MEETING, TOWN BOARD OF GENOA June 13, 2018 A Regular meeting of the Town Board of Genoa, Cayuga County, State of New York was held at the Town Hall, 1000 Bartnick Road, Genoa NY on June 13, 2018 Present: Lorie Sellen-Gross, Supervisor Paul Wheeler Cheryl Shields, Board Member Al Don Slocum, Board Member Carmen Branca Brandon White, Board Member (absent) Paul Maher Chris Stout, Board Member Joe Redder Sue Moss, Clerk The meeting was called to order at 7 p.m. by Supervisor Lorie Sellen-Gross with the Pledge of Allegiance to the Flag. Joe spoke to the Board about the parking situation on Stevens Street during funerals and church dinners. He would like to see some "no parking" signs placed on the street. RESOLUTION 64-2018 APPROVAL OF May 9, 2018 TOWN BOARD MINUTES On a motion of Board member Shields, seconded by Board member Stout, the following resolution was ADOPTED Ayes 4 Sellen-Gross, Slocum, Shields, Stout Nays 0 Resolved that the May 9, 2018 minutes be approved. The April 11 minutes will be approved at the July meeting. SUPERVISOR’S REPORT Lorie Sellen-Gross RESOLUTION 65-2018 SUPERVISOR’S REPORT On a motion of Board member Slocum, seconded by Board member Shields, the following resolution was ADOPTED Ayes 4 Sellen-Gross, Shields, Stout, Slocum Nays 0 Resolved that the June 13, 2018 Supervisor’s Report be approved CLERK’S REPORT Report on Revenues from Clerk’s Office for May 2018 Dog Licenses $ 134.00 ($153 total - $19 Ag & Markets population control fund) Certified Copies 100.00 Building Permits 380.00 Disbursements for May Paid to Supervisor $ 614.00 Paid to NYS Ag & Markets 19.00 ---PAGE BREAK--- TOWN BOARD MEETING June 13, 2018 Page 2 RESOLUTION 66-2018 CLERK’S REPORT On a motion of Board member Shields, seconded by Board member Stout, the following resolution was ADOPTED Ayes 4 Sellen-Gross, Shields, Stout, Slocum Nays 0 Resolved that the June 13, 2018 Clerk’s Report be approved HIGHWAY REPORT Paul Wheeler The men have finished hauling material for this year’s paving which is scheduled for the last week of June. We have replaced a three-foot culvert pipe on the south end of Powers Road, installed a new driveway culvert for the Saltonstalls on Center Road, and a driveway pipe for Rick May on Clearview Road. The guys helped Scipio pave the week of May14-17. Jeff and I helped Locke do some paving. Eric, Bob and Matt worked with Ledyard for two days. We have marked out water lines in Town on State Route 90 from State Route 34 to Indian Field Road. Rumor has it the State is going to start work on the storm drain system in front of the Town Barn and bottom of West Hill. I met with Cayuga County Soil and Water to see about getting some stream bank stabilization work done on the west end of Clearview Road. Eric and I went to Tracey Road Equipment this morning to get our new 10-wheel plow truck. Lorie received a letter from NYS Taxation and Finance. It stated that the tentative equalization rate for the Town is 96%. Also, the letter stated that the rate goes down where there is more vacant land than residential. This is true for the Towns of Venice, Ledyard and Scipio also. Carmen Branca, President of New Visions Communication, updated the Board on the progress of bringing fiber optic internet, tv and telephone service to the Town. Work is being done in Summerhill and it will move to Moravia, Locke and then Genoa. Supplies have arrived for the work in Moravia. He hopes to "turn it on" in the Town by the end of the summer or early fall. ASSESSOR'S REPORT The Tentative Assessment roll book was available in the Town Hall and the electronic version at the Cayuga County Real Property website as of May 1. During May, I was available at the office several days/times sitting with the Rolls and discuss assessment and exemption questions or concern. I have begun to scheduling site visits for June and July as per owner request. Most of the changes this year are due to building renovations, new construction and demolition. Some of the other change notices are for properties that split from 1 parcel to 2 or more, and multiple parcels merging into one tax parcel. I believe BAR was relatively quiet again this year with just a handful of grievance requests. Beginning in June, I will be meeting with NYS Tax and Finance/ Real Property to discuss a plan to maintain the equalization rate and begin the process of close exploration of sales, inventory and valuation. I would like to discuss the possibility of updating assessed values in the next couple of Assessment years and determination a plan of action and timeframe that will work well with the town. ---PAGE BREAK--- TOWN BOARD MEETING June 13, 2018 Page 3 The implementation of the Enhanced STAR exemption will be modified by NYS T&F again this year. I participated in a webinar discussing the preliminary changes. More information about the changes will be available throughout the summer and fall. Final Assessment Roll will be available July 1st Respectfully Submitted, Heather Garner, Assessor CODE ENFORCEMENT REPORT Lorie Sellen-Gross SUBJECT: May Code Enforcement Report The following is a summary of activity for the last month: - Issued 5 building permits and renewed one building permit in May. - Performed routine inspections on outstanding permits and site inspections for new permits. - Office hours on Monday afternoons and by appointment. Several inspections at King Ferry Winery projects on Lake Road and Bright Leaf Winery projects on Clearview Drive. Bright Leaf Winery is planning to open soon, as their tasting room is complete, and they have received approvals from the Cayuga County Health Department and Ag & Markets. Inspected Porter property at 10098 State Route 90 and confirmed that property maintenance code violations exist. Attempted to contact owner’s daughter by phone, but number was disconnected – will prepare and mail Violation Notice and Order to Remedy Violations. Please contact me if you have any questions regarding this report or Town Code Enforcement activities. Pete Signor asked Lorie about the progress with the electronic (solar) speed signs. Paul said that each sign can run about $7,000-$8,000. OLD BUSINESS NEW BUSINESS Tim Steed is keeping Lorie up-to-date on the Water District Consolidation. RESOLUTION 67-2018 APPROVAL FOR NO PARKING SIGNS On a motion of Board member Shields, seconded by Board member Slocum, the following resolution was ADOPTED Ayes 4 Sellen-Gross, Shields, Stout, Slocum Nays 0 Resolved to place "No Parking" signs on both sides of Center Road, from the center line of Lake Road, 1580 feet east on Center Road. The signs will be ordered. ---PAGE BREAK--- TOWN BOARD MEETING June 13, 2018 Page 4 RESOLUTION 68-2018 APPROVAL TO REQUEST PERMISSION FROM CAYUGA COUNTY On a motion of Board member Shields, seconded by Board member Slocum, the following resolution was ADOPTED Ayes 4 Sellen-Gross, Shields, Stout, Slocum Nays 0 Resolved to request permission from the County to erect "No Parking" signs 600 feet south on Lake Road from Center Road and 500 feet north on Lake Road from Center Road. RESOLUTION 69-2018 APPROVAL OF AGREEMENT FOR THE EXPENDITURE OF HIGHWAY MONEYS On a motion by Board member Slocum, seconded by Board member Shields, the following resolution was ADOPTED Ayes 4 Sellen-Gross, Shields, Stout, Slocum Nays 0 Resolved to approve agreement for the expenditure of highway moneys pursuant to the provisions of Section 284 of the Highway Law. RESOLUTION 70-2018 APPROVAL OF BILLS On a motion of Board member Shields, seconded by Board member Slocum, the following resolution was ADOPTED Ayes 4 Sellen-Gross, Slocum, Shields, Stout Nays 0 Resolved to accept the bills as presented ---PAGE BREAK--- TOWN BOARD MEETING June 13, 2018 Page 5 ---PAGE BREAK--- TOWN BOARD MEETING June 13, 2018 Page 6 WATER Sue Moss 3,458,800 - total 111,574 - average RESOLUTION 71-2018 APPROVAL GIVEN TO GENOA HIGHWAY SUPERINTENDENT FOR BLANKET PERMISSION TO WORK ON OTHER TOWN ROADS WITHOUT PRIOR BOARD APPROVAL On a motion of Board member Shields, seconded by Board member Stout, the following resolution was ADOPTED Ayes 4 Sellen-Gross, Shields, Stout, Slocum Nays 0 Resolved to allow Paul Wheeler, current Highway Superintendent, approval with his discretion as deemed necessary, to work on roads with other bordering townships without prior Town Board approval. However, he will advise the Town Supervisor, via email, when working on such roads outside of the Town of Genoa.
