Town of Victory 12 December 2017 December Town Board Meeting Minutes Council Members Present: Mike Wiggins-Supervisor Robin Bartholomew Lester VanDyke Terrance McBride Leonard Hand Others present: Bob Day- Code Enforcement Julia Iozzio-Clerk Pat Coleman- Highway Harvey Mills-Planning Debra Davis-Judge Jim Mignogna-Planning Chris Cramer-Planning Public Present: Meeting called to order at 7:00pm with the Pledge of Allegiance by supervisor. Mr. Hand motioned to approve the vouchers, 2nd by Mr. VanDyke, all ayes. Mr. VanDyke motioned to approve the previous month’s minutes, Mr. Hand 2nd, all ayes. The supervisors report was read: Supervisor’s report by Mr. Wiggins as of 11/30/2017 General fund: Cash- Checking: $453,572.81 Cash reserve, CD: $200,466.67 Petty cash: $50.00 Special reserve, Capital Project: $200,990.20 Money market Special reserve: $60,000.00 Total for General fund: $915,079.68 Highway funds: $336,067.70 Victory Street Lighting Dist.: Cash- Checking: $1,011.32 Cash in time Deposits: $3,198.85 Total: $4,210.17 Westbury Street Lighting Dist.: Cash-Checking: $1,324.96 Cash in time Deposits: $290.21 Total: $1,615.17 Trust & Agency Fund: $1,147.98 Total for all funds: $1,258,121.17 ---PAGE BREAK--- Checks that came in that were not on the report; county for mortgage tax: $7,537.00 which put us beyond what we had anticipated for reserve. It was, guesstimate to be approximately $4,000.00 The Hwy. Dept. received 2/3’s of the snow plow contract monies, $79,188.00 A check was also received for the rental of the property on Upton Rd. from the Slobe family in the amount of $525.00 There were a few people at the meeting who will be closing out their terms, making this meeting their last. Mr. Mils will be stepping away as well as Mr. VanDyke. Gratitude was expressed for both gentlemen’s years of community service. In light of the recent board vacancies, Mr. Wiggins suggested to place an ad in the paper looking for a resident member who wished to serve their community. A letter will be sent in to the county by month’s end, for an appointment regarding someone taking Mr. Mills place. Seeing as Mr. VanDyke had been the deputy Town Supervisor the position now goes to Mr. McBride. There are a few contracts that need to be signed: the Slobe Farm which seeks another 3 yr. rental contract for the property on Upton Road and the Fingerlakes Dog Protection Agency. Paid family leave really doesn’t pertain to the town or it’s employees seeing as we don’t offer short term disability. If it’s needed in the future will negotiate it for the Hwy. Dept. At present nothing needs to be done in its regards. The decision to have Mr. Wiggins take care of any discrepancies regarding the years end report was motioned by Mr. VanDyke and 2nd by Mr. Hand. This will give Mr. Wiggins the ability to pay any unpaid bills for the years end. All ayes. Mrs. Parsons sent out an email informing all that she will be working from home after a recent surgery on her hand. She will be out of the office until at least the 15th of January. She will be sending out any and all paperwork (Exemption Renewals) as of January 1st, and will continue to correspond through emails, phone and letters. Julia Iozzio delivered the clerks report: Clerk’s Report: (as of 11/30/2017) 0-Building permits =$00.00 10-Dog licenses =$76.00 - Garbage Permits =$00.00 -Records copies =$00.00 0-Marriage lics . =$00.00 1-Record copies =$5.00 -Subdivision =$00.00 The clerk conducted a dog enumeration as well as combining a letter explaining the yearly trash service and the importance of everyone’s participation, both in its purchase as well as the rules for disposal. In all, 630 letters and notices went out. The trash permits are now available, and Mr. Hand was the first one to make a purchase. An ad went into the local paper announcing the availability for purchase with the times, as well as the fees. Mr. Mills had no current business to announce. Mr. Coleman stated that the Hwy Dept. are cutting brush and dealing with snow removal as well as rebuilding the suspension on one of the backup trucks. For the last 2 weeks an ad was placed in the local paper for employment. 12 applications were received and out of the 12, 6 were town residents. Last week they held 5 interviews. The question was raised regarding backgrounds checks. What are the usual procedures, as well as how in-depth are ---PAGE BREAK--- they legally aloud to go? Mr. VanDyke suggested to start with the basic DMV CDL checking. Drug testing is a usual in any application process when it comes to driving. There is also a probation period in which each applicant must go through. The question was also raised regarding fingerprinting. Mr. Mils stated that many companies do background checks along with DMV searches. Mr. Wiggins said that he would look into the matter. Mr. Coleman offered a new schedule for the Hwy. Dept. As of the new year the crew’s hours will be: Monday through Friday 3:30am – 12 noon. These hours will be for the winter months, January, February and the first 2-3 weeks in March, depending on the weather. Mr. Day stated that there were 2 places that have recently complied with the removal of trash (condemned residencies). The first, on Coleman Rd. and the other on Broadway Rd. He feels that being able to “work” with the residents really made a difference in not only how quickly they were able to remove the debris but the attitude and rapport he was able to maintain with the residents. He has received one letter in response to the recent PPD issue. He continues to follow-up on any and all complaints and violations around town. He issued 4 certificates of occupancy, all were pole barns. Mr. Wiggins handed out a report offered by the dog control officer. Mr. Wiggins did speak with the dog control agent and the agent informed him, that part of his job being done in the Auburn area requires him to ride around the city of Auburn for approximately 4 hours each day looking for stray animals. The waste report for the month of November was read by Mr. VanDyke. The report offered that at this time last year, November 2016’s tonnage was 33 tons. This years November 2017 tonnage was 35 tons. Mr. VanDyke stated that he will return for the January 8th board meeting to offer the last waste report of the year, December 2017. He also offered his services in continuing to help with the waste program. He stated that he would be willing to inspect for current permits from residents at the trash station sight from time to time. The board went into executive session at 7:27 pm The board came out of executive session at 7:50 pm and the general discussion was regarding a workmen’s compensation issue. The decision was also made that Mr. VanDyke will definitely volunteer for 3 months a couple of times per month, starting in January, to help monitor the garbage/trash station in regard to permits as well as continued reports regarding the weight amounts. He offered to come back in January to give the final December trash report for years end. Mr. VanDyke closed the meeting with a statement. He shared that he felt the board had done a wonderful job in the last 8 years. He recalled a time when the town was using approximately $100,000.00 from unexpended funds in order to make budget. As of the last year we as a town, only use $25,000.00 from those same funds. It was his desire to get the budget as balanced/right as possible. He offered his appreciation to all he has worked with and stated he will miss working with everyone but promised he would still be around. He wished all the best. The meeting was adjourned at 8:00 motioned by Mr. VanDyke 2nd by Mr. Hand.
