Town of Victory Town Board Meeting November 9, 2015 Council Member present Leonard Hand Eleanor Pittroff Lester VanDyke Michael Wiggins Supervisor Victoria Davis Clerk Meeting called to order at 7:00 pm by Supervisor with the Pledge of Allegiance. Mike Wiggins made motion to amend the order if business to open garbage removal bids. Motion seconded by Lester VanDyke; All ayes. Two bids were received. The first bid from Dependable Disposal for $86,755.00 this bid is based upon 370 permit holders with approximately 8 tons of garbage per week. They also enclosed a second option for a price of $69,000 the hours would be shorted to 8am to 12pm with a 5 bag per card holder limit. The second bid was from We Care, with was a three year option year ones tipping fee would be $57,000, second year tipping fee of $58,700 and third years tipping fee would be $59,500. On top of the tipping fee is a tonnage fee of $40 per ton this amount remains the same for all three years. Year ones total based on approximately 8 tons of garbage per week equals out to $73,640. The board’s main concern with this We Care bid is that the contract is the three year term. After some discussion Mike contacted Ron Howe from we care and received a verbal confirmation that we do not need to sign for all three years at this time and are able to sign later for years two and three at a later date. Eleanor stated she would have liked to see options for the dumpster type system that is used in Cato. Leonard hand makes the motion to accept the bid from We Care with the verbal agreement to opt out of years two and three at this time. With keeping the same amount of money that has been subsidized by takes of $26,100. Motion seconded by Nancy Sheldon; All ayes Resolution passed. Normal order of business resumed Motion to approve billing vouchers for October made by Lester VanDyke, Seconded by Eleanor Pittroff. GENERAL FUND: $23019.36 HIGHWAY FUND: $82,238.21 STREETLIGHING $ 298.90 Motion to approve minutes from October’s meeting minutes made by Eleanor Pittroff, seconded by Lester VanDyke. Nancy ayes Leonard recues him self from the October 12th meeting but approves the October 26th meeting. SUPERVIORS REPORT General fund: $684,073.23 Highway fund: $137,211.17 Total all funds: $830,902.10 ---PAGE BREAK--- Sales tax for the 3rd quarter is in but Mike was unsure of the exact number the paper with the amount had been left in the Town Barn. Clerks Report Dog License: 28 for $214.00 Building permits: 6 for $317.10 Garbage permits: 4 for $200.00 A resident had request in the week prior that agendas for the meeting be placed on a sign the week prior to the meeting with details on the topics to be discussed not a generic form with the order of business. Laurie Richert stated that see felt a very large as was need to display that garbage permits were for sale and the price. The board agreed and delegated the task to clerk with the request to run two week in the Lake Shore and three weeks in the shopper. Planning board The planning board is working on revising the zoning law; they are focusing on the mining section. Jim Mignogna gave some back story to the mine to residents that were unaware of the situation. Jim’s main concern right now that he would like the Town Board to address is the traffic pattern has been rerouted due to the changing of the mine entrance. All traffic would use mainly Victory Roads. Laurie questioned in there were weight limits in place; There are not but Jim has spoken with Stephen Yonkers about this happening. Nancy would like the board to write a letter with the concerns the planning board and the public have expressed to the Town Board Leonard would like to know what the recommendations of the Planning board. They stated for the board discusses the weight limit or the possibility of it being changed to a dead end road. Mike stated that the traffic volume would not be as large because the project he was planning to haul for is ending. The planning board is looking to ban mines in the future for the Town of Victory. Nancy will meet at the planning board meeting to draft a letter for the Town Board to send to the Town of Sterling Planning Board. Budget discussion with the approval of the resolution, the amount of $73,640 needs to be placed back in to the budget, Mike would like to add $2,000 to this amount to cover the dumpster at the Town Barn and any other clerical cost involved. A 2590 will see revenue of $47,540. The board decided to place $3,000 into the contingent fund to cover any potential loses that may come if permit sales fall below the estimated 350 permits putting $13,000 in to the contingent account. Mike will determine the amount to be taken from the unexpended fund balance and call the board with this amount. Permit price is $140.00 per garbage permit. A short meeting will be held on November 16th to approve the Budget at the Town Barn at 7:00 pm Kathleen Hill stated she would like to assist the clerk with updating the website. Mike stated that he was taking over the website and would be assisted by Leonard.
