TOWN OF MENTZ REGULAR MEETING MARCH 20, 2018 Supervisor Nielens called the meeting to order at 7:00 PM and led the Pledge of Allegiance to the Flag and asked for a moment of silence. Members Present: Supervisor Nielens, Councilman Mark Emerson, Councilwoman Barbara Clancy, Councilman Jeff Mills and Councilman Matt Poyneer. Others Present: Attorney Kevin Cox, Town Clerk Charleen Wood, Deputy Town Clerk/Cemetery Superintendent Lucy Ware, Highway Superintendent David Nielens, Code Enforcement Officer Jay Moose and Kari Terwilliger, Cayuga County Planning Department. Minutes Approval: Minutes of the February 27, 2018 Meting: Motion made by Jeff Mills and seconded by Mark Emerson to accept/approve the minutes as presented. Motion carried 4-0-1 with Matt Poyneer abstaining. Public Hearing: At 7:05 Supervisor Nielens opened the public hearing on Road Preservation- discussion on the language and items in the proposed local law. The attorney will re-write a portion of the proposed law and bring it back to the board. Audit of Bills: Motion made by Matt Poyneer and seconded by Jeff Mills to pay the following audit of bills with A75 being pulled out and Mark Emerson abstaining from A79 and B5. Motion carried 5-0. General A $12,424.32 VO 64-84 Highway DB $ 1,851.04 VO 21-25 General B $ 2,000.00 VO 5 DA $ 4,512.02 VO 14 HF $ 1,452.21 VO 3 TA $ 1,645.82 Vo 5-6 Old Business: Set date for public hearing on Transfer Station Motion made by Jeff Mills and seconded by Mark Emerson to hold the public hearing on the transfer station April 17, 2018 at 7:05 PM. Motion carried 5-0. New Business: Zoning Re-Write Project – County MOA – Kari Terwilliger Ms. Terwilliger discussed the Re-Write program and stated the committee members were: Jeff Emerson, Jay Moose, Mike Riley, Matt Poyneer and Charleen Wood, and that the first meeting would be April 26 at 7:00. Motion made by Matt Poyneer and seconded by Mark Emerson to authorize the Supervisor to sign the MOA with the county. Motion carried 5-0. ---PAGE BREAK--- Budget Transfers: Motion made by Mark Emerson and seconded by Matt Poyneer to approve the following budget transfers. Motion carried 5-0. FROM: A1990.4 $306.51 TO: A9048.8 $306.51 Workers Comp FROM: DB9010.8 $ 25.00 TO: DB9055.8 $ 25.00 Disability Reports: Highway Department – David Nielens – Written Report Roads & Bridges – Matt Poyneer -No Report Code Enforcement – Jay Moose – Written Report – property on Route 31 with roof caving in – code enforcement has issued an order to remedy to owner Buildings & Grounds – Mark Emerson – we need gutters on the building – Mark to get information and estimates Dog Control – Lucy Ware – Written Report Youth, Parks & Rec. – Jeff Mills – stated that PBCS wanted to use the fields for softball practice. All modified softball games will be played on our fields. Mr. Mills also stated that the Little League is practicing in the gym and will coordinate with school for game times. The fencing is ready for pick up at the school. The highway department will do the pick-up Landfill & Recycling – Mark Emerson – bins are being dumped in a timely manner and everything seems to be running smooth Cemetery – Lucy Ware – vault full Town Clerk – Charleen Wood – tax season winding down – last day for collection April 2. Planning Board – Dwight Wethey/Mike Riley – No Report ZBA Board – Lucy Ware – No report Historian – Mike Riley – No Report Village Liaison – Richard Nielens – all is running smooth Veteran’s Memorial – Joe Felice/Lucy Ware – a meeting to be scheduled in April Attorney for Town: Kevin Cox ATT on Thompson Road – need $2500 application fee; $8500 fee to be waived; still working on the water issues with Village and Montezuma. Trying to locate Mr. Cooper to give him name of person interested in purchasing property Communications/Reminders: NYMIR Conference May 11 & 12.
