Town of Victory Town Board Meeting April 13, 2015 Council Member present Leonard Hand Lester VanDyke Nancy Sheldon Eleanor Pittroff Mike Wiggins Supervisor Victoria Davis Clerk Steve Yonker Highway Supervisor Bruce Applebee Code Enforcement Debra Davis Justice Others present: Kevin King, Pat Coleman Meeting called to order at 7:00pm with the Pledge of Allegiance by the supervisor. Resolution 008-15 to transfer $60,000.00 from A911 unappropriated fund balance to The Special Reserve Account into a 1 year CD. Motion made by Lester VanDyke and seconded by Nancy Sheldon. All Ayes. Resolution 009-15 will end The Coordinated Assessment Program with the Town Of Ira December 31,2015. Some discussion had been made during previous meeting and was set to continue tonight. The Supervisor received a letter from the Town of Ira, that they had already resolved to end the cap. Motion to approve made by Nancy Sheldon Seconded by Leonard Hand. All Ayes. Motion to approve audited vouchers made by Eleanor Pittroff Seconded by Lester VanDyke. General Fund: $33,800.04 Highway Fund: $21,844.95 Special Districts: $382.85 Motion to approve minutes made by Lester with no second. Leonard would like to know if the minutes are now being done in a transcript form. The clerk stated that the last meeting had some conversations she felt needed a more in depth description. Nancy felt that her words were not properly documented. Discussion then ensued about removing sections from the March minutes. Nancy made a Motion a motion to keep all of the discussion editing the parts that she felt did not properly depict the situation. Lester then seconded this motion. Leonard and Mike do not approve of this motion; Eleanor does not feel she should vote on this motion that she was not present during said discussion. ---PAGE BREAK--- Leonard makes a motion to keep minutes to the most summarized condensed form depicting the meeting business. This is seconded by Lester with All Ayes. March meeting minutes are to be revised. Supervisors report: General Fund town wide: $693,370.86 Highway Fund town wide: $ 427,612.64 Total all funds: $1,132,738.54 Mike met with Cayuga County Election officials to evaluate the Town Hall as a polling place. They found no fault in the area and will suggest equipment placement to poll workers to ease congestion. He also received a letter outlining the property tax freeze credit. A discussion was had about the plan and the timeline in which said plan is due. Clerks report: 7 Building permits for $265.00 22 Dog Licenses for $175.00 14 garbage permits for $700.00 Tax collection has ended with $876,439.12 collected. Gov Pay Net credit card machine is up and running collecting 3 payments for the total of $84.00 transferred into the account 2 business days later with no problems. The website is also under maintenance, some changes have already been made. The clerk and Leonard are continuing to work on this. Highway report: 3 plow trucks have been taken apart cleaned and prepped for summer work removing all the salt and winter debris. They have been hauling sand and stone. There has been an increase in stone price due to the contract ending; this is the first increase since 2009. The salt for next winter has also been ordered. The New Holland tractor is being repaired due to rodent damage over winter; they are also awaiting parts for the sweeper. CHIPS agreement is to be signed with and increase of $2,857.00 dollars bring the CHIPS total to $112,057.36. As of 4/10/2015 a MEO has resigned leaving the department in need of a full time MEO. Discussion was had on the advertisement aspect of the hiring procedure as well as where the applicant must reside. Nancy stated she had some complaint about Victory road and 370 how it now dips after they have paved 370 from about 7 people at school. Steve stated he will find out if anything can be done but it is not a Victory road. Eleanor stated that there a sign missing from Robinson and Ira Station as well. Code enforcement: Bruce 7 permits 265.00, with many inspections. There are dogs left at the vacant house that has recently burnt. He is considering condemning it but it if that happened the Town may then have to clean it up; he would like Mike to ask the town attorney to see. Lester VanDyke makes a motion to enter into executive session to discuss personal matters, seconded by Leonard Hand. Nancy Stated some decisions were made during this executive session. The Arbitration hearing will be held April 24, 2015 at the Lyons bank conference center in Wolcott at 10 ---PAGE BREAK--- am. The board also discussed the hiring of MEO Mike and Steve will get together to work out details of advertisement and fulfillment of the position. Eleanor made the motion to call the meeting to a close, seconded by Lester VanDyke: All Ayes.
