoning Permit Application with a change to #2 on the application. (It was noted that the fee for the application is not calculated until after the project costs had been calculated.) · EMPLOYMENT APPLICATION (KARLIK) Employment Application on the table from Timothy Karlik for Laborer was accepted and placed on file by a motion from Trustee Fickeisen and seconded by Trustee Peppe and carried with a 4-0 vote. · INFORMATIONAL ITEMS Each of the Trustees received a copy of the following: - Cayuga County Association of Villages Minutes (10/24/17 & 01/23/18) and Agenda. - Letter to Village from property owner (48 Church Street). - Response letter from Village Code Enforcement Officer to Village property owner (48 Church Street). On the table for Board review was: - Zombie properties information from a Cayuga County Association of Villages meeting.
