VILLAGE BOARD MEETING APRIL 23, 2018 · PLEDGE OF ALLEGIANCE Mayor Gary Mulvaney called the meeting to order at 7:00 p.m. followed by the Pledge of Allegiance. Trustees Nancy McGuerty, Gary Fickeisen, Chris Fulton, and Anthony Peppe were in attendance. Village Clerk Anne Riddell and Treasurer Susan Wade were also present. · PUBLIC Mayor Gary Mulvaney asked if there was anyone present that wanted to speak that was not on the agenda. No one spoke. · MINUTES A motion was made by Trustee Peppe, seconded by Trustee Fickeisen and carried with a 3-0 vote to approve the minutes for the April 9, 2018 Village Board meeting. (Trustee McGuerty abstained due to absence from April 9, 2018 Village Board meeting.) · BILLS A motion was made by Trustee Fulton, seconded by Trustee Fickeisen and carried with a 4-0 vote to approve the following bills. · TRANSFER A motion was made by Trustee McGuerty, seconded by Trustee Fulton and carried with a 4-0 vote to approve the following transfer. From: A9040.8 Workers Comp. To: A9060.8 Hospital $1,500.00 · DEPARTMENT REPORTS A motion was made by Trustee Fulton, seconded by Trustee Peppe and carried with a 4-0 vote to approve the Justice Report for the month of March. · GLENSIDE WATER/SEWER DISTRICT AGREEMENTS Mayor Mulvaney reported that there was no news on the Glenside Water/Sewer District Agreements. · NEW METER REPLACEMENT Mayor Mulvaney stated that there was no update on new water meter installations. · VILLAGE ORDINANCES Mayor Mulvaney stated that the Zoning Board would be meeting on May 7, 2018 so that the Board of Trustees could receive their input. This item was tabled until the next regularly scheduled meeting. · SEWER BREAKS AND FLOODING Mayor Mulvaney reported that the sewer break repair on South Main Street may be started on May 1, 2018, weather permitting. ---PAGE BREAK--- Mayor Mulvaney also stated that the three reports from the Cornell University students were given to the Village pertaining to the flooding this past summer. He noted that the reports were on the table for Board review and would be available in the Village Office. · VILLAGE’S WATER/SEWER SYNOPSIS 2017 Each of the Trustees received a copy of a report from the New York Rural Water Association (NRWA) Circuit Rider Fred Holly pertaining to a leak at the fire hydrant behind the old fire station on Main Street. · ADD DELINQUENT WATER/SEWER CHARGES TO TAXES A motion was made by Trustee Fulton, seconded by Trustee Peppe and carried with a 4-0 vote to approve adding the delinquent water and sewer charges to the 2018 Village Tax Roll in the amount of $18,212.32 and a $15.00 unpaid Rental Inspection Fee for collection. · FARMER’S MARKET REQUEST FOR INSURANCE Each of the Village Trustees received a letter of request from the Moravia Farmer’s Market for insurance coverage for the 2018 market year. A motion was made by Trustee McGuerty, seconded by Trustee Fulton and carried with a 4-0 vote to approve insurance coverage for the Moravia Farmer’s Market for the 2018 market year located in front of Kinney Drugs parking lot. · VILLAGE ELECTION INSPECTORS APPOINTMENT A motion was made by Trustee McGuerty, seconded by Trustee Fickeisen and carried with a 4-0 vote to appoint the following Election Inspectors for the June 19, 2018 Village Election: Linda Arcangeli – Democrat Linda Badman – Republican Marjory Wade – Republican Marjorie Marks – Democrat Mary Donovan – Alternate - Republican Wendy Baxter – Alternate – Democrat · VILLAGE’S PLANNING BOARD REQUEST FOR ADOPTION OF LOCAL LAW The Village Planning Board sent a letter of request for a proposal for an adoption of a local law providing for the regulation of electric vehicle supply equipment for the Board to consider. After some discussion, the Mayor asked the Board to review the local law and be prepared to discuss further at the next regularly scheduled Board meeting. (It was noted a copy would be sent to Village Attorney Charles Marangola and Code Enforcement Officer Patrick Doyle for their input.) · INFORMATIONAL ITEMS Each of the Trustees received a copy of the following: - Chuck Rankin (Village of Groton) Retirement Party – flyer. - 2017 Village’s Annual Water Quality Report. - Village of Moravia’s Planning Board Minutes (12/17/17 & 03/19/18). - Letter to Village Board from School Crossing Guard. - Thank you letter from Senator Seward to Village (SWAP). ---PAGE BREAK--- - Copy of a letter from Village to Ray Dyer (removal of old cable poles). On the table for Board review was: - Three reports from the Cornell University students pertaining to the flooding this past summer.
