Sennett Town Organizational MeetingJanuary 9, 2018 Minutes of the Town of Sennett Organizational Meeting held on Tuesday January 9, 2018 at the Town of Sennett Office Building at 7:00 PM. Members Present: Peter Adams, Supervisor Jerrold Eades, Councilman Edward Rizzo, Councilman James Jeffers, Councilman Richard Gagliardi, Councilman Kristopher LaPointe, Highway Superintendent Penelope Dennis, Town Clerk The meeting is opened with the pledge to the flag. Roll Call of Town Board Members Supervisor Adams shares the accomplishments of 2017 - the Town has a new Bookkeeper and new software. Also, some thoughts on different projects for 2018 – reports to the Town Board (new software will aide in this), financials’ will be looked at with different options available, health care options will be reviewed, etc. The following appointments are made by Supervisor Adams: Deputy Supervisor: Jerry Eades - Councilman Eades abstains Deputy Highway Superintendent: Daniel Short Bookkeeper: Cheri Major – Supervisor appointment Constables: Gordon Parsons, Charles Augello, Christopher Czolowski Town Attorney: Costello, Cooney & Fearon (John Langey and Richard Andino) Town Engineer: Paul Chatfield Engineer Special Project – Park: Teter & Teter Design Court Clerk: Deborah French Water and Sewer Supervisor: Ron Schalck Senior Citizen Director: Kathy Gray Deputy Town Clerk: Tom Gray ---PAGE BREAK--- Records Management Officer: Pennie Dennis Vital Statistics Registrar: Pennie Dennis Dep. Vital Statistics Registrar: Tom Gray Dog Control: FLDPA Water and Sewer Clerk Billing: Ron Schalck Water and Sewer Clerk Collector: Pennie Dennis Historian: Tom Gray Auditing Firm: Cuddy and Ward Newspaper: The Citizen Banks: M&T, Savannah Bank, Tompkins Trust and Chemung Canal Code Enforcement Officer: Tom Passarello Fire Marshall – Jerry VeVone Assessor: Fred Farrell BAR Chairman – Richard Tuxill BAR Member: David Hearn – 5 year term Association of Towns Representative: Peter Adams - Supervisor Adams abstains Association of Towns Alternate Representative: Ed Rizzo - Councilman Rizzo abstains Planning Board Chair: Bob Edmunds Planning Board Member: Patrick Leamy - 7 year term Planning Board Alternate – Glenn Fletcher tabled until the next meeting ZBA Chair: Gerald Patience ZBA Member: on the recommendation of the ZBA Chairman appoint Jeffrey Hofmann Attorney for the ZBA: Norman Chirco ---PAGE BREAK--- Approve the prepayment of all bills that may accrue a late fee/finance charge Advance Conference Expenses: $500.00 Mileage Reimbursement Rate: $.54 5 per mile Board Meetings will be on 3rd Tuesday of the month Clothing Allowance Water & Sewer Department: $350.00 The Procurement Policy has been reviewed – (and revised in 2015) – no changes Employee Handbook: Revised in 2017 The above are confirmed by a Roll Call vote: Supervisor Adams yes, Councilman Eades yes, Councilman Gagliardi yes, Councilman Rizzo yes and Councilman Jeffers yes, (except as noted by abstentions) carried. The following are Planning Board members: Jeremy Bacon, Member Susan M Foster, Member Richard Phillips, Member Michael Szozda, Member Robert Edmunds, Chairman Jerry Sankey, Member Patrick Leamy, Member Fletcher, Glenn, Alternate The following are ZBA members: Jeffrey Hofmann, Member Edward Magdziak, Member Gerald Patience, Chairman Marion Cool, Member David Sikora, Member The following are BAR members: David Hearn, Member Benjamin Ahner, Member Richard Tuxill, Chairman Fletcher, Glenn, Member ---PAGE BREAK--- Arlie Howell, Member A motion is made to pay the Abstract in the amount of $28,056.97 by Councilman Jeffers, seconded by Councilman Eades. Roll Call vote: Supervisor Adams yes, Councilman Eades yes, Councilman Gagliardi yes, Councilman Rizzo yes and Councilman Jeffers yes, carried. The Public to be Heard segment is opened on a motion made by Councilman Jeffers, seconded by Supervisor Addams, 5 ayes 0 nays, carried. Ed Magdziak, Beech Road, brings up the need for a LEPC, (Local Emergency Planning Committee) – it will be discussed at the February meeting. Highway Superintendent LaPointe reports on the truck that was listed on Auctions International the bid was $42,500.00 (he did not accept it); Homer offered $55,000.00, Deer Park offered $57,000.00; and Conquest offered $60,000.00. It was sold to the Town of Conquest for $60,000.00. The Public to be Heard segment is closed on a motion made by Councilman Eades, seconded by Councilman Gagliardi, 5 ayes 0 nays, carried.
