VILLAGE BOARD MEETING DECEMBER 26, 2017 · PLEDGE OF ALLEGIANCE Mayor Gary Mulvaney called the meeting to order at 7:00 p.m. followed by the Pledge of Allegiance. Trustees Nancy McGuerty, Gary Fickeisen, Chris Fulton, and Anthony Peppe were in attendance. Village Clerk Anne Riddell and Treasurer Susan Wade were also present. · PUBLIC Mayor Gary Mulvaney asked if there was anyone present that wanted to speak that was not on the agenda. No one spoke. · MINUTES A motion was made by Trustee Peppe, seconded by Trustee McGuerty and carried with a 4-0 vote to approve the minutes for the December 11, 2017 Village Board meeting. · BILLS A motion was made by Trustee Fulton, seconded by Trustee Peppe and carried with a 4-0 vote to approve the following bills. · GLENSIDE WATER/SEWER DISTRICT AGREEMENTS Mayor Mulvaney reported that there was no news on the Glenside Water/Sewer District Agreements. · NEW METER REPLACEMENT Mayor Mulvaney stated that there was no update on new water meter installations. · VILLAGE ORDINANCES Each of the Trustees received a copy of a memo to the Zoning Board of Appeals and the Planning Board requesting input pertaining to the amendment that was drafted by the Board of Trustees. Mayor Mulvaney reported that the Village is waiting for a response. · SEWER BREAK AND FLOODING Mayor Mulvaney reported that there was no news on this agenda item. · LETTER OF RESIGNATION (CROSSING GUARD & CLEANER - MATHER) Each of the Trustees received a copy of a resignation letter from Part-Time Substitute School Crossing Guard and Part-Time Cleaner, Timothy Mather. A motion was made by Trustee Peppe, seconded by Trustee McGuerty and carried with a 4-0 vote to accept the letter of resignation from Part-Time Substitute School Crossing Guard and Part-Time Cleaner, Timothy Mather, effective December 17, 2017. · LETTER PERTAINING TO DUMPING IN STORM DRAINS Each of the Trustees received a letter expressing concern for dumping pollutants in the storm drains. ---PAGE BREAK--- A motion was made by Trustee Fickeisen, seconded by Trustee McGuerty and carried with a 4-0 vote to send a thank you letter for his concern and what the Village does and can do about this concern. · PEDDLER’S LICENSE REQUEST Each of the Trustees received a copy of an approved Peddler’s License Application dated November 13, 2017. The applicant requested the Village Clerk to extend the license from the current thirty (30) days to one year. After some discussion and a review of the local law, a motion was made by Trustee Fickeisen, seconded by Trustee McGuerty and carried with a 4-0 vote to approve the request of the Edward Jones company at the rate of $50.00 per month. · EMPLOYMENT APPLICATIONS (POWERS & KELLY) Employment Applications on the table from Andrew Powers and Valerie Kelly for Cleaner were accepted and placed on file by a motion from Trustee McGuerty and seconded by Trustee Fulton and carried with a 4-0 vote. · RIGHT OF WAY (20 EAST CAYUGA STREET) Each of the Trustees received a copy of an email (via Village Attorney Charles Marangola) from Camardo Law Firm requesting the Village “extinguish” the Village’s Right Of Way at 20 East Cayuga Street to Fuller Park. After some discussion, a motion was made by Trustee Peppe, seconded by Trustee McGuerty and carried with a 4-0 vote to deny the request of Camardo Law Firm. The Board directed Village Clerk Anne Riddell to inform Village Attorney Charles Marangola of their denial. · INFORMATIONAL ITEMS Each of the Trustees received a copy of the following: - Town of Moravia Minutes (10/18/17). - Village’s NYSDEC Grant Award (Comprehensive Plan $17,278). - Letter and Certificate of Insurance from Fingerlakes Trail Runners Snowmobile Club. - Village’s Sanitary (water) Survey Inspection (11/03/17). On the table for Board review was: - Letter from New Visions. A motion was made by Trustee McGuerty, seconded by Trustee Fulton and carried with a 4-0 vote to enter Executive Session at 7:25 p.m. to discuss Personnel and Property. A motion was made by Trustee Fickeisen, seconded by Trustee Peppe and carried with a 4-0 vote to exit Executive Session at 8:02 p.m. A motion was made by Trustee Peppe, seconded by Trustee McGuerty and carried with a 4-0 to adjourn at 8:03 p.m. Anne Riddell, Village Clerk
