TOWN OF MENTZ REGULAR MEETING JANUARY 16, 2018 Deputy Supervisor Mark Emerson called the meeting to order at 7:00 PM, led the Pledge of Allegiance to the Flag and asked for a moment of silence Members Present: Deputy Supervisor Mark Emerson, Councilwoman Barbara Clancy, Councilman Jeff Mills and Councilman Matt Poyneer. Absent: Supervisor Richard Nielens. Others Present: Attorney Kevin Cox, Town Clerk Charleen Wood, Deputy Town Clerk/Cemetery Superintendent Lucy Ware, Highway Superintendent David Nielens, Code Enforcement Officer Jay Moose, Historian Mike Riley and Jeff Emerson. Public Hearing: Public Hearing on Road Preservation tabled until February when a full board is present. Audit of Bills: Motion made by Jeff Mills and seconded by Matt Poyneer to approve the following audit of bills. Motion carried 4-0 with Richard Nielens absent. General A $10,400.93 VO 1-29 General B $ 30.00 VO 1 Highway DB $ 3,006.99 VO 1-7 TA $ 1,645.82 VO 1-2 SF $ 5,618.00 VO 18 Old Business: Ethics Board Appointment – Letter from Jack O’Neil advising of his interest in serving on the Ethics Board. Motion made by Jeff Mills and seconded by Matt Poyneer to approve the appointment of Jack O’Neil to the Ethics Board term 1/1/18 – 12/31/22. Motion carried 4-0 with Richard Nielens absent. New Business: February Meeting scheduled for Tuesday, February 27, 2018 – the board agrees to this date. Reports: Highway Department – David Nielens – Written Report Roads & Bridges – Matt Poyneer – No Report Code Enforcement – Jay Moose – Written Report Buildings & Grounds – Mark Emerson – stated flood did not affect us Dog Control – Lucy Ware – Written Report ---PAGE BREAK--- Youth, Parks & Rec – Jeff Mills – stated that Timberline gives estimates by the job and therefore, until he sees the scope of job he has no idea what the cost will be. Mr. Mills also stated that the school will be starting the project in March, so we will be receiving the materials earlier than expected and will need to stock pile them. Cemetery – Lucy Ware – Written Report; we need to replace the vault door, and there is money in the budget to cover this expense Planning Board – Dwight Wethey/Mike Riley – stated that no new business at the last meeting and the members were attending ZBA Board – Lucy Ware - No Report Historian – Mike Riley – Written Report Town Clerk – Charleen Wood – stated taxes were being collected and checks totaling $118,532.47 were given to Supervisor for the SF, SW and B funds. Village Liaison – Richard Nielens – No Report Veterans Memorial – Joe Felice – No Report Attorney for Town: Kevin Cox Stated that he needed direction as to what steps to take regarding the Cooper issue. Discussion on demolition, ability for taxes to pay taxes if demolition fees are put on them and what the court order states. Communications/Reminders: Lucy Ware stated that the Senior Citizens would like keys for their door. She asked if keys for the officers could be made. The board had no problem with duplicate keys.
