1 Village of Fair Haven Board of Trustees Agenda Meeting January 5, 2017 The meeting was called to order at 6:30 p.m. Board members present Mayor James Basile, Deputy Mayor Walter Krehling, Trustee Judith Dunaway and Trustee Pete Hanford. Trustee Holley Webster-Goolden was excused. Also present Village Clerk-Treasurer Terri DiGregorio, Deputy Clerk Johanne Van Der Linden, DPW Superintendent Roger Granatiero, Ambulance Supervisor/Zoning Officer Stan Bill McVea and Scott Brown. Scott Brown, representing Frontier Communications answered questions regarding the new Frontier/Mitel telephone system at the village hall. Some feedback regarding the auto attendant was discussed and the process of retrieving voice mail messages via email. Procedures for sending Village property code violations to the Sterling Town Justice Court were discussed as Mr. Brown is a Town Justice. The Board of Trustees along with Stan requested these violations processed in a timely fashion. A public hearing for a special permit requested by Tanner Brandt to open an auto repair business on Wilcox St. will be held on January 19th at 7pm. The procedure to approve or disapprove this request by the Planning Board was discussed as Mayor Basile had received many phone calls regarding this case. Mr. Brandt has also applied to the Village of Fair Haven for a new water connection which will be considered at the Board meeting Monday. Locking the gate at the WBB in the winter months was discussed. Mayor Basile will call the Army Corp of Engineers regarding access to the pier through the park and discuss the deterioration of the west pier. Trustee Dunaway reminded the Board, one of the goals of the West Barrier Bar Tenders committee was to keep the park free, open and clean. COMMITTEE REPORTS: Roger Granatiero reviewed the highlights of the DPW report. A water leak at the State Park was discovered. DPW employees turned the valve off to the park and park personnel repaired the leak. Personal garbage was dumped in the trash bins at the West Barrier Bar Park. After discovering a name in the trash, the Sheriff’s Department was called in to handle the situation and the violation was corrected. The trash cans will be brought up to the village hall for winter storage. The Christmas decorations on Main St. and in the park will be taken down tomorrow. Christmas trees and bags of leaves have been picked up. New York Rural Water Association training school is open for registration. Roger hopes to have Carrie Bolton attend to earn credits to maintain her water license. Mayor Basile asked a list of water operator’s credits be submitted to the Board of Trustees for review. Terri DiGregorio reviewed the Treasure’s report. Regarding the repairs to ambulance #1 which cost $15,349.50, approximately $4,000.00 will be spent out of the ambulance budget under ambulance equipment for the repairs to ambulance #2 and the remainder will be transferred from the ambulance reserve at the end of January when the municipal CD becomes due. Stan reviewed the December Ambulance report. He will submit a more detailed report in the future using the information generated by the ambulance response software. Stan reviewed the December Code Enforcement report. Violation letters were sent to bay front and central business district property owners who failed to connect to the public sanitary sewer by the deadline stated in Local Law #1 of 2015. Some of these property owners have applied for extensions and a response letter will be sent informing them of deadlines. An extension may be granted with a deadline met if one of the following is complied with: water is turned off until the property is connected to the sewer, a certificate of pumping out the septic tank is submitted or the septic system is inspected (dye test) and certificate submitted. UNFINISHED BUSINESS: NYSERDA Clean Energy Communities Program: Revisions to the solar permit are pending. Benchmarking for the last 2 years has been completed with next step to put information on Village website. Sewer law revisions have been discussed and Village Attorney Palermo will be consulted regarding the wording of the amendment to Local Law #1 of 2015. The intent was for village property owners whose homes were over 100 feet from the connection to the sewer, not be forced to connect to the public sewer until their septic system failed. Roger Granatiero arranged for Village Engineer Paul Sheneman and a New York Rural Water Authority representative to inspect the 14669 Fancher Ave. property owned by Mike Federici as a water line runs directly under the spot where he plans to build a house. It was realized the line was installed in or around 1946 and could possibly be a galvanized line. It was also discovered this line may run under the corner of a neighbor’s garage. Mayor Basile asked Roger to inform Mr. Sheneman to hold off on the design for rerouting the water line as any further costs regarding this project are the responsibility of the property owner. The DPW will send Mr. Federici a communication advising him of his options. ---PAGE BREAK--- 2 NEW BUSINESS: Roman Rotko with Wright Insurance & Worker’s Comp Alliance performed inspections at the village hall and fire hall on January 4th. He spent time with Roger Granatiero and Terri DiGregorio reviewing standard operating procedures and safety. A safety committee will be established as recommended. Mr. Rotko will be back in the summer to perform further inspections of village properties. The Board requested copies of the inspection report when they come in. The Fair Haven Fire Department submitted an annual report for 2016 up through November for examination by the Board of Trustees. A communication was received from Ian Yerdon with CA2E Architecture /Engineering regarding the status of the Town of Sterling water project. A letter of support along with the resolution will be sent to the Town and CA2E to be included in the application for the grant. Updates to the pump house will also be included in the grant request. Trustee Hanford informed the Board the collaboration between SOFA and the Fire Department worked out very well to put on the 4th of July celebration. They look forward to working together again next year. ADJOURNMENT: The meeting was adjourned at 8:53 p.m. on a motion by Trustee Dunaway and seconded by Trustee Hanford. All aye, motion carried.
