IT’S THE LAW. ---PAGE BREAK--- Supervisor’s Comments: In the last newsletter, I looked ahead to the retirement of Ron Walter and Doug Beebee and shared how much we owed them for their years of service to Scipio. They have now retired from service to the Town and moved on to new challenges. At this writing our new highway superintendent Mark Chamberlain has settled in along with our new highway equipment operator, Tim Weir, Jr. They both have made an outstanding start and promise to continue the legacy of service and attention to our residents and roads. It is great to have them with us. You will read in other places in our newsletter about the efforts we are making to protect our water and rural character. These are two of the central themes of our Comprehensive Plan and two things most all of us agree are important. The Town Board passed a moratorium on fracking and heavy industrial activity to give us time to get input from residents and to figure out how best to preserve the things that make Scipio such a great place to live. More information on this can be obtained on our Web site or at our Town office. Historic preservation is one of 14 areas of focus in our Comprehensive Plan and one which I hope to give some attention to in the coming year. Through the efforts of Pat White and the Stone Store Museum Board of Directors and with the help of Jeannie Gleisner of the CNY Planning Board, a grant was received and a project is underway to develop the site of Opendore, Isabel Howland’s former home in Sherwood. It is my hope that the site can become the focus of a revitalization of our Town. In Scipio, we understand the importance of protecting and preserving both the beauty of our Town and its historic heritage. Contact information is on the back of this newsletter. - Keith Batman, Supervisor History Corner: I have been busy documenting our Civil War soldiers and have a lot of information to share over at the Town Offices. You will recognize several names, like Burlew, Gould, Hitchcock, Hartnett, King, Lawrence, Van Liew and Wood. There are also some new pictures on display, including one of 4-H camp so stop by and see if you recognize anyone. My project this spring is to take photos of Scipio barns, and find out who built them and when. Some of them date back to our very early days. If you have any early photos, or stories to tell about a barn, I would love to talk to you! - Sandie Stoker Gilliland, Town Historian From the Highway Superintendent: It was a smooth transition coming into the new job. The mild winter gave us a great opportunity to catch up on things: clearing out scrap, repairing the salt shed, and trimming brush and vines along the roadsides. We also did a complete inventory of all town equipment. For the past 5 weeks we have been cleaning ditches and installing culvert pipes. Anyone in need of ditch dirt call the Highway Garage at 364-7754 and leave a message, and I will get back to you as soon as I can. - Mark Chamberlain From the Assessor: The Scipio Board of Assessment Review will meet at the town office on Wed May 23rd from 4 to 8 pm to hear assessment related grievances. Snyder, Assessor [PHONE REDACTED] 5334 East Homer Crossing Cortland NY 13045 Gas Drilling Moratorium: In an effort to protect the health, safety and well being of residents of Scipio, a moratorium on gas drilling activities has been enacted for the next year. The Town’s Fact Finding Summary on Horizontal Drilling with High Volume Hydraulic Fracturing (HVHF) encouraged the Town Board to protect our community from heavy industrial development. The moratorium will give us time to further explore and discuss what final action we should take. Among the factors that will be considered are: • How best to exercise caution with heavy industrial practice within the Town • Protection of our drinking water & our lakes • The impact of increased traffic on our town’s roads from increased heavy truck traffic • Financial and other economic impact on the Town • Maintaining our rural character and natural resources All of these issues will be viewed from the perspective of our town’s vision statement found in the Town of Scipio’s 2011 Comprehensive Plan. The HDHV Summary and Comp Plan are available at the town office or go to co.cayuga.ny.us/scipio. Come learn with us as the Town’s Planning Board and subcommittee educates itself further. The first presentation scheduled for Wed. May 23rd, 7 pm at the Town Hall will be on the topic of Road Use and Agreements. Presentations are being scheduled over the next few months. Don’t forget: There is a “No Burn” in effect until May 15. We are always in need of volunteers. If interested, come to a month meeting first Monday of the month at 7 pm. Thank you to all that attended the DARE pancake breakfast. We donated $2200 to the Cayuga County DARE program. Everyone is invited to the Mother’s Day pancake breakfast May 13th 7:30 am to noon. Adults $5.50, Seniors $5.00, kids $4.00, and 5 and under FREE. Town Court: Spring means road crews and road repair. Keep our workers safe – obey speed limit signs. Fines are doubled in work zones. Please be aware of slow-moving farm machinery entering and exiting farm driveways. Let’s avoid unnecessary accidents and tickets. Please check your vehicle registration and inspection stickers. These easily overlooked items cannot be reduced to a lesser fine. Be aware DWI offenses are on the increase. If you drink any alcohol don’t drive. The penalties are high and totally avoidable. Have a safe and prosperous summer and remember to click it and avoid a ticket.
