MEETING, TOWN BOARD OF GENOA June 10, 2015 PUBLIC HEARING A Regular meeting of the Town Board of Genoa, Cayuga County, State of New York was held at the Town Hall, 1000 Bartnick Road, Genoa NY on June 10, 2015 Present Lorie Sellen-Gross, Supervisor Mick Piechuta Cheryl Shields, Board Member Peter Saltonstall Don Slocum, Board Member Brandon White, Board Member Al Board Member (absent) Sue Moss, Clerk The meeting was called to order at 7:00 p.m. by Supervisor Lorie Sellen-Gross with the Pledge of Allegiance to the Flag. Board minutes for the May 13 meeting were approved via email. SUPERVISOR’S REPORT Lorie Sellen-Gross RESOLUTION 32-2015 APPROVAL OF SUPERVISOR’S REPORT On a motion of Board member White, seconded by Board member Slocum, the following resolution was ADOPTED Ayes 4 Sellen-Gross, Shields, Slocum, White Nays 0 Resolved that the May 2015 Supervisor’s Report be approved. Lorie reported that there was a major water leak in the town and money will have to be spent to purchase a new pump. She suggested that a system be set up for periodic replacement similar to the system Frank has in place with regard to the highway equipment and vehicles. CLERK’S REPORT Report on Revenues from Clerk’s Office for May 2015 Certified Copies $ 20.00 Dog Licenses 173.00 Building Permits 350.00 Disbursements for May Pd to Supervisor $ 543.00 Pd to NYS Ag & Markets 25.00 RESOLUTION 33-2015 CLERK’S REPORT On a motion of Board member Slocum, seconded by Board member Shields, the following resolution was ADOPTED Ayes 4 Sellen-Gross, Shields, Slocum, White Nays 0 Resolved that the May 2015 Clerk’s Report be accepted ---PAGE BREAK--- TOWN BOARD MEETING and PUBLIC HEARING June 10, 2015 Page 2 REPORTS HIGHWAY REPORT Brandon White The men have been hauling crusher run limestone to our stock pile for cold paving and grinding. They have switched to 1st stone for chip sealing. Eric and Matt have been working with the excavator on County Line Hill, getting it passable for the summer months. They have been ditching and cleaning the top soil that was washed in the ditches from the floods we’ve been having. They will be moving to Sills Road, to find tile and more ditching. Had Southern Cayuga Collision repair the pickup front end from the tow out this past winter. Received the repair parts from Volvo for the excavator as well. Frank met with Doug Kierst from Soil and Water to discuss getting a matching grant for an erosion problem on Creek Road. The problem was to be addressed when the Federal portion of the bridge work was done. Since the State backed out, the problem still exists. Soil and Water will be working on permits from the DEC and applying for the grant money. Lorie told the board that she had talked with George Wethey about the Lake Road repairs and he told her they should be starting the work during the third week of June. They will repair from Atwater south to Town Line Road. Lorie would like Frank to meet with the crew when they begin the work and ask if they can also do some repair north of Atwater Road. ASSESSOR REPORT Lorie Sellen-Gross June 2015 Assessment Report Board of Assessment Review was held June 2nd where less than 30 Grievance applications were submitted either in person or by mail. July 1st the Final Assessment Roll will be available on line at the Cayuga County website and a paper copy will be available here at the Town Hall. I have started scheduling property visits for this summer and office hours will be by appointment. The Town Board requested that I continue and finish updating the photos for all Town properties by October 2015. Genoa allowed 100 hours or $1,000 for the assistant for the update completion. The timesheets have been submitted, please take note that 100 hours did not go as far as we would have hoped. 93 hours were worked January- Grievance Day. Erika is extremely detail orientated, competent and quick. But there are just 7 hours remaining now. I would like to respectfully ask if there is any possible way to compensate Erika so she can continue assisting in the field/photo process & finish it up as the Town Board has requested. I believe I do/will have funds within my budget lines to cover the expense. I think we could get it all finished up with an additional $1,000. I will be forego certain items planned, so that this process can be completed. We would be focused on the photos, so it would move a bit quicker than when we are valuing and taking photos. Local Law 1 of 2015 was introduced. “Prohibition within the Town of Genoa of Natural Gas and Petroleum Exploration and Extraction Activities, the Underground Storage of Natural Gas, and the Disposal of Natural Gas or Petroleum Extraction, Exploration, and Production Wastes.” Peter Saltonstall spoke to the Board and suggested that if anyone inquires about this law, he has done extensive research and spoken with many knowledgeable people on this subject, and he would be happy to speak with them. The board thanked him. The Board returned to the Assessor’s request for more funds to compensate her assistant so that she can continue to assist Heather. The Board agreed to an additional $500. This amount will be transferred to the appropriate account. RESOLUTION 34-2015 APPROVE FUNDS FOR ASSESSOR’S ASSISTANT On a motion of Board member Shields, seconded by Board member Slocum, the following resolution was ADOPTED Ayes 4 Sellen-Gross, Shields, Slocum, White Nays 0 Resolved to transfer funds for Assessor’s assistant. Lorie received notification from the State Department of Tax and Finance that Heather lacks four credits to be in compliance. These credits must be completed prior to September 30, 2015. Frank received a quote of $51,000 for a new truck (2016 model). It is time for him to turn in the one he has now. This quote will be good for two weeks. The old truck will go to auction and the new truck will be available before the end of the year. Larry Lipfert Rt. 90 COMMENTS/QUESTIONS/CONCERNS: - Went to Ledyard Town Court for violations on Chet Ferguson - Talked to Real Property Office regarding the piece of property the Town would like to acquire. Passed this information to the Supervisor. - Received a Demolition application for South Street. - Attended a Solar Panel Seminar in Syracuse. It was very informative; information will be passed to the Fire Departments. - Variance Board met and gave variance to GHA. - Continue to monitor problem at the “Forks”. - Continue to meet with residents concerning new projects. (Church, Townhouses) Mick informed the Board that Chet Ferguson has until August 18 to rectify his ten code violations. He also said that a grant can be obtained by the Town with regard to solar panels. WATER REPORT Brandon White 2,289,800 - May total 73,800 - Average The large pump will be returned soon. WATER COMMITTEE REPORT None HISTORIAN None ---PAGE BREAK--- TOWN BOARD MEETING and PUBLIC HEARING June 10, 2015 Page 5 BUILDINGS AND GROUNDS COMMITTEE None PROGRAMS AND GRANTS Lorie Sellen-Gross The minimum wage for those employees of the Summer Swim Program is $8.75. Lorie has hired the employees but would like to have a couple more substitutes. RESOLUTION 36-2015 APPROVE EMPLOYEES OF SWIM PROGRAM On a motion of Board member Slocum, seconded by Board member Shields, the following resolution was ADOPTED Ayes 4 Sellen-Gross, Shields, Slocum, White Nays 0 Resolved to approve Swim Program hires RESOLUTION 37-2015 APPROVAL OF BILLS On a motion of Board member Slocum, seconded by Board member White, the following resolution was ADOPTED Ayes 4 Sellen-Gross, Slocum, Shields, White Nays 0 Resolved to accept the bills as presented. OLD BUSINESS Don still needs everyone’s inventory update There is an accumulation of brush that needs to be removed from Maplewood Cemetery Lorie met with Chuck Bartoch, from Clarity Connect, and Keith Batman. The money has finally been received from the State and Chuck is beginning the hookups. He has seven towns involved and hopes to be done with all hookups by October. In July, he will begin calling those who have signed up on the Clarity Connect website. The cost is $199 for the installation of equipment and it will be $49.95 per month unless the fee is paid for a year in advance ($479.40), then the cost will be $39.95 per month Lorie is still working on the deed search for the land across the road from the Maplewood Cemetery RESOLUTION 38-2015 CLOSE PUBLIC HEARING On a motion of Board member Slocum, seconded by Board member Shields, the following resolution was ADOPTED Ayes 4 Sellen-Gross, Slocum, Shields, White Nays 0 Resolved to close the Public Hearing ---PAGE BREAK--- TOWN BOARD MEETING and PUBLIC HEARING June 10, 2015 Page 6 RESOLUTION 39-2015 APPROVAL OF LOCAL LAW 1 OF 2015 On a motion of Board member Shields, seconded by Board member Slocum, the following resolution was ADOPTED Ayes 4 Sellen-Gross, Slocum, Shields, White Nays 0 Resolved to approve Local Law 1 of 2015 Local Law 1, in its entirety, will be posted on the Town of Genoa website NEW BUSINESS SCIA reports The Cell Tower agreement is at a standstill. The lawyers on both sides cannot agree with the wording nor can they agree on the lease amount in the agreement. Don will call the representative from Advantage Engineers/Verizon to find out what exactly is bothersome and ask them to please use the last document sent to them. Discussion followed regarding the part-time Water Operation position.
