VILLAGE BOARD MEETING JULY 27, 2015 · PLEDGE OF ALLEGIANCE Mayor Gary Mulvaney called the meeting to order at 7:00 p.m. followed by the Pledge of Allegiance. Trustees Nancy McGuerty, Gary Fickeisen, Chris Fulton and Anthony Peppe were in attendance. Village Clerk Anne Riddell and Treasurer Susan Wade were also present. Maire Yowan entered at approximately 7:15 p.m. · PUBLIC TO BE HEARD Mayor Gary Mulvaney asked if there was anyone present that wanted to speak that was not on the agenda. No one spoke. · MINUTES A motion was made by Trustee McGuerty, seconded by Trustee Fulton and carried with a 4-0 vote to approve the minutes for the July 13, 2015 Village Board Meeting. · BILLS A motion was made by Trustee McGuerty, seconded by Trustee Fulton and carried with a 4-0 vote to approve the following bills. (Trustee Peppe abstained from Bill #62 due to conflict of interest.) · DEPARTMENT REPORT A motion was made by Trustee Peppe, seconded by Trustee Fulton and carried with a 4-0 vote to approve the Dog Control Report for the month of June. · GLENSIDE WATER/SEWER DISTRICT AGREEMENTS Mayor Mulvaney reported that there was no news on the Glenside Water/Sewer District Agreements. · NEW METER REPLACEMENT Mayor Mulvaney stated that there were approximately four to five new water meter replacements. · VILLAGE ORDINANCES Mayor Mulvaney stated that there had been no response from the Moravia Police Department on the questions the Board had, pertaining to the parking ordinance. · WATER LEAK DETECTION UPDATE Mayor Mulvaney reported that there were only two more leaks that needed to be repaired from the list created by NYLD (New York Leak Detection). ---PAGE BREAK--- · FOUR TOWN AMBULANCE 2015-2016 CONTRACT AND RESOLUTION Mayor Mulvaney stated that, to date, the Village had not received a response from Four Town Ambulance to their questions. Treasurer Susan Wade informed the Board that the Four Town Ambulance Board would be meeting this week and would review the Village’s questions. This item was tabled until the Village receives a response. · 2015/2016 FISCAL YEAR APPOINTMENTS (CLERK & TREASURER) A motion was made by Trustee Fulton, seconded by Trustee McGuerty and carried with a 4-0 vote to approve the following two year appointments: Village Clerk – Anne Riddell Village Treasurer – Susan Wade · EMPLOYMENT POSITION (FRIEND) Each of the Trustees received a copy of an email from Cayuga County Civil Service pertaining to the recent employment application and position of Trent Friend. (The Board hired Trent Friend at the last Village Board meeting as a Mechanical Equipment Operator.) Cayuga County Civil Service stated that the minimum qualifications were one year of experience of which was not noted on his application. A motion was made by Trustee McGuerty, seconded by Trustee Peppe and carried with a 4-0 vote to amend the motion from July 13, 2015 pertaining to the position and the hiring of Trent Friend from Mechanical Equipment Operator to Laborer Seasonal Part-Time. (It was noted that the effective date and the wage remained the same.) · ANNUAL AUDIT OF JUSTICE BOOKS The books from Acting Village Judge David Wade, II were on the table for Board review with the Annual Audit Checklist of Village Judge June Shepardson’s books reviewed by Trustee McGuerty and Trustee Fulton. A motion was made by Trustee McGuerty, seconded by Trustee Fulton and carried with a 4-0 vote to approve the following resolution: BE IT RESOLVED THAT the Board of Trustees of the Village of Moravia, New York, hereby acknowledges that it has examined and audited, to the best of their knowledge, the records of the Justice Court of the Village of Moravia, New York, for year June 1, 2014 to May 31, 2015; and ---PAGE BREAK--- BE IT FURTHER RESOLVED THAT the Clerk of the Village of Moravia, New York, is hereby directed to provide a copy of this resolution and report of such audit to: Linda Miller, Chief Internal Auditor, NYS Office of Court Administration, 98 Niver Street, Cohoes, NY 12047. · CABLE AGREEMENT Each of the Trustees received a copy of the Cable Agreement that expires September 12, 2015. This item was tabled until the agreement can be reviewed by Village Attorney Charles Marangola. · ANNUAL JUSTICE BUILDING INSPECTION REPORT Each of the Trustees received a copy of the Annual Justice Building Inspection Report performed by Trustee Fulton and Trustee Fickeisen on July 15, 2015. Mayor Mulvaney and the Board reviewed the punch list and will begin addressing some of the items. (This report will be reviewed on a basis with the other department reports.) · PARADE PERMIT APPLICATION A motion was made by Trustee McGuerty, seconded by Trustee Peppe and carried with a 4-0 vote to approve the Request for Parade Permit for the Homecoming Parade scheduled for September 26, 2015 and to waive the deposit, pending a current Certificate of Insurance. · INFORMATIONAL ITEMS The Village Board of Trustees each received a copy of the following: - Letter from the Town of Moravia to Mayor Mulvaney pertaining to the meeting scheduled for August 3, 2015 for the Summer Recreation program. - Building Permit denial from Code Enforcement Officer to Terry Bowen. - Town of Moravia Minutes (05/20/15). - Village’s Annual Water Inspection Report from the Cayuga County Health Department. A motion was made by Trustee Peppe, seconded by Trustee Fickeisen and carried with a 4-0 vote to adjourn at 8:00 p.m. Anne Riddell – Village Clerk
