1 Village of Fair Haven Board of Trustees Meeting March 9, 2015 The Board meeting was called to order at 7:00 p.m. followed by the Pledge of Allegiance. Board members present Mayor William McVea, Deputy Mayor Walter Krehling, Trustee Judith Dunaway and Trustee Holley Webster-Goolden. Trustee Pete Hanford was excused. Also present DPW Superintendent Roger Granatiero, Clerk-Treasurer Terri DiGregorio, Deputy Clerk Johanne Van Der Linden, Nanda Speciale, Louis Speciale, Nancy Lalik, Jay Sawyer, David and Vivian Sciarabba, Cayuga County Water & Sewer Authority (CCWSA) Director of Operations Michelle Baines and CCWSA Chairman Robert Bower. BUDGET: The Board of Trustees was presented with the 2015-2016 tentative budget reflecting a tax rate of $3.67 per 1000 which is a 3 cent decrease from last year to comply with the 2% tax cap. However the water rates will be increased by 12.5%. The Budget Hearing will be held at 6:00 p.m. April 13th with the Organizational meeting to follow. COMMUNICATIONS: In receipt of a notification from Williamson Law Book of a 10% increase for annual software support to begin in January of 2016. In receipt of annual contract from Sawyer Assoc. LLC for landscaping & flowers around the Village in the amount of $3,000.00. This is up $100.00 due to the price increase of flowers. In receipt of $3589.00 from the Town of Wolcott for the 2015 ambulance contract. The Cayuga County Emergency Services Office sent a notification of an evening class in emergency management for elected officials to be held April 23rd in Auburn. The Board has plans to appoint an emergency management officer. In receipt of a NYMIR Safety Committee Playbook. The Board determined this was more appropriate for cities. In receipt of notification from Town of Sterling Planning Board of Special Permit hearing to be held Tuesday March 10th regarding the operation of a restaurant at 809 State Rout 104A. The Gillis Family Restaurant used to operate from this location. PUBLIC FORUM: Michelle Baines Director of Operations for the CCWSA stated the 8 year sewer project had been completed and brought three original copies of the Intermunicipal Agreement between the Cayuga County Water and Sewer Authority, Wayne County Water and Sewer Authority and the Village of Fair Haven for Mayor McVea’s signature as representatives of the other 2 entities had already signed. The Board granted the Mayor permission to sign the documents on a motion by Trustee Dunaway and seconded by Deputy Mayor Krehling. All aye, motion carried. Ms. Baines also brought with her a map of the Village reflecting the properties that have connected to the public sewer and those that have not. She indicated two thirds of the district had connected. Michelle also indicated 60% of those who have not connected have systems deemed substandard by the health department. She informed the Board of Trustees letters had recently been sent out to the people who had purchased property in the Village since 2009 and have not complied with the Village’s Local Law #1 of 2009 amending the sewer law. This law states “Any property that maintains a private sewer system which has been deemed by the Cayuga County Health Department to be substandard shall be connected to the public sewer system when the property transfers to a new owner.” Letters were also sent to property owners who still utilize holding tanks that have not complied with the same local law also stating “In the event a private sewer system utilizes a holding tank, the property owner shall hook up to the public sewer system once the public system becomes available for hook up to the subject property.” Mayor McVea stated Village Attorney Chris Palermo was updating the sewer law at this time. The Board discussed the quote of $6,560.00 from Ontario Orchards regarding proposed landscaping at pump station #3 as the immediate neighbors on either side of the pump station have requested some type of landscaping. The CCWSA has made many improvements to this pump station regarding sound and esthetics. The Trustees agreed this quote was for much more than anticipated and did not consider it a possibility. MINUTES: The February 9th & March 5th meeting minutes were approved on a motion by Trustee Webster- Goolden and seconded by Trustee Dunaway. All aye, motion carried. ---PAGE BREAK--- 2 ABSTRACT #10 VOUCHERS: The following vouchers from abstract #10 were approved for payment on a motion by Deputy Mayor Krehling and seconded by Trustee Webster-Dunaway. All aye, motion carried. General Fund: $26,295.77 Water Fund: $7,281.55 Trust & Agency: $4,046.57 February Payroll: $37,078.71 The following budget modifications were approved on a motion by Trustee Dunaway and seconded by Deputy Mayor Krehling. General Fund Budget Modifications: Transfer $548.11 from Refunds of Prior Years Expenditures to Buildings Capital Improvements Transfer $1476.19 from Refunds of Prior Years Expenditures to Buildings Contractual Transfer $233.20 from Refunds of Prior Years Expenditures to Unallocated Insurance Transfer $476.24 from Refunds of Prior Years Expenditures to Safety Inspection Contractual Transfer $1456.26 from Consolidated Highway to Snow Removal Contractual Transfer $300.00 from Refunds of Prior Years Expenditures to Celebrations Contractual Water Fund Budget Modifications: Transfer $817.06 from Source of Supply Capital Improvements to Transmission & Distribution Contractual. COMMITTEE REPORTS: February DPW report submitted by Roger Granatiero. Daily check of the pump house; collected water samples and took to Auburn lab for testing; read & replaced water meters; plowed & sanded roads; cleaned sidewalks with snow blower; turned water off/on at Anchor Marine; cleaned chlorine hose and pump at pump station water main break at Cayuga & 4th streets; called in New York Rural Water Authority to assist in finding a large leak which was discovered at the corner of Lake & Cayuga streets; D.E. Tarolli Inc. was hired and fixed both water main leaks; pushed back snow banks; cleared fire hydrants of snow; replaced hydraulic fluid hose on International. Before the water main breaks were discovered the pump house was pumping close to 300,000 gallons per day. Since the water main breaks have been repaired the pump house is back down to 160,000 gallons per day which is normal for this time of year. Mayor McVea noted the pump house electric bill doubled for last month due to the pumps running constantly to keep the towers filled. The report was accepted on a motion by Trustee Webster-Goolden and seconded by Trustee Dunaway. All aye, motion carried. Treasurer’s report submitted by Terri DiGregorio for period ending 2/28/2015. General fund balance $455,442.43, Water fund $54,750.29, 2001 CDBG $31,688.65, Trust & Agency $1,151.62, $888.07, 2013 Victory St. CDBG $1.00. The report was accepted on a motion by Trustee Webster-Goolden and seconded by Trustee Dunaway. All aye, motion carried. February Ambulance report submitted by Stan Total ambulance calls 37. Nature of calls: 5 BLS, 23 ALS, 5 not transported, 2 cancelled calls, 2 DOA. Average response time 3.19 minutes. Location of calls: 10 Village of Fair Haven, 15 Town of Sterling, 9 mutual aid to Lakeshore Ambulance and 3 mutual aid to CIMVAC. The following units responded: Ambulance #1 - 30 times, Ambulance #2 - 2 times, Medic Car - 5 times, Ambulance & Medic Car - 6 times. The report was accepted on a motion by Deputy Mayor Krehling and seconded by Trustee Dunaway. All aye, motion carried. In addition the Village is hoping to obtain a grant from Senator Nozzolio for $50,000.00. Together with funds from the reserves the plan is to purchase a new ambulance in the 2015-2016 budget year. A 2012 Ford Explorer was just purchased to be used as a fly car. The Village will keep the old fly car for DPW use. In receipt of $17.50 in collections from the Simon’s Agency. The Agency only collects past due ambulance bills from patients whom received a check from their insurance company and did not use that money to pay their ambulance bill. February Code Enforcement report submitted by Stan Issued 2 building permits; 1 violation letter written; 2 attempts made to serve 1 appearance ticket without success. Conducted 5 on-site inspections. Took 2 village general inspections. Attended 2015 Codes Update Conference in Lake Placid. The conference and expenses was split between the Village of Fair Haven and City of Oswego, Mr. full time employer. All aye, motion carried. ---PAGE BREAK--- 3 UNFINISHED BUSINESS: Legion/Community Center update: Cable for TV & internet has been installed. The American Legion Auxiliary has decided to pay for the polyurethane for the floors. The county jail has been notified to provide inmates to refinish the floors and the Village will purchase the pads. Mayor McVea added chair yoga classes are on Wednesdays at the center. Trustee Dunaway added the ceiling was recently painted. April is Fair Housing Month WHEREAS, in accordance with the Title VIII Fair Housing Policy of the Civil Rights Act of 1968 and the Fair Housing Amendments Act of 1988 and, WHEREAS, the month of April 2015 has been designated by the U.S. Department of Housing and Urban Development’s Office of Fair Housing and Equal Opportunity as Fair Housing Month, NOW THEREFORE BE IT RESOLVED, that the Village Board of the Village of Fair Haven hereby declares and proclaims April as Fair Housing Month in the Village. William McVea Mayor The Clerk is the designated Fair Housing Officer of the Village of Fair Haven. If any individual or family feels that they have been discriminated against in obtaining suitable housing or housing accommodations of their choice, they can call 947-5112, Monday through Friday, between the hours of 9 a.m. until Noon and 1 p.m. until 4 p.m. The resolution was adopted on a motion by Trustee Dunaway and seconded by Trustee Webster-Goolden. All aye, motion carried. NEW BUSINESS: On a motion by Trustee Webster-Goolden and a second by Deputy Mayor Krehling Mayor McVea was authorized to sign the annual Memorandum of Understanding with Cayuga County Soil & Water Conservation District for sanitary code inspections and water sampling through December 2015. All aye, motion carried. A water shut off is schedule for water account #B0540 if the amount due is not paid by 3/23/15. The property owner called the village office after getting the second letter. The first letter reminds the water customer the payment is late and the second letter advises of a pending date the water will be turned off if payment is not made. It came to the Board’s attention of churches in the area that offer assistance in these matters. The customer will be notified of this. On a motion by Trustee Dunaway second Deputy Mayor Krehling the shut off policy stands and the water bill must be paid by 3/23/15. Three ayes and one abstention, motion carried.
