1 Village of Fair Haven Board of Trustees Meeting July 10, 2017 The meeting was called to order at 7:00 p.m. followed by the Pledge of Allegiance. Board members present Mayor James Basile, Deputy Mayor Walter Krehling, Trustee Judith Dunaway and Trustee Pete Hanford. Trustee Holley Webster-Goolden was excused. Also, present Village Clerk- Treasurer Terri DiGregorio, Bill McVea, Frank Perkins, Village Historian Susie Parsons, Nanda Speciale and Carrie Bolton. COMMUNICATIONS: • In receipt of “Thank you” from the Library Board for repairing the library sign • In receipt of Fair Haven Library Trustee’s minutes from the June 13th meeting • In receipt of “Thank you” from the Red Creek Rotary for the water spigot in the park • In receipt of May 23rd Cayuga County Association of Villages minutes • In receipt of $336.63 insurance check for damaged mirror on F250 PUBLIC FORUM: • Frank Perkins thanked the Board of Trustees for the Sterling Senior Citizens trip money included in the village budget and gave an update on the attendance at the community center. • Nanda Speciale will bring the garden committee expense report for the next meeting. MINUTES: • The June 8th, 12th and 19th meeting minutes were approved on a motion by Deputy Mayor Krehling and seconded by Trustee Hanford. All aye, motion carried. ABSTRACT #2 VOUCHERS: The following vouchers were approved for payment on a motion by Trustee Dunaway and seconded by Trustee Hanford. All aye, motion carried. • General Fund: $25,769.88 • Water Fund: $8,844.70 • Trust & Agency: $ 3,531.70 • June Payroll: $35,430.03 COMMITTEE REPORTS: • The attached June DPW report and water repair list submitted by Roger Granatiero was accepted on a motion by Trustee Dunaway and seconded by Deputy Mayor Krehling. All aye motion carried. • The Treasurer’s report by Terri DiGregorio for period ending 6/30/2017 will be submitted at a later date due to the close out of the 2016-2017 fiscal year. Motion to table the report by Deputy Mayor Krehling and seconded by Trustee Dunaway. All aye, motion carried. • The attached June Ambulance report submitted by Stan was accepted on a motion by Deputy Mayor Krehling and seconded by Trustee Hanford. All aye, motion carried. • The attached June Code Enforcement report submitted by Stan was accepted on a motion by Deputy Mayor Krehling and seconded by Trustee Hanford. All aye, motion carried. UNFINISHED BUSINESS: • The Cayuga County Legislature is looking to pass a moratorium to postpone shared services for one year. This was discussed at the June CCAV meeting. • Priority items for Attorney Chirco to address: • Chapter 113. Sewers • Chapter 139. Vehicles & Traffic Article IV. Parking Prohibitions • Chapter 150. Zoning (update code) • The fee to go before the Zoning Board of Appeals to request a variance was amended to $250.00 plus advertising fees effective immediately on a motion by Trustee Dunaway and seconded by Trustee Hanford. All aye, motion carried. NEW BUSINESS: • The following revisions to section 502 of the Village of Fair Haven Employee’s Handbook were approved on a motion by Trustee Hanford and seconded by Deputy Mayor Krehling: ---PAGE BREAK--- 2 502 COMPENSATED TIME Comp Time – Exempt Employees may only be authorized by the Mayor and or designee. Compensated Time must be used within the same year obtained. There will be no roll over time. Unused time will be forfeited. Comp Time – A full-time hourly employee may request the option of compensation time in lieu of paid overtime for hours worked in a week in excess of 40 hours. Prior notice of intent to exercise said option shall be given to the Department Head, at his/her sole discretion may designate such hours as overtime. Such accumulated compensation time shall not exceed fifty-four (54) hours except when mutually agreed upon between the Village Mayor and or their designee and the Employee. Compensated Time must be used within the same year obtained. Reference Section 508 and 516. • The Board of Trustees approved ordering 3 signs for the Zoning Board of Appeals hearings. These signs will be placed in the front yard of property owners requesting a variance. The ZBA will be contacted for a color preference. • The Fire Department submitted quotes for a new generator for engine The Board will look to include this in the 2018-2019 budget. • The Board approved the wording and color of the post cards to be sent to all tax payers in the Village of Fair Haven to make them aware of Local Law # 1 of 2015 making it mandatory for all properties in the Village to be connected to the public sewer by October 20, 2017. • FEMA and NYSDEC will be meeting at the village hall on July 24th at 5:30pm to discuss new flood maps. Two Board members plan to attend. • The Safety Committee will work on scheduling a meeting. • Mayor Basile will work on putting together employee evaluation forms to be in compliance with the employee handbook section 405. • The Village has received complaints about music playing late at night and inquired if there was a noise rule in the Village of Fair Haven. This will be looked into. FINAL COMMENTS: • The residents of Wildwood Ave. have inquired about the status of the street. The Village Board of Trustees decide to maintain the street “as is” some time ago. Any complaints or comments received should be in writing so the Board can discuss. • Bill McVea commented on how nice the newly paved roads look in the village but expressed concern about drainage at the end of Lake St. Ext. DPW employee Carrie Bolton responded that a French drain was installed instead of a ditch. Mr. McVea also noted a few problems he observed on newly paved West Bay Rd. • Historian Susie Parsons informed the Board that descendants of ER Robinson, who owned Robinson and Phillips Store and who was also a civil war veteran, visited Fair Haven in June. They came from states across the US and were very excited to see the area where their ancestor lived. • Deputy Mayor Krehling brought up the memorial in Central Park as it is lacking a few names on the front and back. Historian Parsons stated she is in the process of researching this at this time. • Trustee Hanford, on behalf of SOFA, thanked Mayor Basile, Board of Trustees, Deputy Clerk Van Der Linden, Clerk-Treasurer DiGregorio and the Village DPW for all their assistance in making the 4th of July celebration a success.
