VILLAGE BOARD MEETING MARCH 12, 2018 · PLEDGE OF ALLEGIANCE Mayor Gary Mulvaney called the meeting to order at 7:00 p.m. followed by the Pledge of Allegiance. Trustees Gary Fickeisen, Chris Fulton, Nancy McGuerty, and Anthony Peppe were in attendance. Treasurer Susan Wade was Acting Clerk in the absence of Village Clerk Anne Riddell. · PUBLIC TO BE HEARD Mayor Gary Mulvaney asked if there was anyone present that wanted to speak that was not on the agenda. No one spoke. · MINUTES A motion was made by Trustee McGuerty, seconded by Trustee Fulton and carried with a 4-0 vote to approve the minutes for the February 26, 2018 Village Board Meeting. · BILLS A motion was made by Trustee Fickeisen, seconded by Trustee McGuerty and carried with a 4-0 vote to approve the following bills. (Trustee McGuerty abstained from voucher #345.) · TRANSFER A motion was made by Trustee Fickeisen, seconded by Trustee Peppe and carried with a 4-0 vote to approve the following transfer. From: A1990.4 Contingent To: A1640.4 Code Enforcement $ 1,000.00 · DEPARTMENT REPORTS A motion was made by Trustee McGuerty, seconded by Trustee Peppe and carried with a 4-0 vote to approve the Treasurer’s Report for the month of February. A motion was made by Trustee Fickeisen, seconded by Trustee McGuerty and carried with a 4-0 vote to approve the Public Works Report for the month of February. A motion was made by Trustee Peppe, seconded by Trustee McGuerty and carried with a 4-0 vote to approve the Water Meter Replacement Report for the month of February. A motion was made by Trustee McGuerty, seconded by Trustee Peppe and carried with a 4-0 vote to approve the Sewer Treatment Plant Report for the month of February. A motion was made by Trustee Peppe, seconded by Trustee Fickeisen and carried with a 4-0 vote to approve the Vehicle Log Sheet Report for the month of February. A motion was made by Trustee Peppe, seconded by Trustee Fulton and carried with a 4-0 vote to approve the Dog Control Report for the month of February. A motion was made by Trustee McGuerty, seconded by Trustee Fulton and carried with a 4-0 vote to approve the Code Enforcement Report for the month of February. ---PAGE BREAK--- A motion was made by Trustee Fickeisen, seconded by Trustee McGuerty and carried with a 4-0 vote to approve the Justice Report for the month of February. A motion was made by Trustee Fulton, seconded by Trustee McGuerty and carried with a 4-0 vote to approve the Justice Building Inspection Report for the month of February. It was noted that there was no Police Report for the month of February. · GLENSIDE WATER/SEWER DISTRICT AGREEMENTS Mayor Mulvaney reported that there was no news on the Glenside Water/Sewer District Agreements. · NEW METER REPLACEMENT Mayor Mulvaney noted that the Board received the report (see above). · VILLAGE ORDINANCES Mayor Mulvaney stated that the Zoning Board had not had a meeting in order to give their input. This item was tabled until the next regularly scheduled Board meeting. · SEWER BREAKS & FLOODING Mayor Mulvaney reported that Bill Davis of the MRB Group was here last week to meet with Sean Cochran (STP) concerning compliance with the DEC report. · GOODNOUGH PROPERTY (SKINNER HILL ROAD) Village Attorney Charles Marangola will attend the next regularly scheduled Board Meeting to discuss this. This item was tabled until the next regularly scheduled Board meeting. · VILLAGE’S WATER/SEWER SYNOPSIS 2017 Mayor Mulvaney reported to the Board about the leak repair at Spaulding’s property on Rockefeller Road. The leak on West Cayuga Street is scheduled to be repaired next. · JUSTICE CENTER USE Mayor Mulvaney reported that the Town of Moravia has approved the lease agreement in the Village Justice Center for the Town Court for $300 per month. This will be effective April 1, 2018 through March 30th, 2019 and can be renegotiated at that time. On a motion by Trustee Peppe, seconded by Trustee Fickeisen and carried with a 5-0 vote, the Board approved the Mayor to sign the Lease Agreement with the Town of Moravia. The question of the foregoing motion was duly put to a vote and upon roll call was as follows: Mayor Gary Mulvaney Voting YES Trustee Nancy McGuerty Voting YES Trustee Anthony Peppe Voting YES Trustee Gary Fickeisen Voting YES ---PAGE BREAK--- Trustee Chris Fulton Voting YES · STREET LIGHT (INTERSECTION OF RT 38 AND 38A) After some discussion, a motion was made by Trustee McGuerty, seconded by Trustee Fickeisen and carried with a 4-0 vote to replace the Village Street Light in front of the Kwik-fill. · PUBLIC HEARING NOTICE (SEWER REPAIR RESERVE FUND) A motion was made by Trustee McGuerty, seconded by Trustee Fulton and carried with a 4-0 vote to set the following public hearing. PUBLIC NOTICE IS HEREBY GIVEN that the Village of Moravia Board of Trustees will hold a Public Hearing on Monday, March 26, 2018 at 7:00 pm, in the Village Office, 22 Central Street, Moravia, New York for the purpose of passing the following resolution to appropriate moneys from the Sewer Repair Reserve Fund. RESOLVED, The Village of Moravia Board of Trustees do hereby appropriate money from the Sewer Repair Reserve Fund in the amount not to exceed $ 50,000 for the purpose of paying for Engineering Services and Contractor Services for the South Main Street Sewer Line Repair Project pursuant to section 6-d of the General Municipal Law. · PERMISSION FOR WINTER WORKSHOP (PERKINS, SMITH, COCHRAN, PHOENIX) A motion was made by Trustee Fickeisen, seconded by Trustee McGuerty and carried with a 4-0 vote to authorize Mike Perkins, Billy Smith, Kean Sean Cochran and Dick Phoenix to attend the W2Operator Training Group Winter Work Shop in Cortland on March 23, 2018. · INTERFUND TRANSFER FROM THE GENERAL FUND TO THE SEWER FUND A motion was made by Trustee McGuerty, seconded by Trustee Peppe and carried with a 4-0 vote to transfer funds from the General Fund to the Sewer Fund in the amount of $ 25,000.00. This amount will be repaid with interest by the end of this fiscal year. · INFORMATIONAL ITEMS The Quarterly Open Agenda items were available for review. Trustee McGuerty and Trustee Fickeisen gave a verbal report of the last Cayuga County Association of Village meeting when they toured the Cayuga County Jail. The Board then discussed the April CCAV meeting which Moravia will host and needs a speaker for. The Mayor reported to the Board on Moravia Central Schools plan to hire a School Resource Officer. The State is making funds available to schools for this purpose. A motion was made by Trustee Fickeisen, seconded by Trustee McGuerty and carried with a 4-0 vote to adjourn at 8:02 p.m. Following the regular meeting, the Board entered into a Budget Work Session.
