TOWN OF MENTZ RE-ORGANIZATION MEETING JANUARY 2, 2018 Opening: Notary Charleen Wood opened the meeting at 7:02 PM, led the Pledge of Allegiance to the Flag and asked for a moment of silence. Oath of Offices: Notary Charleen Wood gave the oath of office to Supervisor- Elect Richard Nielens Jr. who then signed his oath of office card. Supervisor Nielens gave the oath of office to Town Clerk – Elect Charleen Wood, who then signed her oath of office card. Town Clerk Charleen then gave the oath of office to the following individuals and they signed their oath cards: Dennis Ware – Town Justice David Nielens – Highway Superintendent, Cemetery Maintenance Supervisor, Buildings & Grounds Superintendent Mark Emerson – Deputy Supervisor Jeffrey Mills – Board Member Matthew Poyneer – Board Member Barbara Clancy – Board Member Lucy Ware – Deputy Town Clerk, Cemetery Superintendent, Deputy Registrar Jay Moose – Code Enforcement Officer Rodney Filkins – Deputy Highway Superintendent Patricia Craine – Bookkeeper Members Present: Supervisor Richard Nielens, Councilman Mark Emerson, Councilwoman Barbara Clancy and Councilman Matt Poyneer. Councilman Jeff Mills arrived at 7:20 PM. Minutes Approval: Minutes of the December 19, 2017 Meeting: Motion made by Matt Poyneer and seconded by Mark Emerson to approve/accept the minutes as presented. Motion Carried 4-0 with Jeff Mills absent. Supervisor’s Appointments: Deputy Supervisor – Mark Emerson – annual salary $300 Bookkeeper – Patricia Craine – annual salary $7500 Appointment of delegate and alternate to the Associations of Towns Annual Meeting: Motion made by Matt Poyneer and seconded by Barbara Clancy to approve the following delegates. Motion carried 4-0. Jeff Mills absent Delegate – Richard Nielens, Jr. Alternate Delegate – Mark Emerson Approval of Depositories: ---PAGE BREAK--- Motion made by Matt Poyneer and seconded by Mark Emerson to approve the following banks as depositories: Key Bank, Savannah Bank, Tompkins Trust, Lyons National and M & T. Motion carried 4-0 with Jeff Mills absent. Reimbursement: Motion made by Mark Emerson and seconded by Matt Poyneer to approve reimbursement to all elected/appointed employees receive reimbursement for personal funds spent on Town business be reimbursed per approval of 2018 Town of Mentz Budget. Motion carried 4-0 with Jeff Mills absent. The Town Clerk gave the oath of office to Jeffrey Mills as board Member. Additional Approvals: Official Newspaper for the Town – The Citizen Motion made by Mark Emerson and seconded by Matt Poyneer to approve the Citizen as the official newspaper. Motion carried 5-0 Meetings: Date and time for Town of Mentz Board Meetings & Audit of Bills: Motion made by Richard Nielens and seconded by Matt Poyneer for the meetings to be held the third Tuesday of each month at 7:00 PM except for February which will be held Thursday, February 22, 2018 at 7:00 PM. Motion carried 5-0. Mileage Reimbursement - Motion made by Richard Nielens and seconded by Matt Poyneer to approve mileage reimbursement at IRS published rate of $.535 per mile. Motion carried 5-0. Jeff will try to secure a cost estimate. Motion made by Matt Poyneer and seconded by Jeff Mills to encumber $4,000 from 2017 budget A/C A7110.2 to the 2018 budget for playground work. Motion carried 5-0. New Business: Website for 2018 – Motion made by Matt Poyneer and seconded by Mark Emerson to approve the 2018 Website Contract with Lezli Parsons and authorized the Supervisor to sign the contract.
