TOWN OF SUMMERHILL Public Hearing – Local Law # 1 of 2018- Cold War Veterans Exemption Regular Board Meeting September 11, 2018 Town Hall 13606 State Route 90 Locke, NY 13092 Town Board Members Present: Susan Stout, Supervisor Duane Reynolds, Councilman Mary Osgood, Councilwoman Daniel Ripley, Councilman Christopher Ryan, Councilman Town Board Members Absent: None Other Town Officers Present: John Kirk, Barb Harvey, John Chase, Harold Gilfus, Sherry Davenport Residents: Don Forster, Debbie Davenport, Jan Barrington, Victoria Kerrick, Gary Lansdowne Visitors: None Guests: None Recording Secretary: Carol Chase The Public Hearing was called to order at 7:00 pm by Susan Stout. All stood for the pledge to the flag. Chris Ryan asks that we observe a moment of silence in honor of those that died on 9/11 in the terrorist attacks. The Public Hearing was closed at 7:10pm. There were no comments. The Regular Board Meeting was called to order at 7:11 pm. Minutes of the August 9, 2108 Special Meeting- Assessor Office: Motion 94-2018 Chris Ryan made a motion to approve the minutes as written, seconded by Dan Ripley. Carried 5 ayes Stout, Reynolds, Ripley, Osgood, Ryan 0 nays Minutes of the August 14, 2018 Meeting: Motion 95-2018 Duane Reynolds made a motion to approve the minutes as written, seconded by Mary Osgood. Carried 4 ayes, Stout, Ripley, Reynolds, Osgood 1 abstain Ryan REPORTS A. Town Clerk’s Report: $518 was collected for the month of August. . Motion 96-2018 Chris Ryan made a motion to accept the Clerks report as presented, seconded by Dan Ripley. Carried 5 ayes Stout, Reynolds, Ripley, Osgood, Ryan 0 nays B. Supervisor’s Report: Susan Stout; Balance of Accounts as of August 31, 2018 Motion 97-2018 Dan Ripley made a motion to approve the Supervisor’s report as presented, seconded by Mary Osgood. Carried 3 ayes Ripley, Reynolds, Osgood 1 abstain Stout ---PAGE BREAK--- 1. General Money Market Fund: $143,340.17 2. Highway Money Market Fund: $123,456.47 3. General Consolidated Fund: $100.00 4. Code Enforcer’s Report: Harold Gilfus; 3 building permits issued, 4 building permit inquiries, 3 Certificates of Compliance issued, 1 plan reviews for permit, 1 stop work order issued, $145.00 in fees collected, $55,500 in construction costs, 10 site/driveway visits inspections, 2 foundation /footers /posthole inspections, 4 framing/structural inspections, 3 final/ pre-final inspections. D. Dog Control Report: Lindsay Anderson, 12 complaints,2 dogs seized and sheltered, 2 dogs redeemed,2 dogs advertised, 1 license written, 2 pick up / adoption fees collected, 32 hours worked, 160 miles driven for the town. E. Highway Superintendent’s Report: John Kirk, There was some repair done on some things. They put in more culverts on Fillmore Rd. and there is one on Masten Rd. that needs to be done. Russ is mowing one more time. He doesn’t know why the State hasn’t mowed the roads sides. Chris Ryan asked John about his plan for snow removal this year. John said that he will have to have the men go out more. He still believes that 8pm is the latest they should be out plowing. The Stop Ahead signs are installed on Lick Street at Howell Rd. We will need to call the owners of the Christmas tree farm and see if they can remove some trees to improve the visibility on the corner. The men are dealing with a beaver issue on Lick St. Gary Lansdowne asked if East Lake Rd. is going to be done next year? There is a culvert on it that needs to be replaced. Gary will show John where it is. F. Assessor Report: No Report G. Variance Board: No Report H. Planning Board: Barb Harvey, They will be meeting on the 20th and trying to get reorganized from not meeting all summer. October 6th is an electronics recycling event at the County and October 20th there will be a household hazardous waste collection. month as everyone is on vacation. Most members will be attending the training at the County on Site Plan Review, along with Mary Osgood and Duane Reynolds. I. Board of Assessment Review: No Report J. Historians Report: No Report K. Town Justice: Sherry Davenport, 6 cases, $265 in fines, $15 in civil fees and $372 in surcharges for a total of $652. The Justice will be attending the State Magistrates Conference September 23-26, there will be continuing legal education provided there. DA’s night is coming up next week. On September 20th there is a Cayuga County Magistrates counsel at arraignment Planning meeting. They are looking for a location to hold it somewhere near Auburn and they would rotate Justices. RESIDENT ISSUES 1. Jan Barrington: There is a tree in the Hathaway cemetery that needs to be cut down. When it falls it will do a lot of damage to head stones in the cemetery. Jan has called many people and there still hasn’t been anything done. The Board will get some quotes on the removal of the tree. 2. Victoria Kerrick: The Kerricks have been mowing the lawns for the town for thirty years. They haven’t asked for a raise but they have heard someone else would like to submit a bid for the job. Susan Stout if they want to continue to mow and Mrs. Kerrick said yes. 3. Gary Lansdowne: The lake level is back up 5 or 6 inches. Jason Gorman may not be staying on top of it. ---PAGE BREAK--- OLD BUSINESS A. Vote on Local Law # 1 0f 2018- Cold War Veterans Exemption: Motion -98-2018 Dan Ripley made a resolution to adopt the Local Law # 1 of 2018, The Cold War Exemption, seconded by Chris Ryan. Carried 5 ayes Stout, Ryan, Ripley, Reynolds, Osgood 0 nays B. Update on Roof Repair: The truck with the supplies is here on the property. They will be starting out front and working in sections.. C. Update on New Visions: Carmen attended the Lake Como Lake Association meeting and residents should be hooked up by the end of October. The road repair will be done by winter. Susan will call Carmen and check his time line. D. Update on planting the trees at the Fillmore site: We will winter the trees in the corner of the building and plant them in the spring. . NEW BUSINESS A. Budget Workshop: The workshop will be held Monday, September 24 at 7 pm. B. Site Plan Review Training: Mary Osgood stated that the training was well done and very informative. They gave actual site plans to review. They gave actual site plans to review. They also gave a complex site plan review as a test. There is a huge difference between a rural and an urban area. Brian Stout and Shane Baldino attended as well as Mary Osgood and Duane Reynolds. C. Court Summons- Ward Lawsuit: The Town has received a summons to appear in Court regarding the Matthew Ward Claim. D. Tree Removal – Hathaway Cemetery: Quotes will be obtained to remove the tree outside the Hathaway Cemetery. PAYMENT OF BILLS There were 19 General account bills totaling $7882.75 and 10 Highway account bills totaling $17138.14 presented for payment Motion 99-2018 Dan Ripley made a motion to approve payment of these bills, seconded by Chris Ryan. Carried 5 Ayes Stout, Ripley, Reynolds, Osgood, Ryan 0 Nays The next regular Town Board meeting will be October 9, 2018 at 7pm. The Budget Workshop will be September 24, 2018 at 7pm.
