MEETING & PUBLIC HEARING, TOWN BOARD OF GENOA November 8, 2017 A regular meeting and public hearing of the Town Board of Genoa, Cayuga County, State of New York was held at the Town Hall, 1000 Bartnick Road, Genoa NY on November 8, 2017 Present Lorie Sellen-Gross, Supervisor Paul Wheeler Cheryl Shields, Board Member Mick Piechuta Don Slocum, Board Member Tim Steed Brandon White, Board Member (absent) Jeff Smith Al Board Member Sue Moss, Clerk The meeting was called to order at 7:00 p.m. by Supervisor Lorie Sellen-Gross with the Pledge of Allegiance to the Flag. RESOLUTION 99-2017 APPROVAL OF October 11, 2017 MINUTES On a motion of Board member Shields, seconded by Board member Slocum, the following resolution was ADOPTED Ayes 4 Sellen-Gross, Slocum, Shields, Nays 0 Resolved that the October 11, 2017 minutes be approved. RESOLUTION 100-2017 APPROVAL OF November 1, 2017 MINUTES On a motion of Board member Slocum, seconded by Board member Shields, the following resolution was ADOPTED Ayes 4 Sellen-Gross, Slocum, Shields, Nays 0 Resolved that the November 1, 2017 minutes be approved RESOLUTION 101-2017 TRANSFER OF FUNDS On a motion of Board member Slocum, seconded by Board member Shields, the following resolution was ADOPTED Ayes 4 Sellen-Gross, Slocum, Shields Nays 0 Resolved that money be transferred from the Contingent fund to the Unallocated dues fund (there was an increase in the Association of Town's annual dues) be approved CLERK’S REPORT Report on Revenues from Clerk’s Office for October 2017 Dog Licenses $ 78.00 ($90.00 total - $12.00 Ag & Mkts population control fund) Building Permits 887.00 Disbursements for October Paid to Supervisor $ 965.00 Paid to NYS Ag & Markets 12.00 ---PAGE BREAK--- PUBLIC HEARING & TOWN BOARD MEETING November 8, 2017 Page 2 RESOLUTION 102-2017 CLERK’S REPORT On a motion of Board member Slocum, seconded by Board member Shields, the following resolution was ADOPTED Ayes 4 Sellen-Gross, Slocum, Shields Nays 0 Resolved that the October 2017 Clerk’s Report be approved HIGHWAY REPORT Paul Wheeler The guys have done some ditching on Indian Field Road. We helped the Town of Venice for a couple of days hauling gravel from O’Tooles gravel pit in Moravia to School House Road. Ragusa’s Repair has finished overhauling the engine in truck Bob, Eric and I attended a confined space, trench and shoring class in Cortland at W2O training group. The culvert pipe on Mahaney Road (just south of Frank Turek's house) has been removed and replaced, with some assistance from the Town of Venice. Matt has been mowing; Jeff has patched some potholes again. The men are working on servicing plow trucks and getting plow equipment ready for winter. Bob and Eric have sand blasted and repainted some plow parts. Jeff sprayed truck #4’s frame with a product called Armour-Seal to prevent it from rusting. Addy Creek Rd COMMENTS/QUESTIONS/CONCERNS: - Meet with residents about new projects and the procedure with issuing permits - Meet with Town Historian and applying for a variance for a building at the GHA and Town of Genoa. - Attended the NYS Fire Marshalls and Inspectors Conference at Fire Academy in Montour Falls. ---PAGE BREAK--- PUBLIC HEARING & TOWN BOARD MEETING November 8, 2017 Page 3 RESOLUTION 103-2017 APPROVAL OF BILLS On a motion of Board member seconded by Board member Slocum, the following resolution was ADOPTED Ayes 4 Sellen-Gross, Slocum, Shields Nays 0 Resolved to accept the bills as presented NEW BUSINESS Lorie mentioned that she had asked Tonya Miles (the Town webmaster) to place the New York Farmland Protection Forums event on our website. The Town received $171,587 (sales tax revenue) from the County. The Veterans' Tax Exemption was discussed. The assessor is in favor of this. The Board is wondering how these Cold War vets will be identified and if, perhaps, the Viet Nam war vets will be included. The Cayuga County Health Department sent a report with the results of their June 6 water testing which included 4 wells and the town's water storage quality. An excellent report was received and the storage is in compliance. It also stated that the Water Superintendent is to be commended. WATER Sue Moss 2,999,000 - total 96,745 - average Bob reviewed the specs for a new 4-wheel drive water truck with the Board. Tim Steed from Hunt Engineers and Jeff Smith, President of Municipal Solutions, Inc. (municipal financial advisors) brought the Board up-to-date on the water line project. The grant received by the Town will cover 60% of the total cost of the project. RESOLUTION 104-2017 PERMISSION TO SIGN INDIVIDUAL AGREEMENTS WITH ATTORNEY, FINANCIAL ADVISOR & ENGINEER FOR THE PROJECT On a motion of Board member Slocum, seconded by Board member Shields, the following resolution was ADOPTED Ayes 4 Sellen-Gross, Slocum, Shields Nays 0 Resolved that Supervisor has permission to sign individual agreements with attorney, financial advisor and engineer for project The Town attorney has Bond counsel for this project. The Board will be given a project and key dates time line. ---PAGE BREAK--- PUBLIC HEARING & TOWN BOARD MEETING November 8, 2017 Page 4 Because Lorie was unable to access the County's website to double check on the Town of Genoa tax cap, a Special Meeting has been scheduled for November 11 at 7 pm at the town hall to approve the 2018 budget. RESOLUTION 105-2017 APPROVAL OF FUNDS TRANSFER INTO THE WATER DISTRICT BUDGET TO PURCHASE A NEW WATER TRUCK On a motion of Board member Shields, seconded by Board member the following resolution was ADOPTED Ayes 4 Sellen-Gross, Slocum, Shields Nays 0 Resolved that surplus funds will be transferred into the water district budget to purchase the water truck.
