1 Village of Fair Haven Board of Trustees Agenda Meeting July 7, 2016 The meeting began at 6:00 p.m. Board members present Mayor James Basile, Deputy Mayor Walter Krehling, Trustee Holly Webster-Goolden, Trustee Judith Dunaway and Trustee Pete Hanford. Also present Clerk-Treasurer Terri DiGregorio, Deputy Clerk Johanne Van Der Linden, DPW Superintendent Roger Granatiero, Ambulance Supervisor/Zoning Officer Stanley Village Accountant Kevin Clark, WBB Steward Pat Cooper, WBB Deputy Steward Joe Thompson and Dean Durell. Kevin Clark was asked to meet with the Board and Mayor Basile to discuss his role as Village Accountant. Mr. Clark explained he prepares and files the Annual Update Document and gives an end of year report every September. Since the Village has two loans through USDA Rural Development, he performs the recommended audits which involves testing transactions, receipts and expenditures for accuracy. Mayor Basile had questions regarding why the water fund had been struggling to be self-sustaining. Kevin explained he had done extensive testing on the revenue side of the water fund the last few years. He acknowledged a question regarding the transfer of unspent funds at the end of a fiscal year could be transferred, if authorized by the Board of Trustees, to their respective reserves as there is no limit to the amount of funds in a reserve. There is a limit regarding unreserved fund balance. Pat Cooper-Maxon and Joe Thompson came before the Board to give a report on the West Barrier Bar Park (WBB). Trash pick-up had been a problem with the onset of a new trash company involving the frequency of pick-up and the placement of trash cans. A chained down picnic table had come up missing and then discovered in a different location at the park. Money had been donated again last fiscal year and it was suggested to build a small pavilion and barbeque grills. Pat was of the opinion that barbeque grills would not be kept clean and therefore could become a health hazard. She requested the grape vines be removed. Dean Durrell wanted to set the record straight on whether his property had to connect to the public sewer because his house is approximately 400 feet from the connection point. Connecting to the sewer would be a hardship and very costly for him. Trustee Dunaway pointed out the local law regarding connection to the public sewer stated properties 100 feet or more from the right-of-way are exempt from connecting to the public sewer until their septic system fails the sewer inspection mandated by the Cayuga County Health Department. Clerk-Treasurer DiGregorio will notify the health department of the 3 village properties that are exempt so sewer inspection letters can resume on a regular basis. COMMITTEE REPORTS:  Roger Granatiero gave a brief DPW report. There were a record number of gallons of water pumped at the pump house over the 4th of July holiday. Roger briefed the Board of Trustees on the water system. The telemetry was repaired. The propane company repaired the vaporizer regarding the emergency generator. Now the graph chart needs to be replaced at the pump house. Paving will occur the week of July 18th. Ditching will start in August on Lake St. Ext. and installation of culvert pipe on Lake St. The repairs to Lake St. Ext. will cost around $10,358.10. A 610 feet by 18 feet wide section of the road will be repaired next year with assistance from the State Park. A meeting was held with Fred Bonn, Director of the State Parks Finger Lakes Region, on the damage to the road. Mr. Bonn will need the scope of work and sketches from the Village to submit when planning the State Park budget for next year.  Ambulance Supervisor Stan requested to use ambulance funds budgeted to purchase a second stretcher be used for another monitor/defibrillator costing $20,000.00. Presently the Village is paying $515.65 a month for the newest device and borrowing a second monitor from a neighboring municipality. Stan is waiting for two more quotes so the Board of Trustees can make a decision at the August meeting.  Zoning Officer Stan stated all village properties are currently up to date with sewer connections. Some have been granted extensions. Properties with grass violations have been sent letters. Village Attorney Chris Palermo will be contacted regarding placing liens on the offending properties that have been mowed and cleaned by private contractors hired by the Village. ---PAGE BREAK--- 2  The June 28th ZBA Hearing outcome was a denial for James Hadcock who wanted to build a lean-to on his garage. He has requested his building permit and zoning permit fees be refunded. Mayor Basile stated no refund should be given until further investigation of the Village of Fair Haven and NYS laws. Deputy Clerk Van Der Linden will investigate and report at the July 11th board meeting.  Mayor Basile briefed the Board of Trustees on potential future water sales to Wayne County and the Town of Sterling. The Town of Sterling is looking at 80 potential water customers and would like information and costs on meter reading, billing, pumping capacity, maintenance of the lines, etc. Mayor Basile pointed out the Village would have a better chance obtaining grants to update the water system by serving the Town of Sterling with water as this would show more shared services with the Town. Another point to remember is the Town of Sterling recently updated the laws involving aquafer protection.
