Town of Victory Town Board Meeting June 8, 2015 Council Member present Leonard Hand Lester VanDyke Nancy Sheldon Eleanor Pittroff Michael Wiggins Supervisor Victoria Davis Clerk Steve Yonker Highway Supervisor Debra Davis Justice Others present. Jim Mignogna Meeting called to order at 7:00pm with the Pledge of Allegiance by the supervisor. Resolution to transfer $438.48 from Contingent account A1990.400 Joint youth program account A7310.400 to pay for basketball equipment for the Town ball court. Motion made by Lester VanDyke, Seconded by Eleanor Pittroff All Ayes. Resolution to established the standard work day for elected and appointed officials. Motion made by Lester VanDyke, Seconded by Nancy Sheldon; All ayes Motion to approve billing vouchers as presented made by Lester VanDyke seconded by Leonard Hand; All ayes Motion to approve meeting minutes made by Eleanor seconded by Lester All ayes General Fund $8,915.76 Highway Fund $141,859.01 Street lighting $293.90 Highway Report Steve’s new employee has been hired on, his name is Scott Thompson. They have started mowing road sides and have received the new loader. Chip sealing was done on Bell, Maroney, Thompson School, and Pierce road and Cummings road was paved. Supervisors report General fund: $701,535.40 Highway fund: $386,273.24 Total all funds town wide: $ 1,098,976.47 Mortgage tax received of $6500 and final tax payment of $1004 are not reflected in this report. ---PAGE BREAK--- Fuel bid submitted from VanNorstrand Oil Co. Prices as follows clear diesel $2.06 per gallon of fuel oil $2.05 per gallon unleaded gas $2.07 per gal. Lester makes motion to accept Eleanor seconds; All ayes. The septic system has to be tested the board believes the septic has been pumped since 2005 so they don’t feel it needs to be done again. Mike has requested price schedule for waste such as tires from D&L and that has not been produced. He also received a letter from state dept of taxation and finance equalization rate is now at 96% from 100%. This is because there has not done a reevaluation, if the sales are over the assessed value it brings down the equalization rate. Lezli believes that once we have broken away from the cap with Ira that our equalization rate could bounce back. Excellus is requesting to raise rates 16.8% on premiums. This is for the 2 people we have on this. The gravel pit on Sanford rd in Martville is now running again. Mike has received call in concern about this. People are afraid of noise, and truck movement in the area. Assessors report Lezli received a note from Jeff Hall that he does not feel he should be in a lighting district because he does not have street light near his property. Lezli drove by this property and there is not light at this property. It may be that he has vacant land near the lighting district. Mike will be looking into the criteria of how light districts are determined. Clerks report 4 building permits for $80.00 17 dog licenses for $128.00 14 Garbage permits for $700.00 11 Records Copies for $110.00 Code Enforcement report Bruce had 4 building permits for $80.00 estimated building cost$10,000. Some inspections were done and other normal business. Lezli questioned the clean up of the trailer fire on Coleman road it will be cleaned. Jim Mignonia would like to known how the 96% equalization rate is affecting the average homeowner. It has no effect it is used to calculate in the school taxes to keep the tax rate equal between towns. The state formulates it by assessed value vs. selling value. Motion to go into executive session to discuss information received from arbitration and the upcoming negation made by Mike Wiggins, seconded by Lester VanDyke; All ayes. Executive session ended they discussed lawyer brief from arbitration, no decisions made. Meeting called to a close motion made by Eleanor, seconded by Lester; all ayes at 8:00 pm
