SEQR Glossary SEQR State Environmental Quality Review Say “Seeker” A process for reviewing the environmental impacts of proposed projects. Required by state law in New York State. SEQRA State Environmental Quality Review Act Say “Seek-ra” The act of the New York state legislature instituting SEQR. In effect since November 1978. Type I Action Actions that are presumed to have a significant adverse impact on the environment and are more likely to require preparation of an EIS. Full list is in 6 §617.4. Type II Action Categorical exclusions from SEQR. Actions that are determined not to have a significant adverse impact on the environment. Never require further environmental review. Full list is in 6 §617.5. Unlisted Action An action that is neither Type I nor Type II. May have a significant adverse impact on the environment. Involved Agency Any state or local agency, department, board, authority, district, commission, public benefit corporation, or governing body that has jurisdiction by law to fund, approve or directly undertake an action. Lead Agency The involved agency principally responsible for undertaking, funding or approving an action. Responsible for determining whether an EIS is required, and for preparing and filing the EIS if one is required. EAF Environmental Assessment Form Forms used by an agency to assist it in determining the environmental significance or nonsignificance of actions. SEQR regulations provide model full and short EAFs. Part 1 is completed by the project applicant or sponsor. Parts 2 and 3 are completed by the lead agency. EIS Environmental Impact Statement A document that lists and analyzes the significant environmental impacts of a proposed action. Provides a means for agencies, project sponsors and the public to systematically consider significant adverse environmental impacts, alternatives and mitigation.
