Scipio Town Board Meeting This public meeting was called to order at 7:00 PM on Wednesday March 8, 2017 by Supervisor Mutchler with the following people present. Supervisor: Gary Mutchler Town Clerk: Tom Olenych Town Board Members: Howard Nelson Highway: Mark Chamberlain Leslie Baxter Code Enforcement: Mick Piechuta Mark Ferrari Gary Whitten Guests: Bruce Besner, Ed Vernon, Jabasiga Wilbur and Maryl Mendillo Motion to approve agenda for the March 8, 2017 town board meeting (Whitten / Baxter) All in favor. Issues to come before the board from town residents. There were no issues from town residents to be discussed. Motion to approve the February 8, 2017 town board minutes with the following changes: Dr. Benson will only be holding rabies clinics while Tracey Stevens will be offering low cost spay and neuter services (Nelson / Ferrari) All in favor. Community News: 1) John Nedza, a retired Cayuga County Sheriff, will be teaching a defensive driving course at the Scipio Fire Department on March 11, 2017 from 8:30 AM until 3:00 PM. Anyone wishing to take the course should pre-register and there is a fee of $25.00 2) There will be a supervisors meeting at the Hollywood Restaurant in Auburn on Thursday March 23, 2017 at 7:00 PM and the guest speaker will be George Wethey Cayuga County Highway Superintendent. Supervisor Mutchler will not be able to attend but Mark Chamberlain and Leslie Baxter will go in his place. 3) There will be EMT, Emergency Management Training, at the Holiday Inn in Auburn on April 3, 2017 at 6:30 PM. 4) Spring Clean Up Day will be at the town transfer station on Saturday May 6, 2017 from 10:00 AM until 4:00 PM. Town Board Members reports: 1) Leslie Baxter brought up the liquid manure leak at one of Sunnyside Farms lagoons on Burns Road in the town of Scipio. Supervisor Mutchler told the board that this was not something that was preventable as the Rejman’s were following proper CAFO protocol. This is a DEC matter ---PAGE BREAK--- and as far as supervisor Mutchler knew there would be no penalties to Sunnyside Farms. Leslie also talked to the board about an 8 member steering committee being formed to look at changes to the rules and regulations impacting the Owasco Lake watershed. The committee will be made up of 8 members two of which will be Cayuga County legislators. Leslie went on to say that still favors the 9 step plan while the City of Auburn still favors the TMDL “total maximum daily load” plan. Lastly Leslie brought to the boards attention that some signs within the town had been defaced with racial slurs. 2) Mark Ferrari told the board Verizon had been billing the town for two lines but only one line was being serviced. He is hoping the town will receive a refund from Verizon. 3) Howard Nelson informed the board there still is no report from Solarize New York regarding the town buildings solar panel project, “the wheels are turning slowly”. Howard also reported the “No Reservation” on State Route 34B had been removed. Lastly Howard briefed the board on the Scipio-Venice-Ledyard Fire District separation situation. Still acrimonious with the biggest issue being the dividing up of assets between the three fire companies. An audit needs to be done by the Office of the State Comptroller and all assets, equipment, gear, money et. al. needs to be audited and its value assessed before the process can proceed and before the town board can know for sure whether or not to approve the separation. 4) Gary Whitten told the board the new pickup truck should be delivered sometime in May. Town Officers reports: 1) There was no report from the town assessor. 2) Tom Olenych told the board he had been approached by a town resident who asked if he could put up a flier in the town bulletin board advertising their contracting business. Tom will look into costs which he will discuss at the April town board meeting. 3) Mich Piechuta submitted a report (included) of permits issued, inspections, visits and other related activities for the month. 4) Mark Chamberlain told the board weather permitting paving will begin May 15, 2017. His crew has been busy with snow, ice, wind and other winter storm related issues as well as hauling stone in preparation of the upcoming good weather. Town Supervisor’s report: 1) Supervisor Mutchler submitted an amendment proposal for the following transfer of funds. Transfer from: DA2680 Insurance Recoveries Compensation for loss. $527.00 To: DA5130.4 Machinery Contractual. Motion to approve this transfer of funds. (Mutchler / Whitten ) All in favor. 2) Gary discussed a Forever Farmland application he received from Post Farm which required a letter of support from the town board be mailed to Cayuga County Agriculture & Farmland Protection Board (AFPB). This letter would be written by Gary Mutchler and Howard Nelson. ---PAGE BREAK--- Motion to approve a letter of support be submitted to (AFPB) from the town board. (Mutchler / Whitten) All in favor. Motion to approve Dodie Rowlands as town historian to replace Craig Kukuk. (Mutchler / Nelson) All in favor. Other Business: 1)Maryl Mendillo brought up the subject of pooling resources between municipalities as a way to keep down costs. Mark Chamberlain said there already is mutual assistance between towns as far as highway projects. It was noted Cayuga County Legislator Keith Batman was interested in looking into more sharing of resources between municipalities. Approval of vouchers: General 28 to 44 totaling $9,306.27 (Mutchler / Nelson) All in favor. Highway (DA): 17 to 23 totaling $9,638.36 (Nelson / Baxter ) All in favor.
