VILLAGE BOARD MEETING FEBRUARY 22, 2016 · PLEDGE OF ALLEGIANCE Mayor Gary Mulvaney called the meeting to order at 7:01 p.m. followed by the Pledge of Allegiance. Trustees Nancy McGuerty, Gary Fickeisen, Anthony Peppe, and Chris Fulton were in attendance. Village Clerk Anne Riddell, Treasurer Susan Wade, and John Zepko from the Cayuga County Planning Department were also present. · PUBLIC TO BE HEARD Mayor Gary Mulvaney asked if there was anyone present that wanted to speak that was not on the agenda. No one spoke. · JOHN ZEPKO (CAYUGA COUNTY PLANNING ) STORMWATER CONTROL John Zepko, Planner for the Cayuga County Planning Department, addressed the Board about Stormwater Management. Mr. Zepko distributed handouts and explained the importance of stormwater drainage. After some discussion, Mr. Zepko offered the County’s services (at no charge) pertaining to any assistance that the Village of Moravia would like in addressing stormwater management. After some questions and discussion, Mayor Mulvaney and the Board thanked him for coming. · MINUTES A motion was made by Trustee Fickeisen, seconded by Trustee McGuerty and carried with a 4-0 vote to approve the minutes for the February 8, 2016 Village Board Meeting. · BILLS A motion was made by Trustee Peppe, seconded by Trustee McGuerty and carried with a 4-0 vote to approve the following bills. (Trustee McGuerty abstained from Bill #317 due to conflict of interest.) · DEPARTMENT REPORTS A motion was made by Trustee Peppe, seconded by Trustee Fickeisen and carried with a 4-0 vote to approve the Justice Report for January. · GLENSIDE WATER/SEWER DISTRICT AGREEMENTS Mayor Mulvaney reported that there was no news on the Glenside Water/Sewer District Agreements. · NEW WATER METER REPLACEMENT Mayor Mulvaney reported that there was no news on any water meters replaced and would be directing two Village employees to be in charge of replacing meters every week so that the process of replacing all the old water meters could move forward at a faster pace. · VILLAGE ORDINANCES Each of the Trustees received a copy of Local Law #1 of 2016 entitled, “Regulating Noise Within The Village Of Moravia”, drafted by Village Attorney Charles Marangola. After some discussion and noting a word missing ---PAGE BREAK--- within the law, the Board directed Village Clerk Anne Riddell to have Village Attorney Charles Marangola make the change and prepare the law for the next regularly scheduled Board meeting. · WATER LEAK DETECTION UPDATE Mayor Mulvaney reported that there was no news on the Water Leak Detection from NYLD. · CABLE AGREEMENT Each of the Trustees received a copy of the Southern Cayuga County Cablevision Franchise Agreement prepared by Village Attorney Charles Marangola. After some discussion and a few questions, the Board directed Village Clerk Anne Riddell to discuss further with Village Attorney Charles Marangola and report back to the Board at the next regularly scheduled Board meeting. · ZONING AMENDMENTS (PLANNING BOARD) Mayor Mulvaney stated that the Board received the minutes from the Village Planning Board from February 15, 2015 that addressed the Trustees concerns for the proposed zoning amendments. · SOLAR POWER GRANT (WWTP) Mayor Mulvaney stated that Village Clerk Anne Riddell requested the Wastewater Treatment Plant to check the status of the Village’s Solar Power Grant application. Mayor Mulvaney stated that he would keep the Board updated. · OAK HILL GRAVEL PIT Mayor Mulvaney reported that two 90 Decibel signs were received to place on Oak Hill Road. · 2016-2017 VILLAGE TAX (REVISED) ROLL Each of the Trustees received a copy of the revised 2016-2017 Village Tax Roll prepared by Village Clerk Anne Riddell. A motion was made by Trustee McGuerty, seconded by Trustee Fulton and carried with a 4-0 vote to approve the revised 2016-2017 Tax Roll for $50,886,460.00. · DRY CREEK CEMETERY ---PAGE BREAK--- After some discussion pertaining to the ownership of the Dry Creek Cemetery, a motion was made by Trustee Fulton, seconded by Trustee Fickeisen and carried with a 4-0 vote to add this agenda item to the Quarterly Open Agenda Items. (It was noted that there was no conclusion made at this time.) · INFORMATIONAL ITEMS The Village Board of Trustees each received a copy of the following: - Owasco Lake Watershed Management Plan meeting flyer (02/29/16). - Email from Tim Buhl (re: Justice Building floors). - Village Planning Board Minutes (02/15/16). A motion was made by Trustee Peppe, seconded by Trustee McGuerty and carried with a 4-0 vote to enter Executive Session at 8:15 p.m. to discuss personnel. A motion was made by Trustee McGuerty, seconded by Trustee Fulton and carried with a 4-0 vote to exit Executive Session at 8:43 p.m. A motion was made by Trustee Fulton, seconded by Trustee Fickeisen and carried with a 4-0 vote to adjourn at 8:44 Anne Riddell – Village Clerk
