Town of Venice Board Meeting November 8th, 2018 The regular scheduled board meeting was called to order on November 8th, 2018, at 7:00 pm by Town Supervisor, John Grover. All stood for the Pledge of Allegiance. Roll call found the following present: Supervisor, John Grover; Councilmen, Stephen Talcott; Brian Sheils; & Rodney Donald; Highway Superintendent, Stephen Fedrizzi & Town Clerk, Kim Franklin Absent: Councilman Stefan McGonagle Guest in attendance: n/a Resolution 40-2018 ~ Approval of Minutes: Motion made by Councilman Donald and seconded by Councilman Talcott to approve the minutes from October 2018. Voted: All in favor Public Hearing Preliminary Budget Resolution 41-2018 ~ Preliminary Budget: As no one appeared either for or against the budget as presented; motion made by Councilman Donald, seconded by Councilman Sheils, to accept the Preliminary Budget as the Adopted Budget for 2019. Resolved that the Preliminary Budget is now the 2019 Adopted Budget (in excess of Tax Cap) and with no further business pertaining to the hearing, Supervisor Grover made a motion to close the hearing at 7:45 pm. The Town Board seconded the motion. Voted: All in favor Resolution 42-2018 ~ Local Law 2-2018 Property Tax Levy in Excess of the Tax Cap: The Town Board desired to authorize a property tax levy in excess of the limit established in General Municipal Law by the adoption and enactment of Local Law 2 of 2018 entitled “A Local Law Authorizing A Property Tax Levy in Excess of the Limit Established in General Municipal Law Section 3-c”. Motion made by Councilman Donald seconded by Councilman Talcott to pass Local Law 2 of 2018. Voted: All in favor Resolution 43-2018 ~ Report(s) of Town Officials: Clerk’s report: shows 1 marriage license, 2 certified copies, 5 dog licenses & 1 building permit with receipts of $1,052.50 paid to the supervisor, $9.00 to Ag & Markets and $22.50 to NYS DOH for a total distribution of $1,084.00 through October 31st, 2018. Election results shared with board (451 voters). The Town received an email from Veterans Office and the Town Board agreed to have them come out and be available to residents in January. Lastly, clerk let Board know that our website will be changing as the County is updating and making them all uniform. Code Officer’s Report: copied to board members shows 3 building permits issued through November 5th, 2018. Justice’s report: shows 10 tickets with $1,258.00 collected in fines for October (ck#219 to supervisor) & her October audit report was reviewed and approved by board members. Assessor’s: report copied to board members; most of annual exemption applications have been mailed; working on Enhanced Star income verification requests and will continue to process all returned exemptions through March 1st, 2019. Highway Superintendent: reports the he had to get a new tire for loader; he sold 2 old salt spreaders, 2 old chipping boxes and 6 old tires on Auctions International for approximately $500.00; would like to get 2 new chainsaws, a trim saw & and 18” bar chainsaw; which would be approximately $500 and as it’s under $1,500.00 to go ahead; #6 truck has Rex- Roth sander control installed; salt shed is full; New Visions has started running fiber and he reports the Bridge Fund NY awarded the Town $1.062 million for Tile Kill Road bridge over Big Salmon Creek. Board tabled loader discussion until December meeting. The Supervisor’s: report was reviewed and approved by board members and he received a sales tax check for $97,808.51. No real update on SVL FD. Greg Rejman did submit in writing his request to run for fire commission and possibly, Laura Talcott for their treasurer. Resolution 44-2018 ~ Audit of Claims: Motion made by Councilman Sheils, seconded by Councilman Donald to accept Audited Abstract #11; General vouchers #273-288 in the amount of $2,053.42 & Highway vouchers #151-167 in the amount of $51,977.05. Fuel bought without bid do delivery to Town in error (was supposed to go to CC Highway). Voted: All in favor Resolved that the bills of the evening were presented, reviewed & approved. Councilman Talcott moved to adjourn and meet again on December 13th, 2018, at 7:00 pm at 2479 State Route 34 in Venice Center and seconded by Councilman Donald.
