1 Village of Fair Haven Board of Trustees Meeting January 11, 2016 The meeting was called to order at 7:00 p.m. followed by the Pledge of Allegiance. Board members present Mayor William McVea, Deputy Mayor Walter Krehling, Trustee Judith Dunaway, Trustee Holley Webster-Goolden and Trustee Pete Hanford. Also present Clerk-Treasurer Terri DiGregorio, Deputy Clerk Johanne Van Der Linden, DPW Superintendent Roger Granatiero, Ambulance Supervisor/Zoning Officer Stan Vivian Sciarabba, David Don Chamberlain and Gus Taft. COMMUNICATIONS: Funding was approved for three prequalified applicants for the 2013 CDBG grant at the January 7th agenda meeting. In receipt of third quarter sales tax of $77,941.65 from Cayuga County Treasurer. At least $79,369.56 must be received for fourth quarter to achieve the budgeted amount of $340,000.00. The annual Workers Compensation premium is down $1,021.00 from 2015 to 2016. Department heads were notified to begin putting figures together to plan the budget for 2016-2017 fiscal year which starts June 1, 2016. The first budget work session will be held at the February 4th agenda meeting 4:00 p.m. In receipt of December 2015 Quarterly Open Claim Loss Run Report from Worker’s Comp Alliance and Wright Risk Management. There is one closed and one open claim at this time with $1,470.46 paid to date for both claims. PUBLIC FORUM: Mayor McVea responded to David inquiry about the suspended employee. There was to be a hearing today at Noon but cancelled due to the employee’s resignation. The employee had been suspended with pay due to the classification of civil service competitive. Friday 1/15/2016 will be the last pay check issued for this employee. Mayor McVea also responded to Mr. questions regarding the odor in the village office and Empire Tree Surgeons evaluation of village trees. The Mayor stated the odor hasn’t been noticeable of late. It seems to be strongest in spring and fall. An air purifier has been running 24/7 and testing will be conducted by the Cayuga County Health Department. The tree budget has been expended for the current fiscal year. Empire Tree has not been back in the village since Mr. tree was cut down. Thoma Development will be asked to research tree grants to replace the big Maples that are dying off. MINUTES: The December 14th and January 7th meeting minutes were approved on a motion by Trustee Webster-Goolden and seconded by Trustee Dunaway. All aye, motion carried. ABSTRACT #8 VOUCHERS: On a motion by Deputy Mayor Krehling and seconded by Trustee Hanford the following vouchers from abstract #8 were approved for payment. All aye, motion carried. General Fund: $18,629.15 Water Fund: $3,871.35 Trust & Agency: $4,424.26 2013 CDBG: 4,625.00 December payroll: $35,445.74 General Fund Budget modifications: The following budget modifications were approved on a motion by Trustee Dunaway and seconded by Trustee Webster-Goolden. Transfer $940.00 from gifts and donations to WBB Parks contractual Transfer $318.21 from ambulance contractual to ambulance contractual/meds/supplies Transfer $140.50 from contingent to sewage project contractual COMMITTEE REPORTS: December DPW report submitted by Roger Granatiero: Read water meters; meter replacements; plow & sand roads; turned off seasonal water; painted interior floors and walls at pump house #1 & picked up bags of leaves and brush for the season; cleaned out ditches from all of the rain; started repairing and staining WBB picnic tables; washed and cleaned out all trucks & tractor; cleaned and organized shop and back room area; repaired chipper and stored away for the winter; trimmed tree branches and put up delineator posts for snowmobile route; finished installing street ---PAGE BREAK--- 2 signs around the village; swept and used leaf blower to clean village parking lot; greased trucks and plow for winter; backhoe was services by Tracey Road Equipment; trimmed fruit trees on Main Street. The report was accepted on a motion by Trustee Webster-Goolden and seconded by Trustee Hanford. All aye, motion carried. Treasurer’s report submitted by Terri DiGregorio for period ending 12/31/2015. General fund balance $328,975.41 which includes WBB CD of $4,225.28 (the additional $940.00 donation has been deposited into the parks fund and is currently paying for picnic tables), Water fund $89,987.40, 2001 CDBG $1013.65, Trust & Agency $339.79, NYMS Grant $3,888.07, 2013 CDBG $1.00. The report was accepted on a motion by Deputy Mayor Krehling and seconded by Trustee Dunaway. All aye, motion carried. December Ambulance report submitted by Stan The ambulance service answered 27 calls: 3 BLS, 16 ALS, 3 no transport, 5 cancelled calls. A total of 450 calls to date. Of these 27 calls 5 were in the Village, 9 in the Town of Sterling, 10 mutual aid to Lakeshore Ambulance and 3 mutual aid to CIMVAC. Vehicles responding to calls: Ambulance #1 - 0, Ambulance #2 - 14, Medic Car - 13, both the medic car and ambulance together - 5. The response time was 2.48 minutes with a big thank you to the fire department. The report was accepted on a motion by Deputy Mayor Krehling and seconded by Trustee Webster-Goolden. December Code Enforcement report submitted by Stan 1 violation corrected; issued 1 “Order to Remedy”; issued 7 certificates of compliance; issued 2 certificates of occupancy; conducted 9 on-site inspections; conducted 4 village inspections. Mayor McVea added one bench warrant had been issued due to failure to show up for court regarding an appearance ticket. The report was accepted on a motion by Trustee Webster-Goolden and seconded by Deputy Mayor Krehling. All aye, motion carried. UNFINISHED BUSINESS: 2013 CDBG update: The Board reviewed the Annual Performance Report Housing Activities noting the following: 18 applications have been received to date with 15 received in 2015. 14 applications have been pre-qualified (11 of which were pre-qualified during this reporting period). Of these, 3 have been completed during this reporting period, 5 have been awarded and well underway, 3 are expected to be awarded in January, pending final Village Board approval, 2 are in the bidding stage and are expected to be awarded by February, and one dropped out. 2 applicants were not eligible and 2 are on a waiting list. Lead based paint risk assessments and/or clearances are being performed on all properties constructed prior to 1978. To date, 5 applications have been received for lateral connections to the public sewer. Of these, 1 was completed during this reporting period, 1 has been awarded and is underway, 2 are expected to be awarded in January, pending final Village Board approval, and 1 dropped out. To date, $186,272.00 (47%) has been expended and another $84,895.00 is obligated. The Village anticipates completing all projects by the 2016 deadline. In receipt of the December 17th ZBA hearing decision. The Zoning Board of Appeals denied a request by Charles Swetland to place a storage shed on his parking area located in the Fancher Ave. right-of-way. The Board discussed Chapter 150 Zoning Article VI Signs. Mayor McVea mentioned the two main items in the sign law that should be addressed are temporary signs and allowing LED signage. Many communities allow LED signs now for schools and fire departments for example. The Board agreed the off premise signs at O’Connor’s need to be addressed again according to the ZBA ruling. NEW BUSINESS: The Board decided to cancel the cell phone bill and discontinue the use of village provided cell phones as most village employees carry their own personal cell phones. The Board of Trustees saw no need for the DPW employees to carry two cell phones. Cayuga County is in the process of establishing a policy to reimburse their employees for the use of their personal cell phones for county business. The Cayuga County Water & Sewer Authority has already established this policy. On a motion by Trustee Dunaway and seconded by Trustee Webster-Goolden the Board of Trustees agreed to give a stipend of $15.00 to employees that use their personal cell phone for village business and supply those employees that do not own a cell phone with a track phone. All aye, motion carried. The Village election will be held on March 15th to elect/reelect the mayor and 2 trustees. The following resolution designating the polling place and hours polls are open was read. ---PAGE BREAK--- 3 Resolution Designating Polling place and Hours Polls are Open WHEREAS, the Village of Fair Haven will hold an election on March 15, 2016; and WHEREAS, there is need to set a time the polls will be open and location of the polling place, BE IT THEREFORE RESOLVED, the polls for the Village of Fair Haven election on March 15th will be located at the Village Hall 14523 Cayuga Street Fair Haven, NY and will be open between the hours of 12:00 noon and 9:00 p.m. On a motion by Trustee Dunaway and a second by Trustee Webster-Goolden the resolution was approved.
