Thursday December 28, 2017 The regular meeting of the Town Board of the Town of Locke, Cayuga County and State of New York was held in said town at the Locke Town Hall, Main Street, Locke, NY on December 28, 2017 at 7:00 P.M. There were present: Craig Todd, Supervisor Patricia Dillon, Sally Compton, Mary Alice Stetz, and Thane Benson, Members of Council Others present: Norman Chirco, Attorney Peter Compton, Highway Superintendent Melanie Funk, Town Clerk 5 Citizens Absent: Patrick Doyle, CEO The meeting was called to order by Supervisor Craig at 7:07 P.M. Pledge of Allegiance to the Flag The minutes of the November 9, 2017 meeting – a motion was made by Councilwoman Compton to approve the minutes as written, seconded by Councilwoman Dillon and upon roll call vote was unanimously carried. So resolved Ayes 5. Reports: Supervisor—Craig Todd reported that tonight’s meeting date was changed from December 14, 2017 to accommodate finishing up with year-end business and paying all of the bills. He also received a letter from the Cayuga County Planning Department asking if the town wished to keep Donald Francis as our representative. Mr. Francis attended all three meetings that were held by the county in 2017. Councilwoman Dillon made a motion to keep Mr. Francis on as the planning board representative, seconded by Councilwoman Compton and upon roll call vote was unanimously carried. So resolved Ayes 5. Supervisor Todd reported about the town tree lighting on November 25, 2017. There were a few people in attendance and the location of the tree in the gazebo has been well received. The tree will be taken down soon and due to cold temperatures, the lights on the town hall will be unplugged and taken down at a later date. There will be three town board members attending Newly Elected Official Training in Rochester in January. CEO—Patrick Doyle was not present at the meeting but supplied the town board with a report, which Supervisor Todd reviewed. Four building permits for new single-wide homes that were initially denied due to not meeting the minimum habitable floor space requirements, have gone before the Variance Board and were approved for a variance. Highway Department—Peter Compton reported that his department is keeping up with the snow. A new truck has also been ordered that should arrive in the spring to replace the 2008 ten-wheeler. ---PAGE BREAK--- Water Department—Councilwoman Dillon reported that the meters have been read and she will be working on the bills after the meeting and they will go out soon. Town Clerk—Melanie Funk reported that November revenue was $93.00. General From: To: A1990.4 A3620.4 $202.34 A1410.2 A1410.4 $263.68 A1420.1 A1420.4 $10250.00 A9030.8 A9010.8 $81.00 Councilwoman Compton made a motion to accept the budget transfer, seconded by Councilwoman Stetz and upon roll call vote was unanimously carried. So resolved Ayes 5. Ms. Funk also presented the town board with a Discharge of Mortgage for the James A. Ketchell, Jr. and Jody Ketchell property at 1274 Suckerport Lane that was requested by Charles Marangola’s office. After a discussion about the circumstances of this loan and wanting to verify that it would be acceptable to sign the discharge paperwork, Councilwoman Dillon made a motion to have Supervisor Todd do so upon finding appropriate documentation, seconded by Councilman Benson and upon roll call vote was unanimously carried. So resolved Ayes 5. After the vote, Town Bookkeeper Natalie Hingston verified that the loan was forgiven and nothing is owed to the town. This all took place during the time she was town clerk. ---PAGE BREAK--- Town Attorney—Norman Chirco reported that the Cayuga County Sheriff’s Department has served John Hilliard of Tollgate Road with a court appearance ticket for January 3, 2018. Also, the sheriff’s department is still attempting to serve a court appearance ticket to William Booth of Harris Hill Road but has not been able to at this point. Mr. Chirco also informed the town board that in order to prosecute these cases on behalf of the town, he needs to request a VanSickle Authority from the Cayuga County District Attorney’s office. A motion was made by Councilwoman Stetz to approve Attorney Chirco’s request, seconded by Councilwoman Compton and upon roll call vote was unanimously carried. So resolved Ayes 5. Mr. Chirco gave the the two deeds from the recent property transfers to Ms. Funk to keep on file in the town hall. Lastly, Mr. Chirco reported that Local Law #1 of 2017 has been filed with the state. Old Business—Councilman Benson reported back that he has been in contact with a few individuals pertaining to changing the street lights to L.E.D. He was given helpful information from the New York Power Authority and has the name of someone at NYSEG that he will reach out to. The process has been quite involved so far, but he feels he is making progress and there will be more to follow at next month’s meeting. New Business—None to report. Audit of Claims— A motion was made by Councilwoman Compton to audit the claims, seconded by Councilwoman Stetz and upon roll call vote was unanimously carried. General Fund Voucher #202-224 $11013.18 Highway Fund Voucher #117-134 $11242.40 Water District Voucher #64-73 $1700.29 Street Lighting Voucher #12 $570.56 Public to be Heard—Gerald Sharpsteen asked for an overview of New Visions’ plan to provide fiber optic internet to the town. Mr. Todd informed him that the company hopes to have internet service installed by the end of 2018 with cable and telephone service sometime after that. New Visions is still working on the coverage areas and are waiting on a response from the state to their request for changes in the initial coverage. In order to be compliant by the next court date of January 3, 2018, Justice Phil Franklin requested taking his oath of office at the conclusion of the meeting. Ms. Funk will administer the oath to Mr. Franklin. At this time, Supervisor Todd recognized and thanked Councilwoman Patricia Dillon for her many years of service to the Town of Locke. Ms. Dillon began serving on the town board around 1970 and eventually filled the offices of Town Supervisor and Deputy Town Supervisor. Ms. Dillon was honored with cake and punch following the meeting. ---PAGE BREAK--- A motion was made by Councilwoman Benson to adjourn, seconded by Councilwoman Stetz and upon roll call vote was unanimously carried.
